Item 1 - Call to Order
The City Council of the City of Wichita Falls, Texas met in regular session on the above
date in the Council Chambers of the Memorial Auditorium Building at 8:30 o'clock a.m.,
with the following members present.

Mayor Santellana called the meeting to order at 8:30 a.m.
Item 2a— Invocation
Reggie Coe, Pastor, Grace Church, gave the invocation.
Item 2b — Pledge of Allegiance
Mayor Santellana led the Pledge of Allegiance.
Item 3 — Employee of the Month —Angela Fortin, Library
8:32 a.m.
Blake Jurecek, Assistant City Manager, recognized Angela Fortin as the Employee of the
Month for October 2021. Mayor Santellana congratulated Ms. Fortin and presented her
with a plaque, letter of appreciation, restaurant voucher, and check, and thanked her for
her service.
Proclamation —World Teachers Day
8:38 a.m.
Mayor Santellana took the opportunity to recognize WFISD teachers by reading a
proclamation proclaiming Oct 5, 2021, as World Teachers Day in Wichita Falls, and
encouraged members of our community to personally express appreciation for our
teachers by displaying a light blue ribbon outside of their homes or businesses the week
of October 5th as a symbol of support for WFISD.
Item 4-5 — Consent Items
8:42 a.m.
Darron Leiker, City Manager, gave a briefing on the items listed under the Consent
Agenda.
Moved by Councilor Browning to approve the consent agenda.

Item 4 — Approval of minutes of the September 21, 2021 Regular Meeting of the
Mayor and City Council
Item 5a— Resolution 109-2021
Resolution authorizing the City Manager to execute the Joint Funding Agreement for
Water Resources Investigations with the U.S. Geological Survey for $84,098.00.
Item 5b — Resolution 110-2021
Resolution authorizing the City Manager to execute Professional Services Agreement to
Biggs and Mathews Environmental, Inc. for engineering services for the City of Wichita
Falls Landfill in the amount of $78,000.00.

Item 6 — Ordinance 51-2021

Ordinance reappointing Dan Tompkins as a Substitute Judge of the Municipal Court for
a term of two years
Moved by Councilor Brewer to approve Ordinance 51-2021.

Item 7a— Resolution 111-2021

Resolution authorizing the City Manager to approve Change Order No. 1 for the Hike &
Bike Trail from Loop 11 to Lucy Park for a reduction of $130,393.49.
Moved by Councilor Chenault to approve Resolution 111-2021.
Motion seconded by Councilor Browning and carried by the following vote:

Item 7b — Resolution 112-2021

Resolution authorizing the City Manager to execute Professional Services Agreement to
Biggs and Mathews Environmental, Inc. for engineering services for the City of Wichita
Falls Landfill Entrance Facility Improvements in the amount of $83,250.00.
Moved by Councilor Brewer to approve Resolution 112-2021.
Motion seconded by Councilor Chenault and carried by the following vote:

Item 7c — Resolution 113-2021

Resolution authorizing the City Manager to execute Professional Services Agreement for
consulting services to optimize curbside solid waste collection routes and implement on-
board Routeware for 18 Automated Side load collection equipment through the Houston-
Galveston Area Council (H-GAC) Purchasing Cooperative from Routeware, Inc. in the
amount of $150,832.00.
Moved by Councilor Chenault to approve Resolution 113-2021.

Item 7d — Resolution 114-2021

Resolution to accept the written offer as presented for 1 Trustee parcel and authorizing
execution of the Quitclaim Deed to convey title to Isaiah Hall for 1307 33rd St.
Moved by Councilor Browning to approve Resolution 114-2021.
Motion seconded by Councilor Chenault and carried by the following vote:

Item 8 — Announcements concerning items of community interest from members
of the City Council. No action will be taken or discussed.
8:58 a.m.
Councilor Jackson reminded citizens of the upcoming election and that early voting starts
in two weeks.
Councilor Brewer reminded citizens that October is National Breast Cancer Awareness
Month and discussed the importance of continuing the research for a cure.
Councilor Chenault said good morning and stated that she prays for safe travels for
members of TML Region V traveling to the annual conference.
Councilor Whiteley wished safe travels to everyone traveling to TML in Houston. He
recognized Breast Cancer Awareness Month and encouraged citizens to show their
support by purchasing a T-Shirt from Fire Stations 1 or 8. Councilor Whiteley
congratulated the Employee of the Month.
Councilor Smith recognized the Finance Department for receiving two additional
transparency stars from the Texas Comptrollers office, and stated that this shows that the
City of Wichita Falls has a true commitment to taxpayers. Councilor Smith discussed
Booker T. Washington School celebrating their centennial anniversary this past Saturday,
and congratulated them. He noted that the Proclamation presented at the celebration
proclaimed October 2021 as Booker T. Washington School Centennial Celebration, and
invited all citizens to congratulate Booker T. Washington in this historic milestone.
Councilor Smith stated that he student taught in 1970 at Booker T. Washington.
Mayor Santellana congratulated the employee of the month. He stated that Taco Fest
will be October 16th downtown and citizens can reach out to Zavala for more information.
Mayor Santellana thanked Councilor Smith for standing in for him at the Booker T.
Washington centennial celebration. He reminded citizens that we are in election season
and he encouraged everyone to go vote.
Item 9 — Comments from the Public to Members of the City Council Concerning
Items That Are Not on the City Council Agenda
9:05 a.m.
Judy Whittington, 5205 Lake Shore Drive, requested that the meeting on October 19th be
held in the evening since the Circle Trail is on the agenda. Ms. Whittington discussed the
grant application, length of the trail, budget, local match, and proposed 4B funding. She
noted that the application does not include lighting, but if the trail were built along the
street, there would be lighting. She quoted a letter from the grant application regarding
property acquisition that could affect two to four property owners. She asked that they
take the simplest approach and build the trail on the street.

Randy Ledford, 5127 Lakeshore Drive, discussed concerns with the trail being in his
backyard due to having a handicapped child in his home. He discussed neighbors that
were unable to attend the meeting and their objection to the trail, and concerns with
privacy. Mr. Ledford stated that according to the grant application, four properties may
be acquired to build the trail, and citizens want to know why the property would be taken
by imminent domain. He discussed concerns of a neighbor that hosts a large youth bible
study in their backyard, and their objection to the trail being behind their home.
Item 10 — Appointments to Boards and Commissions
9:13 a.m.
Moved by Councilor Smith to appoint Alison Sanders to Place 10 Lakeside City Ex-Officio,
on the Lake Wichita Revitalization Committee with a term to expire 07/31/2027.
Motion seconded by Councilor Brewer and carried by the following vote:
Ayes: Mayor Santellana, Councilors Brewer, Browning, Chenault, Jackson, Smith, and
Whiteley
Nays: None
Moved by Councilor Smith to appoint Kristen Garrison to Place 3 on the Library Advisory
Board with a term to expire 07/31/2024.
Motion seconded by Councilor Chenault and carried by the following vote:

Nays: None
