Res 059-2021 PSA Alliance Transportation Group MPO Freight Mobility Study 06/01/2021 Resolution No. 59-2021 Resolution authorizing the City Manager to execute a Professional Services Agreement with Alliance-Texas Engineering Co. DBA Alliance Transportation Group for transportation planning services in conjunction with the 2021-2022 Wichita Falls Metropolitan Planning Organization Freight Mobility Study, in the estimated amount of $146,543.00 WHEREAS, the City of Wichita Falls desires transportation planning services be performed in conjunction with the 2021-2022 WFMPO Freight Mobility Study; and, WHEREAS, the Federal Highway Administration, through the Texas Department of Transportation, will fund 100% of the cost of these services through the service agreement; WHEREAS, Alliance-Texas Engineering Co. DBA Alliance Transportation Group proposes to provide these services at an estimated cost of$146,543.00. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS, THAT: The City Manager is authorized to execute the professional services agreement attached, with changes thereto in a form approved by the City Attorney, in an estimated amount of$146,543.00. MAYOR ATTEST: tio(A-411114,r City Clerk Attachment A Scope of Work The following Scope of Work identifies the major components of the effort that the consultant shall undertake under this contract to conduct a comprehensive study of the regional freight system and develop a FAST Act compliant Freight Mobility Plan(FMP).It is the intent of FMP development to build upon all previously developed databases and engage in additional data collection only if necessary and in consultation with the TAC committee,which will provide oversight of the project. The FMP shall be designed to guide the orderly growth and improvement of existing facilities,and fund future development of safe freight corridors,routes,access,and intermodal distribution facilities. Task 1.Project Management and Coordination The consultant shall develop and provide to the MPO,for approval,a project organization and management plan that describes how the consultant shall carry out the project,maintain project controls,and foster effective communication,including meetings to coordinate with the MPO project manager on project milestones. 1.1. Project Coordination—The Consultant shall carry out the following activities to implement coordination of the various activities under the study. • TAC and TPC—The WFMPO Project Manager(PM)will be responsible for directing and coordinating all Consultant activities with the TAC and TPC. • Consultant Team—The Consultant shall develop a Project Management Plan(PMP)and use said PMP to carry out project management of tasks for the project and supervision of all consultant staff. • Freight Committee—Consultant shall implement a Freight Committee that will become a specialized focus group during the process and solicit input at critical stages in the planning process.The Freight Committee will provide direction during the study.The Consultant shall work with the PM to identify and recruit members of the Freight Committee to provide input on the direction of the study,contribute local knowledge of transportation, freight,economic conditions,and issues,and to review and provide feedback on work products and recommendations.The Consultant shall schedule,plan,facilitate,and document the outcomes of quarterly Freight Committee meetings. 1.2. Project Schedule—The Consultant shall prepare and maintain a master Project Schedule for completing the work. The Consultant shall submit the schedule to WFMPO for review and approval. This schedule will indicate Tasks and Sub-Tasks with critical dates, milestones, deliverables, and WFMPO reviews. As necessary, the Consultant will update the Project Schedule to address any deviations from the original project timeline. 1.3. Progress Meetings—The Consultant will schedule and conduct a progress meeting every month (minimum) with WFMPO to review the progress of the work.The Consultant will coordinate with the PM to determine the location and time of each of these meetings. Due to COVID-19 11FMP Scope restrictions,some meetings may be held virtually,or with social distancing practices to ensure the safety of the attendees. The consultant will attend one(1) kickoff meeting.The TAC will participate in the progress meetings as needed and determined by the PM. 1.4. Progress Reports (monthly) - The Consultant shall prepare and submit monthly progress reports to the WFMPO,detailing ongoing and completed tasks during the preceding month.The progress reports will include current schedule status.The Consultant will submit the progress report via email by the 5th working day of the following month. 