Min 08/13/1951 48 Wichita Falls, Texas Memorial Auditorium Building August 13, 1951 The Board of Aldermen of the City of Wichita Falls, Texas, net in called session on the above date, at 7:30 o'clock P.M. in the Council Room of the Memorial Auditorium Building, with the following members present: Harold Jones Mayor R. P. Willis G Lloyd Thomas Q Francis L. Harvey 0 Aldermen J. R. Ray 0 J. Paul Montgomery 4 R. J. Brown G J. B. Hidcerson City Clerk Frank Wood City Manager J. Walter Friberg City Attorney Mayor Harold Jones announced the purpose of this meeting was to consider a 15, an hour increase for workers employed by the City of Wichita Falls on an hourly basis, in the Garbage, Engineering, Water, Street ani Sewer Departments. Moved by Alderman Thomas that all city employees that are paid on an hourly basis be given a 150 per hour increase and all salaried employees in the Street, Sewer, Park and Water Departments, excluding clerical employees, be increased to a minimum of $1.00 per hour, figured on a 200 hour month, provided the expenditure resulting from this increase does not cause the labor accounts to exceed the amount appropriated in the current total budget. Motion seconded by Alderman Harvey and carried. Moved by Alderman Ray that S. J. Lawrence be appointed Acting Chief of Police, for 3 months, starting August 22, 1951, at a salary of $415.00 per month, during the time that C. C. Daniel, Police Chief, attends the F.B.I. School in Washington, D.C. Motion seconded by Alderman Willis and carried. Moved by Alderman Thomas that the request of General Mills to run an over- head electrical aerial service from their building at 1800 Burnett across Burnett Street to the Mill's parking lot, be approved for one year. Motion seconded by Alderman Harvey and carried. Moved by Alderman Ray that Mayor Harold Jones be authorized to sign a Water Main contract, for and on behalf of the City of Wichita Falls, with Solon R. Featherston, in the amount of $6895.00, same to be paid back at 33 1/3 per cent of metered water revenue from Fairway Addition; first payment due December 1, 1950, and each December 1st thereafter for 15 years, unless paid in leas time. Motion seconded by Alderman Harvey and carried. Moved by Alderman Ray that Mayor Harold Jones be authorized to sign a Water Main contract, far and on behalf of the City of Wichita Falls, with W. B. Featherston, in the amount of $3609.33, same to be paid back at 33 1/3 per cent of metered water revenue from Gillespie First and Second Additions; first payment to be May 1, 1952, and each May lst thereafter for 15 years, unless paid in less time. Motion seconded by Alderman Thomas and carried. 49 Mrs. Soderlund, of Soderlund Portrait Studio, came before the Council complaining about the unfair tactics of itinerant peddlers, whereupon the Council x instructed City Attorney J. Walter Friberg to prepare an ordinance governing itinerant peddlers in the City and present the same at the next meeting. The Minutes of the meetings held on July 23rd, August 2nd and August llth, 1951, were read and approved as read. ( . 1 Moved by Alderman Ray that the meeting be adjourned.
