Memorial Auditorium Building
July 23, 1951
The Board of Aldermen of the City of Wichita Falls, Texas, met in regular
session on the above date, at 8:00 o'clock P.M., in the Council Room of the Memorial
Auditorium Building, with the following members present:

Mayor Harold Jones announced the hearing on paving of portions of Bell&
Juarez streets to be open, as set on July 9, 1951, by Ordinance No., 1568.
When no one came forward to be heard, the following motion was had:
Moved by Alderman Ray that the publid hearing be closed.
Motion seconded by Alderman Brown and carried.

REPORT OF ENGINEER AS TO FINAL COMPLETION OF IMPROVEMENTS ON GARFIELD
. STREET IN THE CITY OF WICHITA FALLS, TEXAS.
TO THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS, TEXAS:
Gentlemen:
I beg to report that Stuckey Construction Company, a partnership, of Wichita
Falls, Texas, to whom was awarded the contract for the improvement of certain streets
and avenues in the City of Wichita Falls, Tens, has completed the improvements on,
GARFIELD STREET, from the South Property Line on Ninth Street to the
North Property Line on Tenth Street, known and designated as Unit or
District No. 40.
The said improvements having been completed in strict accordance with the
terms of said contract and specifications of said work adopted by the City, I hereby
recommend that the said improvements be finally accepted by the Board of Aldermen:

RESOLUTION NO. 134
s RESOLUTION ACCEPTING IMPROVEMENTS ON A PORTION OF GARFIELD STREET AND DIRECTING
THE ISSUANCE AND DEL.VBTtY OF CERTIFICATES IN EVIDENCE OF SPECIAL ASSESSMENTS LEVIED.
WHEREAS, the City of WichitaFalls heretofore entered into a contract with
Stuckey Construction Company, a partnership, of Wichita Falls, Texas, for the making and
construction of certain improvements on the following portion of Garfield Street in
said City to wit:
GARFIELD STREET, from the South Property Line on Ninth Street to the North
Property Line on Tenth Street, known and designated as Unit or District No.

WHEREAS, such improvements have been completed upon said portion of Gar-
field Street and have been inspected and found to be compbete in accordance with the
contract therefor, THEREFORE,
BE IT RESOIAED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FAT,TR,
TEXAS, THAT:
1. The improvements on said portion of Garfield Street be, and they are
hereby, accepted; and the contract with reference to the construction of such im-
provements be, and is hereby, found and declared fully completed and performed.
2. The Mayor be, and he is hereby directed to issue and execute in the
name of the City, certificates in evidence of the special assessments, levied against
abutting property and owners thereof for such improvements, and the City Clerk is
directed to execute same and impress thereon the corporate seal, all in accordance
with the proceedings relating to such improvements and assessments;, such certificates
shall be delivered to said Company.
3. This resolution shall take effect and be in force from aid after its
passage.

as read.

RESOLUTION ACCEPTING IMPROVEMENTS ON A PORTION OF HAYFS STREET AND
DIRECTING THE ISSUANCE AND DELIVERY OF CERTIFICATES IN EVIDENCE OF SPECIAL ASSESS-
MENTS LEVIED.
WHEREAS, the City of Wichita Falls heretofore entered into a contract with
Stuckey Construction Company, a partnership, of Wichita Falls, Texas, for the making
and construction of certain improvements on the following portion of Hayes Street in
said City to wit:
HAYES STREET, FROM THE South Property Line on Ninth Street to the
North Property Line on Tenth Street, known and designated as Unit or

WHEREAS, such improvements have been completed upon said portion of Hayes
Street and have been inspected and found to be complete in accordance with the