1.5. Progress Reports (weekly)—The Consultant shall prepare and submit to the WFMPO Project Manager weekly email progress reports, detailing tasks ongoing/completed during the preceding week,and proposed tasks for the following week.These progress reports will include items of concern including issues that may potentially delay work.The Consultant will submit these reports via email to a group as directed by the PM on Monday of each week. 1.6. Correspondence — The Consultant shall route all correspondence for outside distribution through the PM for review and comment.A master correspondence file will be established and kept by the PM including outgoing copies and incoming original documents. The Consultant shall use Microsoft Office formats or other common formats such as Adobe Acrobat for all correspondence. 1.7. Invoicing—The Consultant shall submit invoices monthly.The Consultant shall attach a copy of the corresponding progress report to each invoice for submission to WFMPO. 1.8. Quality Assurance/Quality Control(QA/QC)—The Consultant will implement a quality control program internally to ensure accuracy and completeness and that the work is completed in accordance with this agreement. Upon request,the Consultant will provide WFMPO a copy of the Quality Control documents showing comments,corrections,and changes made. Deliverables • Project Management Plan • Project Schedule • Implementation of a Freight Committee • Quarterly freight committee meetings to steer/guide the project(may be virtual) • Monthly Project Progress Meetings(may be virtual) • Meeting notes and correspondence files • Monthly invoices and progress reports Task 2—Public Involvement 2.1. Public Participation Strategy—Consultant shall develop a public participation strategy that includes not only residents,businesses,but also stakeholders in the community.This process should be consistent with the MPO Public Participation Plan. The strategy shall acknowledge potential constraints resulting from COVID-19 and the Consultant shall use creative and innovative methods for generating comprehensive stakeholder and public involvement to the extent that they are of benefit to the project and the community. 21FMP Scope 2.2. Public Meetings—The public involvement process will be managed by the MPO,but the consultant shall attend up to two(2) public meetings and prepare and produce materials for those meetings.WFMPO will conduct public meetings to educate stakeholders on the development of the FMP and to obtain stakeholder input during the planning process. Due to conditions imposed by COVID-19,some meetings may be held virtually,or with social distancing practices to ensure the safety of the attendees. Deliverables • Public Participation Strategy for employment of the MPO in conducting and managing the public participation process. • Attendance of two(2)public meetings conducted and managed by the MPO.Due to conditions imposed by COVID-19,some meetings may be held virtually,or with social distancing practices to ensure the safety of the attendees. • Content and exhibits for use in public meetings. • Summary of public input,feedback,and comments from public meetings. Task 3—Existing and Future Conditions Consultant shall assemble available data resources and apply available planning tools to perform a quantitative assessment of current and anticipated future freight related transportation system conditions in the WFMPO region. The assessment shall include an evaluation of safety,freight related congestion,freight mobility and economic impacts of identified issues.With the objective of this task being to collect,coalesce,and report on freight assets and current conditions in the study area. 3.1. Previous Plans and Studies — Consultant shall review previous statewide and regional transportation and economic development studies and plans prepared by the public sector. Consultant shall visit with private freight movers and producers to understand the existing conditions and economic development potentials for the WFMPO region. 3.2. Policies and Ordinances — Consultant shall review city codes along with state and federal programs and policies as they pertain to freight analysis,local delivery needs,and issues in the WFMPO region. 3.3. Freight Assets—Consultant shall Identify existing freight infrastructure for all freight-carrying modes,the warehousing and intermodal facilities located within the MPO Boundary,the freight corridors that pass through the area, and service facilities that support goods movement. Consultant shall create an inventory of multimodal freight assets, including warehousing and distribution based on technical analysis of available GIS data and additional information as it is available from existing MPO plans, stakeholder interviews,or through other readily available public sources. Consultant shall use this information to assess current freight system condition and performance. 3.4. Supply Chain and Future Conditions—Consultant shall compile and analyze data relevant to the movement of commodities to,from,though,and within the WFMPO region and the role of this goods movement in the regional economy. This analysis should include employment figures, land use, supply chains, and industries of strength that play a direct role in freight movement (e.g., warehousing, manufacturing, oil industry). Consultant shall use the information gathered from the review of previous studies, review of public policies and 3IFMP Scope programs,and the inventory of freight assets and apply available planning tools to perform a quantitative assessment of future freight related demand and anticipated transportation system conditions in the WFM PO region.The assessment shall include an evaluation of safety, freight related congestion,freight mobility and economic impacts of identified issues. 