E. M. and WHEREAS, on the 7th day of March, 1927, the Board of Aldermen instructed the City Clerk to advertise for bids for stage scenery for the auditorium building, the date fixed for receiving said bids being March 26, 1927; and WHEREAS, pursuant to said instructions the City Clerk did publish an advertisement to the manufacturers of stage scenery in the "Wichita Daily Times", which advertisement appeared in said paper three times on the respective dates - March 10th, March llth and March 12, 1927; and WHEREAS, thereafter on the 26th day of March, 1927, pursuant to the advertisement for bids, bids were filed by Volland Scenic Studios and by two other contractors; and WHEREAS, on March 31, 1927, after a careful consideration of the bids received the contract was awarded to Volland Scenic Studios; and o WHEREAS, thereafter a contract was made by and between the City and Volland Scenic Studios, Inc. of St. Louis, Mo., April 1, 1927, for the furnishing of stage scenery, lighting and operating equipment; (d) North Texas rurniture Company for taupe linoleum for of- fice floors at $2.48 per square yard laid complete; and WHEREAS, the contract for the paving of the street surrounding said building has been duly and regularly let to Fuller Construction Company, after a full compliance with all of the provisions of law and in full compliance with the provisions of the City Charter, said streets being Seventh, Sixth, Bluff and Broad; and WHEREAS, the City's portion of the expense of paving said streets by reason of being the owner of said property has been deter- mined to be Sixteen Thousand Eight Hundred Twenty-One ($16,821.00) Dollars of which amount has in all things been approved by the city and is hereby approved; and WHEREAS, the other items of expense pertaining to said build- ing program will be incurred under the direot supervision of the City by labor furnished by it including the construction of storm sewer facilities, landscaping, the moving and reconstruction of a fire station originally situated on the premises now occupied by said building; and WHEREAS, the aggregate of the amounts of all contraots in- cluding estimates of various items of expense which will be incurred under the direct supervision of the City by day labor and including estimated items of expense which will either be incurred under direct supervision of the City by day labor, or through letting additional contracts is Five Hundred Seventy-Two Thousand one Hundred ninety and 01/100 ($572,190.01) Dollars; and WHEREAS, under the terms of said several contracts supra provision is made for the performance of extra service or for the doing of extra construction, and etc. based on unit prices and it is estimated that for said extra the additional sum of approximately Twenty-Eight Thousand Eight Hundred binety-une and 88/100 ($28,891.88) Dollars will be expended; and WHEREAS, the City has anticipated the necessity of securing such additional obligations by appropriating the unexpended balance remaining as surplus in the various funds during the current year, to the general fund which is available for such purposes; and wibREAS, a credit balance of approximately Fifty-One Thousand ($51,000.00) Dollars was carried forward From last year into the general find; and WHEREAS, under the circumstances and under the appropriations indicated above, the city reasonably anticipated to receive into ac- count available for the purpose funds during the current year sufficient to meet said excess of cost; and WHEREAS, the budget for the current year anticipated such expenditure; and WHEREAS, of the total estimated expenditure of Six Hundred One Thousand Eighty-one and 89/100 ($601,081.89) Dollars only the sum of approximately Three Hundred seventy-rive Thousand ($375,000.00) Dollars has at this time been expended; and 281 WHEREAS, although the city reasonably anticipated having the amount of money available during the current year to pay said excess of cost, nevertheless it does not now have funds available for the purpose and will not have the funds available for the purpose to pay the various estimates under said contracts and the demands made of it for work performed under its own supervision; and WHEREAS, it is deemed to be best interest of the City that the various contractors hereinabove described, and the various persons to whom scrip shall be issued by the City for such work shall receive scrip warrants, which scrip warrants are to be surrendered to Security National Bank of Wichita Falls, Texas, and by said bank surrendered to the City in exchange for interest bearing funding warrants hereinafter more fully described; and WHEREAS, in consideration of the postponement of the time for paying said scrip warrants the City has agreed with said bank to issue to it the interest bearing time warrants hereinafter described; and WHEREAS, by the authorization of said funding warrant issue and the levying of a tax to support same before the issusnce of said scrip warrants it is the intention of the hoard of Aldermen to make the tax levy herein made available for the support of the scrip warrants hereinafter to be used in connection with said improvement program as if they were specifically set out in this ordinance;
