Min 01/14/1952 • 114 Wichita Fills, Texas Memorial Auditorium Bldg. January us, 1952 The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session at 7-30 P.M. in the Council Room of the Memorial Auditorium Building, with the following members present: Harold Jones Mayor R. P. Willis Lloyd Thomas Aldermen J. Paul Montgomery R. J. Brown J. B. Hiokerson City Clerk Bill N. Taylor City Manager J. Walter Friberg City Attorney The Minutes of the meeting held December 28, 1951, were approved. .RESOLUTION NO. 185' BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS, TEXAS, THAT: WHEREAS, the M. &V. Tank Company owns property consisting of Blocks 3 and 4 of the Scotland Addition to the City of Wichita Falls, and WHEREAS, said Company desires to fence that property with a substantial fence to surround the same to protect them against pilfering and trespassing, as well as to protect them against any possible litigation by reason of claims arising on a theory of an attractive nuisance doctrine, Permission is hereby granted to said M. &V. Tank Company to fence such property thereby closing Linwood Avenue between the alley and the Fort Worth and Denver City Railway right of way, but that such permission is granted without prejudice to the Cityls right to order Linwood Avenue reopened in the future. Existing utility easements are not to be affected by this Resolution. Moved by Alderman Thomas that ilasolution No. 185 be approved and passed read. Motion seconded by Alderman Willis and carried by the following vote: Yeas: Aldermen Willis, Thomas, Montgomery and Brown. Nays:,None. Moved by Alderman Willis that the provisions of the Building line ordinance e waived and the application of L. T. Wafford to extend the present building at 703 i:luff St. 12 feet west from the existing structure, be approved, and the City Engineer .sue a permit for the same. Motion seconded by AldermanBrown and carried. a_ .a Moved by Alderman Thomas that the Plat of the University Park Subdivision .action B-1, which is attached hereto and made a part hereof, be approved. �- Motion seconded by Alderman Brown and carried. Moved by Alderman Brown that the.Plat of the Farabee Addition, which is attached Fereto and made a part hereof, be approved. Motion seconded by Alderman Thomas and carried. 115 r The approval of the Plat of the Crews Bros. Addition was deferred until additional information could be secured. Mayor Harold Jones appointed Aldermen Willis and Montgomery to work with the City Engineer in securing the required information. ORDINANCE NO. 1592 AN ORDINANCE ABANDONING AND CLOSING THE NORTH 224 FEET OF THE ALLEY IN BLOCK 8 OF THE ORIGINAL TOWNSITE OF THE CITY OF WICHITA FALLS: AND RETAINING AN EASEMENT. Moved by Alderman Montgomery that Ordinance No. 1592 be approved and passed as read. Motion seconded by Alderman Thomas and carried by the following vote: Yeas:Aldermen Willis, Thomas, Montgomery and Brown. Hays: None. RESOLUTION NO. 186 BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS} TEXAS, THAT the City Manager be authorized to execute a lease-hold contract on a year to year basis at a rental of $1.00 per year between.the City of Wichita Falls and Wolfson Pipe and Supply Company to that portion of the City property adjoining Lot 12, Block 116, Original Townsite of Wichita Falls, Texas, that is now occupied by the Wolfsons due to an error in their construction of a building thereon which encroaches on the City property for some eight inches. The said Wolfson Pipe and Supply Company to agree that if at any time in the future in the opinion of the Board of Aldermen of the City of Wichita Falls, Texas, said building should be removed from the City's property, that they or their successors in interest will remove the same at their own cost and expense. Moved by Alderman Thomas that Resolution No. 186 be approved and passed as read. Motion seconded by Alderman Willis and carried by the following vote: Yeas: Aldermen Willis,lhomas, Montgomery and Brown. Nays: None. Moved by Alderman Montgomery that the Plat of the Hursh Subdivision, First Section, which is attached hereto and made a part hereof, be approved. Motion seconded by Alderman Brown and carried. A request by citizens on Lake Park Drive for additional street lighting . was referred to the City Manager for attention. A delegation of citizens who reside on Keeler Street from Brook to Baylor, appeared before the Board of Aldermen, requesting aid in paving this street and handling run-off water. The