3.5. Issues Identification—Using the information gained from the review of previous studies,current policies and codes and the freight asset inventory,the Consultant shall examine trends,needs, and issues important to the freight network,as well as infrastructure improvements.Consultant shall combine the qualitative information on previous studies,current policies,and codes with the quantitative analysis of current and future freight transportation conditions to compile an inventory of current and anticipated future freight transportation mobility,congestion,safety, and economic impact related issues.The Consultant shall work with the MPO and the Freight Committee to rank these issues in terms of their priority based on the severity of impacts on freight mobility,safety,and regional economic vitality. Deliverables • Review of previous plans and studies • Review of local codes and federal and state policies and programs related to freight transport. • Technical Memorandum documenting the assumptions,data,analysis methodology and findings of the Existing and Future Conditions Analysis. • GIS graphic and non-graphic data layers developed in conjunction with this task. Task 4—Stakeholder Input Consultant shall conduct,as appropriate to efficient use of resources,interviews,or collective meetings with stakeholders to discuss their concerns and their thoughts on the regional marketplace,the freight network and potential future development affecting goods movement. Consultant shall consider the use of tools such as focus groups and surveys if such methods will augment broader stakeholder and public participation. 4.1. Stakeholder Interviews/Surveys—Consultant shall,with support from WFMPO,identify freight stakeholders and collectively interview or survey these individuals during the planning process. Due to conditions related to COVID-19, these interviews may be conducted as virtual calls/meetings. Stakeholders should include motor carriers, rail carriers, local manufactures, and real estate professionals with commercial/industrial expertise,site selection experts,and local public agencies. These interviews/surveys should help the planning process by gaining insight into areas of concern and ways to improve the existing freight network. 4.2. Strengths,Weaknesses,Opportunities and Threats—Key to this stakeholder engagement will be a strategic planning workshop,to be conducted near the midpoint of the project,in which the Consultant shall design and conduct a Strengths,Weaknesses,Opportunities and Threats (SWOT)analysis.The Consultant shall identify and engage key freight community stakeholders in order to obtain relevant qualitative information on freight activity and goods movement into, out of,and within the region;to gather information concerning freight issues and impacts;and collectively brainstorm with stakeholders to identify strategies for supporting freight mobility and safety. Stakeholders should include but not be limited to members of the project freight 4IFMP Scope committee,freight transporters,distributers,and shippers as well as MPO member jurisdictions and consultative planning partners. Deliverables • Interview guides for conducting the interviews. • A SWOT workshop conducted with identified freight stakeholder. • Presentation and supporting meeting materials for SWOT workshop. • Technical Memorandum summarizing the stakeholder feedback including the content, findings,and outcomes of the SWOT workshop. Tasks—Findings and Recommendations Consultant shall recommend strategies for improving the freight transportation system's economic efficiency,productivity,and competitiveness within the area. 5.1. Freight Activity Centers and Corridors—Identify high-priority significant freight areas,including transportation corridors.These could be geographic areas that facilitate a significant volume of freight traffic.The purpose of identifying these areas is to provide WFMPO and its local governments with information on areas that could use improvement to facilitate freight movement. Data and stakeholder feedback should be used to determine the freight areas and corridors. 5.2. Freight Network—Consultant shall use planning data and stakeholder feedback to identify significant freight corridors,areas,and activity centers of significance to freight transport. Based on the priority freight network,facilities and activity centers identified,Consultant shall develop a GIS based freight route map depicting key routes and opportunities to improve system performance regarding local deliveries. 5.3. Freight Network Deficiencies—Based on the assessment of the freight activity centers and corridors,the Consultant shall Identify major deficiencies facing freight transportation in the WFMPO region. 