December 10, 1951
The Board of Aldermen of the City of Wichita Falls, Texas, met in regular
session, at, 7-30 o'clock P.M., in the Council Room of the Memorial Auditorium Building,
with the following members present:

The Minutes of the meeting of November 26, 1951, were approved.
Mayor Harold Jones announced that the Public Hearing on Ordinances Nos.
1585 and 1588, which was set for December 10, 1951i in the meeting of Nov. 26, 1951,
to be open.
When no one came forward to be heard, the following motion was had:
Moved by Alderman Thomas that the Public hearing on Ordinance No. 1585 be
closed.

ORDINANCE NO. 1585
AN ORDINANCE EXTENDING THE CITY LIMIT OF THE CITY OF WICHITA FALLS, TEXAS,
BY ANNEXING CERTAIN LANDS ADJACENT TO THE PRESENT TERRITORIAL LIMAS OF THE CITY OF
WICHITA FALLS, TEXAS, THE SAME LYING IN A SOUTHERLY DIRECTION FROM THE PRESENT LIMITS
OF THE CITY OF WICHITA FALLS, TEXAS, ADJACENT TO SOUTHMOOR ADDITION, ALL OF WHICH
TAMS ARE FULLY DESCRIBED IN THE BODY OF THIS ORDINANCE.
Moved by Alderman Thomas that Ordinance No. 1585 be approved and passed
as read.
Motion seconded by Alderman Montgomery and carried by the following vote:
Yeas: Aldermen Willie, Thomas, Montgomery and Brown.
Nays: None.
Moved by Alderman Willis that the Plat of the Harsh Subdivision, First
Section, which is attached hereto and made a part hereof, be approved, subject to
the final approval of the City Engineer and Park Board.

AN ORDINANCE EXTENDING THE CITY LIMITS OF THE CITY OF WICHITA FALLS, TEXAS,

Necessity of the Checker Cab Company, be transferred to J. 0. Dotson and Glenn

Moved by Alderman Brown that the location of the parking meters adjacent
to the parking lot at 8th St. and Lamar, be determined by the City Manager and
Traffic Captain.

Moved by Alderman Montgomery that the request of J. E. McMillan for a
permit to drive a Taxicab be deferred to the neat meeting of the City Council, in
order to'secure additional information.

Mayor Hamad Jones announced that the Public Hearing on Resolution No.
169, providing for paving of portions of Ardath and other streets and avenues of
the City of Wichita Fails, to be open.
When no one came forward to protest, the following Ordinance was

ORDINANCE CLOSING HEARING AND LEVYING ASSESSMENTS FOR PART OF THE CCNT OF
IMPROVING A PORTION OF ARDATH AVENUE AND PORTIONS OF SUNDRY OTHER STxhiib AND AVENUES
IN THE CITY OF WICHITA FALLS, TEXAS, FIXING CHARGES AND LIENS AGAINST PROPERTIES
ABUTTING ON SAID PORTIONS OF STREETS AND AVENUES, AND AGAINST THE OWNEIS THEREOF,

STREET, IN THE CITY OF WICHITA FALLS, TEXAS.
TO THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS, TEXAS:
I beg to report that Stuckey Construction Company, a partnership, of
Wichita Falls, Texas, to whom was awarded the contract for the improvement of certain
streets and avenues in the City of Wichita Falls, Texas, has completed the improvements
on,
A PORTION OF FOLK STREET, which abuts Lot 5, Block 95, Floral Heights
Addition to the City of Wichita Falls, Texas, and being the west one-half
of that portion of Polk Street which abuts said Lot 5, known and designated
as Unit No. 89.

The said improvements having been completed in strict accordance with the
terms of said contract and specifications of said work adopted by the City, I hereby
recommend that the said improvements be finally accepted by the Board of Aldermen.

