The Board of Aldermen of the City of Wichita Falls, Texas, met in regular
session, at 7-30 o'clock P.M., in the Council Room in the Memorial Auditorium Building,
with the following members present:

The Minutes of the meeting held October 29, 1951, were approved.
Moved by Alderman Willis that Fred Cone Company be allowed to proceed with
paving Terrace and Lakewood Streets, using sandstone base instead of conglomerate,
since this work was already underway before the policy of using only conglomerate was
instituted.
Motion seconded by Alderman Ray and carried.
Moved by Alderman Thomas that the Texas Electric Service do. be granted
an easement and right-of-way for an electric transmission line across a 2.56 acre
tract out of John A. Scott Survey No. i1i, Abstract 304, same being near the Garbage
Disposal Plant.
Motion seconded by Alderman Montgomery and carried.
Moved by Alderman Harvey that the bid of the Stuckey Construction Co., in
amount of $301,833.10, to pave Kell Blvd., be accepted and that Mayor Harold Jones be
authorized to sign a contract with Stuckey Construction Co. for this paving.
Motion seconded by Alderman Brown and carried.

Moved by Alderman Montgomery that the Baseball Park be leased to the City
of Wichita Falls Baseball Club for a period of five years for $15,000.00, the $15,000.00
to be expended by the Baseball Club in permanent improvements approved by the City
Manager; all improvements which are made, even in excess of $15,000.00, made on the
Baseball Mark to belong to the City of Wichita Falls at the termination of said lease.

RESOLUTION NO.161
BE IT RESOLVED by the Board of Aldermen of the City of Wichita Falls, Texas,
that the work and'improvements done by the Pittsburgh-DesMoines Steen Company, of
e- Pittsburgh, Pennsylvania, be accepted by the City of Wichita Falls as completed and
that the verification of account presented by E. L. Murray, Credit Manager of such
Company, and the unqualified guarantee of such Company dated November 2, 1951, be
accepted, and that the City Clerk of the City of Wichita Falls pay the balance due said
Company as certified by John P. Ruhmann.
Moved by Alderman Ray that Resolution No. 161 be passed and approved as
read.

Moved by AldermanThomas that the City Engineer and the City Attorney be
instructed to draw an ordinance that will empower the City Engineer to secure
accurate information as to values before issuing building permits, and present
the same to the City Council for consideration.
Motion seconded by Alderman Harvey and carried.
Action on a proposed transfer of certain land from the Water Department
to the Park Department, same being located near Lake Wichita, was deferred until
the next meeting of the Board of Aldermen.
Moved by Alderman Harvey that the City Engineer and City Manager be
instructed to work out a program of mutual assistance with the Country Club, in
construction of a drainage ditch across the club's property. •

ORDINANCE NO. 158h
AN ORDINANCE CREATING AND FIXING FIRE LANES ON BOTH SIDES OF 11TH STREET
BETWEEN THE INTERSECTION OF 11TH STREET AT DENVER STREET AND THE INTERSECTION OF
11TH STREET AT'TYLER STREET; PROHIBITING THE PARKING OF ANY AND ALL VEHICLES IN SUCH
FIRE LANE AND PROVIDING A PENALTY FOR VIOLATION.
Moved by Alderman Brown that Ordinance No. 1581: be approved and passed
as read.
Motion seconded by Alderman Montgomery and carried by the following vote:
Yeas: Aldermen Willis, Thomas, Harvey, Ray, Montgomery and Brown.
Nays: None.
Moved by Alderman Ray that Eugene Maier be employed as a consulting
engineer to study the traffic problems in Wichita Falls, for a period of six months,
at a salary of $2000.00, plies expenses.
Motion seconded by Alderman Harvey and carried.
RESOLUTION NO. 162
BE IT RESOLVED by the Board of Aldermen of the City of Wichita Falls, Texas:
WHEREAS, there now remains the sum of approximately$140,000.00 in bond
funds as issued for the purpose of improving the water system of the City of Wichita
Falls; and
WHEREAS, such funds will remain out of the bonds voted for such purpose upon
the completion of the original work program; and
WHEREAS, the following additional improvements are reasonably necessary for
the expansion of the Water Department belonging to the City of Wichita Falls;
NOW THEREFORE, BE IT RESOLVED that the following sums be expended out of
bond funds for the following purposes:
1. $3,500.00 for an additional lime feeder.
2. $7,000.00 for the construction of a new flouride building.
3. $10,000.00 for new two-inch mains.
Said funds are, therefore, appropriated for such purposes, this expenditure being
in accordance with the purpose of the original bond program.
Moved by Alderman Thomas that Resolution No. 162 be approved and passed
as read.