Moved by Alderman Harvey that the Ssimikaksions Plat of Oak Cliff Addition,
a copy of which is attached hereto and made a part hereof, be approved.
Motion seconded by Alderman Thomas and carried.
Moved by Alderman Thomas that the bids of the Stuckey Construction Co.
in amount of 1594.00 to pave Florence Stone Blvd.' from:Ave G to Ave H, and
$8454.00 to pave portiond Of'12th, Mill, Granger and Park Streets, be accepted.
Motion seconded by Alderman Montgomery and carried.
Moved by Alderman Harvey that the City of Wichita Falls purchase the surface
rights, only, to the Howard&Hicks land, being 115.1 acres adjacent to the present
Garbage Disposal tract, for a consideration of $14,000.00.
Motion seconded by Alderman Willie and carried.
RESOLUTION NO. 136
Be it resolved by the Board of Aldermen of the City of Wichita Falls,
Texas, that permission is hereby granted to the Lone Star Tool Company, they being
the owners of all of Block seventeen (17) of the Barwise and Jalonic Addition to
the City of Wichita Falls, Wichita County, Texas, to fence in said block and to close
the alley therein with good and sufficient workable gates, such alley extending
through said block from Mississippi to Virginia Streets; provided, however, that the
City of Wichita Falls retains such title as it now has to such alley, and that no
improvements of a permanent nature shall be built by anyone so as to obstruct such
alleyway.
Moved by Aldermen Thomas that Resolution No. 136 be approved and passed
as read.

Moved by Aldermen Brown that a request by the Televue Products Co. of
Fort Worth, Texas, for a franchise to erect a television booster station in the
City of Wichita Falls, be denied.
Motion seconded by Alderman Montgomery and carried.
Moved by Alderman Brown that Ringling Bros. Circus be permitted to pre-
sent their show on the vacant property adjacent to the Baseball Park, September
27, 1951, provided they pay the customary charge of $350.00 plus a reasonable
water charge, plus a reasonable clean-up charge by the City Garbage Department.
Motion seconded by Alderman. Montgomery and carried.
Moved by Alderman Ray that a payment of $107.75 be made on a certain
water main contract, to A. L. nykendall, the same being one-third of revenue
received from metered water sold from June 1950 to July 1951, in territory
covered by said contract in the Westside Addition.
Motion seconded by Alderman Thomas and carried.
Moved by Alderman Thomas that a payment of $1063.74 be made on a certain
water main contract to B. A. F7lis, the same being one-third of the revenue
received from metered water sold from June 1950 to July 1951, in territory covered
by said contract in the Southmoor Manor Addition.
Motion seconded by Alderman Montgomery and carried.

Moved by Alderman Harvey that the city manager's recommendation be
accepted, and that the city participate in the paving of 225.4 feet on Martin
Blvd„ with the Hamilton Investment Co., when the paving is done; the basis of
participation being that the City of Wichita Falls do the excavation, grading
and engineering and the developer pay the contract cost of the balance of the
total coat; and the request io pay part of the coat of paving already installed
on Taft&Martin St. be declined, since the park involved is only a traffic
island.
Motion seconded by Alderman Montgomery and carried.
Moved by Alderman Harvey that the City Manager be instructed to notify
the Wichita City Lines Inc. to comply with the bus route of the Sheppard Field
bus, as adopted by the Board of Aldermen on July 9th, by July 30, 1951.
Motion seconded by Alderman Brown and carried.
Moved by Alderman Harvey that the Certificate of Convenience and
Necessity held by the D& F Motor Co. Inc., providing for 13 taxicab permits,
be transferred to the City Cab & Rent Car Co. Inc.
Motion seconded by Alderman Willis and carried.
Moved by Alderman Harvey that the June bill of the Wichita General
Hospital, for charity patients, in amount of $6229.24, be paid, upon payment of
a like sum by Wichita County, and order and direct the City Clerk to draw a
warrant in payment.
Motion seconded by Alderman Thomas and carried.

Moved by Alderman Thomas that Mayor Harold Jones appoint a committee to
confer with the City Manager and the Wichita Health Unit on the preparation of an
ordinance to regulate the keeping of livestock within the city limits of Wichita
Falls.
Motion seconded by Alderman Harvey and carried.
Meyor Harold Jones appointed Aldermen J. R. Ray, Lloyd Thomas and J. Paul
Montgomery to serve on the above committee.
Moved by Alderman Brown that action on the request by Jack Dennison to
extend the building at 711 Bluff St. 2 1/2 feet beyond the present property line,
be deferred until a study of this matter could be completed.
Motion seconded by Alderman Ray and carried.
The Minutes of the meeting held July 9 were read and approved as read.
Moved by Alderman Brown that the meeting be adjourned.
Motion seconded by Alderman Thomas and carried.
The Board of Aldermen then adjourn