RESOLUTION ACCEPTING IMPROVEMENTS ON A PORTION OF FOLK STREET AND DIRECTING
THE ISSUANCE AND DELIVERY OF CERTIFICATES IN EVIDENCE OF SPECIAL ASSESSMENTS LEVIED.
WHEREAS, the City of Wichita Falls, heretofore entered into a contract with
Stuckey 6onstruction Company, a partnership of Wichita Falls, Texas, for.the making
and construction of certain improvements on the following portions of Polk Street in
said City to wit:
THE UNPAVED AND UNIMPROVED PORTION OF FOLK STREET which abuts Lot 5, Block
95, Floral Heights Addition to the City of Wichita Falls, Texas, and being the West
one-half of that portion of Polk Street which abuts said Lot 5, known and designated
as Unit No. 89.
and,
WHEREAS, such improvements have been completed upon said portion of.Polk
Street and have been inspected and found to be complete in accordance with the contract
therefor, THEREFORE,
BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS, TEXAS,
THAT:
1. The improvements on said portion of Polk Street be, and they are hereby,
accepted; and the contract with reference to the construction of such improvements be,
and is hereby, found and declared fully completed and performed.
2. The Mayor, be and he is hereby directed to issue and execute in the name
of the City, certificates in evidence of the special assessments levied against abutting
property and owners thereof for such improvements, and the City Clerk is directed to
execute same and impress thereon the corporate seal, all in accordance with the proceed-
ings relating to such improvements and assessments; such certificates shall be delivered
to said Company.
3. This resolution shall take effect and be in force from and after its
passage.

Stuckey Construction Company, a partnership, of Wichita Falls, Texas, for the making
and construction of certain improvements on the following portion of Juarez Street in
said City to wit:
ON JUAREZ STREET, from the east property line of Redwood Avenue, to the
west property line of Rosewood Avenue, known and designated as Unit No. 45.

Street and have been inspected and found to be complete in accordance with the contract

made a part hereof, of the First Supplemental Addition to the Blackmon&Williams
Fourth Addition to the City of Wichita Falls, be approved; with the provision that
the City of Wichita Falls does not obligate itself to fill and open Holland Street
from Tulsa to Harding Streets.

Moved by Alderman Brown that the Christmas holidays start at noon
December 22, 1951, ant extend through T ueeday night December 25, 1951.

Moved by Alderman Thomas that a Public Hearing on a proposed Ordinance
to provide for an appropriation to run the City Government during the fiscal
year 1952 be set for 10 o'clock A.M. December 28, 1951, and that Notice of same
be published in The Record News.
Motion seconded by Alderman Willis and carried.
Moved by Alderman Thomas that Mayor Harold Jones be authorized to sign
a deed to the Airport to the United States Government, since the field notes
in the original deed executed had to be corrected.
Motion seconded by Alderman Thomas aid carried.
Moved by Alderman Brown that the City pay the October bill of the Wichita
General Hospital for charity patients, amounting to $7255.14, upon payment of a like
sum by Wichita County, and order the City Clerk to draw a warrant for this payment.

Moved by Aldermen Brown that the tentative personnel rules, drawn up by
City Manager, Bill N. Taylor, be approved. `

a letter of commendation to Tom Norton, expressing the appreciation of the Board of
Aldermen for his outstanding service to the City while serving as Supervisor of the
Wichita General Hospital.

The First Supplemental Addition to the Blackmon & Williams Fourth
Addition to the City of Wichita Falls, Texas, consisting of lots Nos.
1 to 21, inclusive, and two unnumbered tracts, out of blocks 7 and 8 of
the Irrigation Subdivision of the John A. Scott Survey No. 12, Abstract
No. 296, all as shown by the attached plat, which is made a part hereof:
We, E. P. Williams and wife, 011ie Mae Williams, owners of said land,
hereby adopt said plat and dedicate the streets and alleys shown thereon,
not heretofore dedicated, for the use and benefit of the public; and agree
to convey said lots and tracts in accordance therewith. The field notes
of said land, comprised of 8.75 acres, more or less, follow:
BEGINNING in the north line of Harding Street 30 feet north and 25
feet west of the southwest corner of block 8 of said irrigation subdivision;
THENCE north in the produced (or projected) vest line of Holland
Street to the south line of Tulsa Street 720.77 feet;
'ONCE east with the south line of Tulsa Street 541 feet to the
northeast corner of lot 7;
THENCE south 671.4 feet to the southeast corner of lot 1;
THENCE south 89 degrees 32 minutes west 150 feet to iron stake for

I recommend the approval of this subdivision provided that the owners
understand that the City of Wichita Falls does not obligate itself to
fill and open Holland Street from Tulsa to Harding Stree C
Tulsa Street, Williams Avenue and Harding Street are existing streets
and this platting merely subdivides the property which was formerly
in acreage.