RESOLUTION NO. 163
BE IT RESOLVED by the Board of Aldermen of the City of Wichita Falls:
WHERFAS, for several years the Water Department of the City of Wichita Falls
had been following a policy requiring the deposit of the total construction costs
of water facilities in subdivision, both inside and outside of the corporate limits;
and,
WHERF.AS, the City has limited funds and it is impossible to make water main
Yd and sewer extensions to such areas or subdivisions, and
WHEREAS, various individuals are requesting that the City extend its water
lines and the sewer lines to take in the subdivisions; and
WHEREAS, the Board of Aldermen of the City of Wichita have decided to set
a definite policy to be followed by the director of Utilities of said City in making
any extensions either to existing water or sewer lines;
NOW, THEREFORE, from and after this date, it shall be the fixed policy
of the City of Wichita Falls to require the prepayment of the estimated cost of any
extension to its water or sewer facilities, either within or without the corporate
limits of the City, to any new subdivision thereof. The costa of these extensions
shall include the total cost of onsite and offsite water and sewer facilities and the
' developer shall pay for the cost of extending the mainrfrom the point in the City
limits or outside of the City limits where available water or sewer capacity is large
enough to provide the necessary facilities for the subdivision in question. The City
of Wichita Falls will then install such extensions out of funds deposited by the sub-
divider with it for that purpose. After all water and sewer facilities have been in-
stalled the City agrees to repay the subdivider for monies expended by him for sub-
divisions inside of City limits out of one/third of the gross revenue obtained from
the water and sewer service in such subdivision, payable at a fixed annual accounting
period date. Such payments shall be made until such time as the subdivider is
reimbursed for funds deposited by him with the said City of Wichita Falls, without
interest thereon, but such payment shall not exceed the period of fifteen (15) years.
If the subdivision is outside of the corporate limits of the City of
Wichita Falls, the City agrees to repay the subdivider only at such time as the
subdivision is annexed to the City of Wichita Falls, Texas, but the water and
sewer facilities shall be depreciated seven percent of the total cost for each
year after completion of the same.

$27,500.00 Water Department funds in the Interest&Sinking fund, on a temporary
loan basis, same to be paid back to the Water Department as soon as sufficient taxes

OF AUSTIN STREET, IN THE CITY OF WICHITA FALLS, TEXAS.
TO THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS, TEXAS:
Gentlemen:
I beg to report that Stuckey Construction Company, a partnership of Wichita
Falls, Texas, to whom was awarded the contract for the improvement of certain streets
and avenues in the City of Wichita Falls, Texas, has completed the improvements on,
THE UNPAVED AND UNIMPROVED PORTION OF AUS TIN STREET which abuts Lot 6,
Block 6, Jalonick Addition to the City of Wichita Falls, Texas, and being
the east one-half of that portion of Austin Street abutting said Lot 6,
known and designated as Unit No. 61.
The said improvements having been completed in strict accordance with the
terms of said contract and specifications of said work adopted by the City, I hereby
recommend that the said improvements be finally accepted by the Board of Aldermen:

RESOLUTION ACCEPTING IMFROVEMENTS ON A PORTION OF ALS TIN STREET AND DIRECTING
THE ISSUANCE AND DELIVERY OF CERTIFICATES IN EVIDENCE OF SPECIAL ASSESSMENTS LEVIED.
WHEREAS, the City of Wichita Falls, heretofore entered into a contract with
Stuckey Construction Company, a partnership, of Wichita Falls, Texas, for the making
and construction of certain improvements on the following portion of Austin Street in
said City to wit:
ON THE UNPAVED AND UNIMPROVED PORTION OF ALS TIN STREET which abuts Lot 6,
Block 6, Jalonick Addition to the City of Wichita Falls, Texas, and being the east
one-half of that portion of Austin Street abutting said Lot 6, known and designated
as Unit No. 61,
and,
WHEREAS, such improvements have been completed upon said portion of Austin
Street and have been inspected and found to be complete in accordance with the con-
:bract therefor, THEREFORE,
BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS,
TEXAS, THAT:
1. The improvements on said portion of Austin Street be, and they are
hereby accepted; and the contract with reference to the construction of such improve-
ments be, and is hereby, found and declared fully completed and performed.
2. The Mayor, be and he is hereby directed to issue and execute in the name
of the City, certificates in evidence of the special assessments levied against abutting
property and owners thereof for such improvements, and the City Clerk is directed to
execute same and impress thereon the corporate seal, all in accordance with the pro-
ceedings relating to such improvements and assessments; such certificates shall be
delivered to said Company.
3. This resolution shall take effect and be in force from and after its
passage.

accepted; and the contract with reference to the construction of such improvements be, and

property and owners thereof for such improvements, and the City Clerk is directed to

Moved by Alderman Harvey that Mayor Harold Jones be authorized to sign, for
and on behalf of the City of Wichita Falls, a sewer, water and garbage contract with
the Wichita Falls Housing Authority in the low rent housing unit north of the Wichita
River.
Motion seconded by Alderman Ray and carried.
Moved by Alderman Ray that the City Manager, Bill N. Taylor, be authorized
to sign, for and on behalf of the City of Wichita Falls, a certain oil and gas lease
to E. B. Clark Drilling Co. on approximately 70 acres, being all the land the City
of Wichita Falls owns in the Lucian Hopson Survey, Archer County, Texas.
Motion seconded by Alderman Montgomery and carried.
Moved by Alderman Ray that the meeting be adjourned.
Motion seconded by Alderman Brown and carried.
The Board of Aldermen then adjourned.
