118 Wichita Falls, Texas Memorial Auditorium Building January 28, 1952 The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session at 7-30 otclock P.M. in the Wnncil Room of the Memorial Auditorium Building, with the following members presents Harold Jones Mayor R. P. Willis Lloyd Thomas J. R. Ray f Aldermen J. Paul Montgomery R. J. Brown J. B. Hickerson City Clerk Bill N. Taylor City Manager • J. Walter Friberg City Attorney The Minutes of the meeting of January 14, 1952, were approved. Moved by Alderman Willis that the Plat of the Crews Brothers Subdivision, which is attached hereto and made a part hereof, beJapproved, and that the City partici- pate in the cost of a bridge at Victory and Marshall Streets to the extent of $1000.00, if and when said bridge is constructed. Motion seconded by Alderman Ray and carried. Moved by Alderman Willis that the request of T. A. Litteken for a new street opening into Kell Blvd., from his property at Polk Street and Kell Blvd., be referred to the Traffic Committee for further study. Motion seconded by Alderman Thomas and carried. Moved by Alderman Montgomery that February 28, 1952, be designated as DeMolay Day in Wichita Falls, with DeMolay members taking over all City offices for that day. Motion seconded by AldermanBrown and carried. Moved by Alderman Brown that the request of Bob Privett, for a domino license at 805 - 8th St., which the ftilice Department has refused to approve, bg referred to the City Manager for further consideration and study. Motion seconded by Alderman Montgomery and carried. Moved by Alderman Montgomery that a Public Hearing be set for February 11, 1952, on the request of all Taxicab Companies in Wichita Falls for an increase in fares, and that Public Notice of same be given. Motion seconded by Alderman Ray and carried. ORDINANCE NO. 1593 AN ORDINANCE CLOSING AND ABANDONING THAT PORTION OF GALVES TON STREET LYING BETWEEN BLOCKS 21 AND 32 OF THE J. A. KEMP ADDITION TO THE CITY OF WICHITA FALIS, WICHITA COUNTY, TEAS. 1 119 Moved by Alderman Montgomery that Ordinance No. 1593 be approved and passed as read. Motion seconded by Alderman Thomas and carried by the following vote: Yeas: Aldermen Willis, Thomas, Ray, Montgomery and Brown. Mayas None. Moved by Alderman Montgomery that proposed changes in the bus routes by the Wichita City Lines, Inc., be submitted to the City Manager'for consideration and study, and if approved by him, to take effect immediately. • Motion seconded by Alderman Brown and carried. Moved by Alderman Montgomery that a trial run through Faith Village be inaugerated by the Wichita City Lines, Inc., same to meet the regular bus run at ✓ the end of Kemp Blvd. at Avenue I, with an additional fare of five cents (50). Motion seconded by Alderman Ray and carried. Moved by Alderman Ray that a Public Hearing be set for February 11, 1952, at 8 otclock P.M., on Ordinance No. 1594, amending Ordinance No. 1539, Section 6, proposed change of bus fares. Motion seconded by Alderman Montgomery and carried. A proposed ordinance for annexing approximately 80 acres East of the Chicken Shack being developed by Joe Best et al, was deferred for further study. RESOLUTION NO. 188 It appearing to the Board of Aldermen of the City of Wichita Falls, Texas, that on Page 119 of the 1952 Annual Budget and in Ordinance No. 1590 in Section 2 thereof, that there is a typographical error in that the sum of $1,845,000 is appropriated, whereas an itemized account of the same in said Section 2 shows a total of $1,846,000, and • It appearing that the said discrepancy is a typographical error, THEREFORE, BE IT RESOLVED that the City Clerk of the City of Wichita Falls be, and he is hereby directed to correct such typographical error and insert in the original Ordinance the correct figure of $1,846,000 in Section 2 thereof. • Moved by Alderman Thomas that Resolution No. 188 be approved and passed as read. Motion seconded by AldermanWillis and carried, by the following vote: Yeast Aldermen Willis, Thomas, Ray, Montgomery and Brown. Nays: None. • Moved by Alderman Thomas that the claim of C. W. Gililland for $5000.00 for alleged injuries at Travis and 10th St. be denied. Motion seconded by Alderman Ray and carried. 