5.4. Freight Goals—Based on the deficiencies analysis,the Consultant shall work with the WFMPO, the Freight Committee,key stakeholders,and the participating public to develop a set of freight goals,policies,and strategies for the FMP that the MPO can adopt that will guide the freight- related transportation decisions and enhance existing freight services.The Consultant shall also develop a set of freight performance measures that the MPO can use to evaluate alternative transportation investment scenarios effectiveness in achieving the Freight goals. 5.5. Evaluation of transportation investment scenarios effectiveness in addressing freight transportation issues—The Consultant,in collaboration with the WFMPO and Freight Committee,shall use the performance measures developed during formation of freight goals to develop: • Early Action Scenario—The Consultant shall suggest,for consideration by the WFMPO and Freight Committee,immediate and early action freight projects that can improve freight movement in the near term.The early action scenario shall include a funding strategy showing available funding sources and how each project could be funded,including grants and public- 51FMP Scope private partnerships.The prioritized project list should also be examined to determine if any existing or future proposed projects fit these guidelines. • Long-Term Action Scenario—The Consultant shall recommend other longer-term improvements such as truck parking facilities and improvements to truck bottlenecks. Based on MPO and freight committee feedback on prioritization of transportation investments and consolidation of needs and/or existing projects from technical analysis and stakeholder input,a list of recommended long-term projects will be developed to be competitive for local,state,and federal funding. Consultant shall provide recommended/anticipated phasing of the projects,a program level cost estimate for each project,and anticipated eligible funding sources for the program of projects. 5.6. Freight Safety and Security—Based on the technical analysis and feedback from stakeholders and the participating public,the Consultant shall identify and make suggestions on how to improve freight safety and security through the WFMPO region. 5.7. Environmental and Community Impacts—Based on the technical analysis and feedback from stakeholders and the participating public,the Consultant shall Identify and make suggestions on how to reduce the environmental and community impacts of freight movement. 5.8. Economic Impacts—The Consultant shall describe the economic impact of freight and freight- related activities in the WFMPO region.The Consultant shall conduct an economic analysis of freight-producing and transportation activities,including employment and estimation of regional benefits of the proposed program of projects using an IMPLAN model or similar approach,as dictated by the findings of the existing and future conditions inventory,to develop a decision matrix to determine which scenarios and strategies offer the best return on taxpayer's investment dollars based on key regional supply chains and freight businesses most important to the WFMPO region. Deliverables • Inventory of the study area freight network and activity centers with a set of GIS graphic and non-graphic layers depicting the priority freight transportation system • Analysis of freight transportation system deficiencies • Goals and performance measures for addressing system deficiencies • Early Action Plan • Long-Term Vision Program of Projects • Freight Safety and Security Analysis and Recommendations • Assessment of Environmental and Community Benefits of the FMP recommendations • Assessment of Economic Impacts of the FMP recommendations • Technical Memorandum summarizing the Task 5 findings and recommendations Task 6—Documentation 6.1. Draft FMP—The Consultant shall assemble the various technical memoranda into a WFMPO Freight Mobility Plan report that documents the data,assumptions,methodology,analysis findings and recommendations and submit it for review by the WFMPO and the Freight Committee.The Consultant will prepare technical memos,PowerPoint presentations,graphics, maps,and other documentation to ensure effective public education and communication. 6IFMP Scope 6.2. Final FMP—Based on the WFMPO and Freight Committee review,the Consultant shall prepare a final Wichita Falls Freight Mobility Plan incorporating the comments and feedback received. Consultant shall provide five(5)bound hard copies of the final document,as well as a PDF version and accompanying software files of data included in the report and accompanying maps. 6.3. Presentation and Executive Summary—Consultant shall prepare a PowerPoint presentation summarizing the development,findings,and recommendations of the FMP to support policy approval by the WFM PO TPC.Consultant shall also prepare an infographic based executive summary to support the MPO in communicating the value of the FMP to the broadest possible audience.
