The Board of Aldermen of the City of Wichita Falls, Texas, met in regular
session on the above date, at 7-30 o'clock P.M. in the Council Room of the Memorial
Auditorium Building, with the following members present:

The Minutes of the meeting held Januaiy 28, 1952, were approved.
Mayor Harold Jones invited residents present, with matters to take
up with the City Council, to present them.
Otis Nelson, Attorney, and Alan T. Bryce, Realtor, representing citizens
desiring rent decontrol in this area, presented the following Resolution:
RESOLUTION NO.191
BE IT ORDAINED BY THE BOARD OF ALDERMEN of the City of Wichita Falls, that
a Pibllo Hearing be set before the Board of Aldermen on the 3rd day of March, 1952,
at 7:00 P.M. for the purpose of determining whether there no longer exists in the City
of Wichita Falls such a shortage in rental housing accomodations as to require rent
control therein.
THAT after such public hearing the Board of Aldermen shall make a determina-
tion of whether such a shortage exists in rental housing accomodations so as to require
rent control and certify their findings to the Office of Rent Stabilization as provided
by Public Law 96, Eighty-Second Congress.
BE IT FURTHER RESOLVED, that notice of the proposed public hearing be pub-
lished one time in the official newspaper of the City.
Moved by Alderman Willis that Resolution No. 191 be approved and passed
as read.

Yeas: Aldermen Willis, Thomas, Harvey, Ray, Montgomery and Brown.
Nays: None.
Several requests were weeented to the Council by various citizens, urging
more street openings into Kell Boulevard. All requests were referred to the City
Traffic Committee.
Moved by Alderman Harvey that Mayor Harold Jones be authorized to sign,
for and on behalf of the City of Wichita Falls, a Pipe Line License with the Wichita
Valley Railway for an 8 inch water line at Mile Post 3.19.

Moved by Alderman Ray that the Bead Chafin Oil Co. be granted a
e, permit to install two underground gasoline storage tanks, 3000 gal. capacity
each, at llth & Burnett.
Motion seconded by Alderman Thomas and carried.
Moved by Alderman Willis that the request of W. B. Rice to improve the
alley at 13th Street, between Lamar & Travis, with 4 inch base and 2 inch blacktop,
' be denied for the reason that this does not meet minimum paving requirements. AA
Motion seconded by Alderman Harvey and carried.
The application of Claude Privitt for domino parlor license was denied
by common consent of the Council.

A letter from Mr. Bill N. Taylor, City Manager, was read, recommending
that a City Traffic Commission be set up.
ORDINANCE NO. 1597
AN ORDINANCE ESTABLISHING A CITY TRAFFIC COMMISSION FOR THE CITY OF
WICHITA FALLS, DESIGNATING THE MEMBERSHIP THEREOF, CREATING A TRAFFIC ENGINEERING
DIVISION WITHIN THE DEPARTMENT OF PUBLIC WORKS', DEFINING THE DUTIES AND AUTHORITY
OF THE COMMISSION, AND DEFINING AUTHORITY OF THE TRAFFIC ENGINEERING DIVISION OF THE
DEPARTMENT OF PUBLIC WORKS.

ORDINANCE NO. 1598
AN ORDINANCE EXTENDING THE CITY LIMIT; OF THE CITY OF WICHITA FALLS,
TEXAS, BY ANNEXING CERTAIN LANES ADJACENT TO THE PRESENT TERRITORIAL LIMITS OF
THE CITY, THE SAME LYING IN A SOUTHEASTERLY DIRECTION FROM THE PRESENT CITY
LIMITS OF THE CITY, ALL OF WHICH LANDS ARE FULLY DESCRIBED IN THE BODY OF THIS
ORDINANCE.
Moved by Alderman Thomas that Ordinance No. 1598 be introduced and
that a Public Hearing on same be set for February 25, 1952, at 7-30 o'clock
P.M; that Ordinance No. 1598, covering proposed annexation of territory southeast
of the present territorial limits of the city, be published.
Motion seconded by Alderman Brown and carried by the following vote:

THE CONSTRUCTION OF IMPROVEMENTS ON A PORTION OF BROOK AVENUE AND ON PORTIONS OF
CERTAIN OTHER STREETS AND AVENUES IN THE CITY OF WICHITA FALLS, TEXAS, CANCELLING,
ANNULLING AND RESCINDING ALL ORDINANCES, RESOLUTIONS AND PROCEEDINGS IN-SO-FAR AS
THEY RELATE TO THE IMPROVEMENT OF A PORTION OF BROOK AVENUE AND PORTIONS OF SUNDRY

AS UNIT NO. 105, IN THE CITY OF WICHITA FAITS, TEXAS, ABANDONING THE IMPROVEMENT OF

RESOLUTION NO. 192
Nkewv RESOLUTION APPROVING AND ADOPTING NEW ESTIMATES OF THE COST OF IMPROVEMENTS
AND OF AMOUNTS TO BE ASSESSED FOR IMPROVEMENTS ON A PORTION OF NORTH TRAVIS STREET
IN THE CITY OF WICHITA FALLS, TEXAS, FIXING THE TIME AND PLACE FOR NEW HEARING TO
OWNERS OF ABUTTING PROPERTY AND OTHERS INTERESTED, AND DIRECTING THE CITY CLERK TO
GIVE NEW NOTICE.