120 Moved by Alderman tomes that the property at 1604 McGregor, which was pur- • chased for right-of-way, be advertised for sale, that sealed bids be taken on same, and that this property be sold to the highest bidder. Motion seconded by Alderman Ray and carried. ORDINANCE NO. 1595 AN ORDINANCE REQUIRING PREMISES WITHIN 200 FEhT OF A SANITARY SEWER TO BE ,4401,410, CONNECTED WITH SEWER; MAKING PROVISION FOR NOTICE TO THE OWNER OF THE PROPERTY GIVING THE OWNER OF THE PROPERTY 30 DAYS TIME IN WHICH TO CONNECT HIS PREMISES WITH SANITARY SEWER; PROVIDING A PENALTY FOR THE FAILURE TO DOSO AFTER NOTICE AND PROVIDING THAT EACH DAY THAT SAID PROPERTY REMAINS UNCONNECTED WITH THE SEWER AFTER NOTICE SHALL BE A SEPARATE OFFENSE; STATING REQUIREMENTS FOR DRY TOILETS; PENALTY AND REPEALING ORDI- Cc NO. 281. • Moved by Alderman Willis that Ordinance No. 1595 be approved and passed as read. ORDINANCE NO. 1596 AN ORDINANCE PROVIDING FOR PARTICIPATION IN THE TEXAS MUNICIPAL RETIREMENT SYSTEM BY THE CITY OF WICHITA FALLS, TEXAS; PROVIDING FOR AND FLW'TING TO HAVE ALL OF THE EMPLOYEES OF ALL DEPARTMENTS OF THE CITY GOVERNMENT, EXCEPT THE FIRE DEPARTMENT, PARTICIPATE IN SUCH SYSTEM; AND ACCEPTING ALL OF THE OBLIGATIONS AND BENEFITS OF SUCH SYSTEM. Moved by Alderman Brown that the bill of Wichita General Hos tal in Hospital, amount $7455.35,•for December charity patients, be paid and the City Clerk be directed P to draw a warrant in payment of same. Motion seconded by Alderman Montgomery and carried. Moved by Alderman Brown that Steve Ford, W. B. Featherston, and Dr. Steve }ewers, be appointed to the Board of the Wichita General Hospital, for terms of two years each. Motion seconded by Alderman Montgomery and carried. 121 Moved by Alderman Thomas that the application of the Tex-Ad Company to place additional benches at bus stops in Wichita Falls be approved, provided no benches are placed in the fire zone and the property owners where the benches are placed do not object. Motion seconded by Alderman Brown and carried. RESOLUTION NO. 189 WHEREAS, the City National Bank in Wichita Falls, Texas, Depository of the City of Wichita Falls, Texas, has deposited in trust with the First National Bank in Dallas the sum of $1,200,000.00 in U.S. Treasury Bonds, as security for the account of the City of Wichita Falls, Texas, as evidenced by the First National Bank in Dallas, Certificate No. 40543, as hereinafter set forth: Certificate No. 40543, dated Jae. 23, 1950, U.S. Treasury 2$ Bonds of 1952-54, Due December 15, 1954, Nos. 411.20/41131 ©100M ea. $1,200,000.00 and, WHEREAS, the City National Bank in Wichita Falls, Texas, has requested the release of the above described bonds, and WHEREAS, the' City National Bank in WichitaFalls, Texas, agrees to substi- tute in lieu thereof $200,000.00 U.S. Treasury 2.% bonds of 1952 54,, NOW, THEREFORE, BE IT RES0LVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS, TEAS: That the City Clerk be and he is hereby authorized to accept as security for the City of Wichita Falls $200,000.00 U. S. Treasury 2$ bonds of 1952-54 and surrender the above described U.S. Treasury bonds aggregating the sum of $1,200,000.00, now on deposit with the First National Bank in Dallas, Texas. Moved by Alderman Thomas that the Replete of Terrace Ave. Subdivision '"'A Lots 1, 2 and 3 of Block 2, Inglewood Place, and also the North part of Block 3, `4 Inglewood Place, which are attached hereto and made a part hereof, be approved. , Motion seconded by Alderman Brown and carried. Moved by Alderman Willis that the City refrain from appealing the case which was recently tried and a decision rendered in favor of residents of Wichita Gardens. This motion diet for want of a second. Moved by Alderman Thomas that the City Attorney be instructed to draw a Resolution expressing the sympathy of the Mayor and members of the Board of Aldermen to the family of Harry Parks, who passed away January 28, 1952. , Motion seconded by Alderman Montgomery and carried. �,... .ems° 122 RESOLUTION NO. 190 WHEREAS, Harry Parks as a representative of the Press in our City has for many months been assigned to report on the affairs of City Government, and WHEREAS, in such relationship he has capably and fairly reported the activities of our City to the Public, and in so doing has enjoyed the confidence, friendship and esteem of the persons who direct the offices of the City, and WHEREAS, by reason of his untimely death, a most promising and useful career has been terminated, NOW, THEREFORE, we desire to exkend our sincere sympathy to the family of Mr. Parks in their bereavement. Moved by Alderman Thomas that Resolution No. 190 be approved and passed as read. Motion seconded by Alderman Montgomery and carried. Moved by Alderman Brown that the meeting be adjourned.