City Engineer was instructed to prepare estimates of cost in correcting this trouble. Olin Harper and Ward Phenix appeared before the Board of Aldermen, re- questing help to remove a bus stop shelter erected by the Chamber of Commerce, in front of the Lone Star Motor Co. on Scott Street. This was referred to the City Attorney for solution. • 9 — u6 A petition from residents in the 600 block on Humphrey Street, to pave same, was presented to the Council, and same was referred to the City Engineer for estimate of cost. Moved by Alderman Montgomery that A. L. McAlester be appointed to serve until February 24, 1954, on the Civil Service Commission Board, replacing Edgar Deen. Motion seconded by Alderman Willis and carried. Mr. Wm. B. Ward, City Electrical Inspector, was publicly recognized and commended for his achievement in being awarded the Helms Athletic Foundation Placque for his work with the youth of the City. ✓ Moved by Alderman Montgomery that the November bill of the Wichita General Hospital for charity patients in amount$8689.47, be paid upon payment of a like sum by Wichita County, and order the City Clerk to pay the same. Motion seconded by Alderman T homes and carried. X A Resolution calling for a set policy for approval of Flats and Additions outside of the City Limits, was referred to the City Attorney for further study and information. Moved by Alderman Brown that the reports of the Park Board and the Traffic Department, on a recommendation of the Park Board for creation of a fire lane on Harrison .treat, along Bridwell Park, be referred to the Traffic Engineer. Motion seconded by Alderman Montgomery and carried. Moved by Alderman Thomas that the Re-Flat of Block 56, Unit 2, Faith ,ill.age, which is attached hereto and made a part hereof, be approved. Motion seconded by Alderman Montgomery and carried. No action was taken on a request by Midwestern University for use of the Auditorium, since a price schedule for schools, shows and charity has been established. ORDINANCE NO. 1591 AN ORDINANCE ABANDONING AND CLOSING THAT PORTION OF ELWOOD STREET LYING BETWEEN THE EAST PROPERTY LINE OF MILL STREET TO THE WEST PROPERTY LINE OF REILLY STREET, IN THE REILLY ADDITION TO THE CITY OF WICHITA FALLS; ABANDONING AND CLOSING THE ALLEY IN BLOCK 4 OF SAID REILLY ADDITION TO THE CITY OF WICHITA FALLS FROM THE EAST PROPERTY LINE OF MILL STREET TO THE WEST PROPERTY LINE OF REILLY STREET; ABANDONING AND CLOSING THE ALLEY IN BLACK 5 OF THE SAID REILLY ADDITION TO THE CITY OF WICHITA FALLS FROM THE EAST PROPERTY LINE OF MILL STREET TO THE WEST PROPERTY LINE OF REILLY STREET; AND RETAINING AN EASEMENT. Moved by Alderman Montgomery that Ordinance No. 1591 be approved and passed ma as read. Nays: None. ) .... . � + 117 Moved by Alderman Thomas that Ransdell Construction Company be granted a 75 work day extension, to January 25, 1952, on their contract on the Filter Plant building at the City Water Plant. Motion seconded by Alderman Brown and carried. RESOLUTION NO.'187 • WHEREAS, when the contract for the new Filter Building was let, the 42 AN inch connection from the filters to the old clear well was not included. It was believed at the time that the City would be able to do this work themselves. However, it is now time to install the connection and we do not have sufficient skilled personnel to do this work and meet our other commitments by summer. This has been brought about by the difficulty of obtaining material in the last nine. months. WHEREAS, we now desire to add this work to the Ransdell Construction Company contract as "extra work" on a cost plus 15% basis, as set out in the specifi- cations for extra work. BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FAIL, TEXAS, That approval be given for expenditure of bond money for this project. Estimated cost of this work is $8500.00 and the City will furnish most of the labor and a compressor to keep the cost down. The City will also furnish material. Moved by Alderman Thomas that Resolution No. 187 be approved and passed as read. Motion seconded by Alderman Willis and carried by the following vote: Yeas: Aldermen Willis, Thomas, Montgomery and Brown. Nays: None. A petition, bearing approximately 200 names, was presented by residents of Inglewood & Patton Addition, requesting bus service in these sections of the City, and same was referred to the City Manager for study. Moved by Alderman Brown that the meeting be adjourned. Motion seconded by Alderman Montgomery and carried.