1.
WHEREAS, the Board of Aldermen of the City of Wichita Falls, Texas,
has heretofore ordered that a portion of North Travis Street in the City of
Wichita Falls, Texas, be improved by raising, grading and filling same, by con-
structing and installing concrete curbs and gutters where same are not already
constructed on proper grade and line, and by constructing thereon a 7-inch Flexible
Base Course with a l inch Type Q-Modified Asphalt Surface, together with incidentals
and appurtenances, including storm sewers and drains as and where shown on the plans
relating to said improvements and in strict accordance with the Plans and Specifica-
tions therefor, now on file with the City, and contracts for the making and construc-
ting of such improvements were made and entered into with Stuckey Construction
Company, a copartnership of Wichita Falls, Texas; and,
WHEREAS, the Board of Aldermen of the City of Wichita Falls has caused
the City Engineer to prepare and file new estimates of the cost of such improvements
and new estimates of the amounts per front foot proposed to be assessed against
abutting property and the owners thereof, and such estimates have been examined;
THEREFORE,
BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS,
TEXAS, THAT:
1. Such estimates be, and they are hereby, adopted and approved.
2. It is hereby sound and determined that the cost of improvements on
said portion of North Travis Street, with the amount or amounts per front foot
proposed to be assessed for such improvements against abutting property and the
owners thereof, is as follows, to wit:
•
ON NORTH TRAVIS STREET, from the south property line of Lincoln Street
to the south property line of Wichita Street, SAVE AND EXCEFf its intersection with
Wichita Street, known and designated as Unit No. 105-As the estimated cost of the
improvements is $11,300.58; the estimated amount per front foot to be assessed against
those parcels of property which abut and which front on said portion of North Travis
Street and against the owners thereof is $4.4720; the estimated amount per front
foot to be assessed against those parcels of property which abut on slid portion of
North Travis Street but which front on some street other than North Travis Street and
against the owners thereof is $3.5776.
3. A new hearing be given and held by and before the Board of Aldermen
of the City of Wichita Falls to all awning or claiming any property abutting upon
said portion of North Travis Street, as well as all owning or claiming any interest
in any such property. Such new hearing shall be given and held on the 25th day of
February, A. D., 1952, at 7-30 o'clock P.M. in the Council Room in the Memorial
Auditorium in the City of Wichita Falls, Texas, and the City Clerk is hereby directed
to give new notice of the time and place of such new hearing and of other matters and
facts in accordance with and under the terms of the power and provisions of Chapter
106 of the Acts of the First Called Session of the Fortieth Legislature of the State
of Texas, together with all amendments thereto, said act now shown as Article 1105b
of Vernon's Texas Civil Statutes, under which law these proceedings are taken and
had. Such new notice shall be by advertisement inserted at least three times in a
newspaper published in the City of Wichita Falls, Texas, the first publication to be
made at least ten days before the date of said hearing.
11. This resolution shall take effect and be in force immediately from
and after its passage.

AN ORDINANCE AMENDING AND REPEALING ORDINANCE NO. 1075 SO THAT THE SAME
SHALL HEREAFTER READ AS SET OUT IN THIS ORDINANCE SO AS TO REQUIRE PERMITS TO BE
PROCURED FOR ALL BUIDLINGS WITHIN THE CORPORATE LIMITS OF THE CITY OF WICHITA FALLS,
k THE FILING OF FLANS AND SPECIFICATIONS FOR THE SAME, PRESCRIBING FEES FOR SUCH PERMITS
AND DECLARING AN EMERGENCY.

Moved by AldermanBrown that the bill from Wilson Office Supply Co. for 5-
/ $652.38, covering Wire Recorder purchased July 11, 1951, be approved for payment
and the City Clerk brdered to issue warrant for same, and that money be transferred
from the Contingent Account to the appropriate account for same.
Motion seconded by Alderman Montgomery and carried.
Moved by Alderman Harvey that the resignation of J. B. Nickerson as
City Clerk be accepted.
Motion seconded by Alderman Montgomery and passed.

Clerk, effective February 13th, 1952.

Mayor Harold Jones announced the Public Hearing on Ordinance No.
15914, which was set for February 11, 1952, to be open.
When no one came forward to be heard, the following motion was had:

ITY LINES, INC., A TEXAS CORPORATION, AND ITS LAWFUL SUCCESSORS, THE RIGHT AND
IIIGE TO CHARGE A CASH FARE FOR ADULT PERSONS AND TO ISSUE TICKETS AND TOKENS
FOR SCHOOL CHILDREN AND PRESCRIBING THE TERMS AND CONDITIONS ENDER. WHICH SUCH
RIGHTS, AND PRIVILEGES SHALL BE EXERCISED.
