Min 06/25/1951 24 Wichita Falls, Texas Memorial Auditorium Building June 25, 1951 The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session on the above date, at 8:00 o'clock P.M., in the Council Room of the Memorial Auditorium Building, with the following members present: Harold Jones Mayor R. P. Willis Francis L. Harvey J. R. Ray 1 Aldermen J. Paul Montgomery R. J. Brown J. B. Hickerson City Clerk Frank Wood City Manager J. Walter Friberg City Attorney Mayyor Harold Jones announced the Public Hearing on Paving of Bell & Juarez Streets, being Units Nos. 28 and 45, to be open. When no one came forward to be heard, the following motion was had: Moved by Alderman Brown that the Public Hearing be closed. Motion seconded by Alderman Harvey and.carried. ORDINANCE NO. 1564 ORDINANCE CLOSING HEARING AND LEVYING ASSESSMENTS FOR PART OF THE COST OF IMPROVING PORTIONS OF BELL STREET AND JUAREZ STREET IN THE CITY OF WICHITA ' FALLS, TEXAS, FIXING CHARGES AND LIENS AGAINST PROPERTIES ABUTTING ON SAID PORTIONS OF STREETS AND AGAINST THE OWNERS THEREOF; PROVIDING FOR 'Thh COLLECTION OF SUCH ASSESSMENTS AND THE ISSUANCE OF ASSIGNABLE CERTIFICATES IN EVIDENCE THEREOF; AND DECLARING AN EMERGENCY. Moved by Alderman Ray that Ordinance No. 1561i. be approved and passed as read, and declaring an emergency. Motion seconded by Alderman Willis and carried by the following vote: Yeas: Aldermen Willis, Harvey, Ray, Montgomery and Brown. Nays: None. t Mayor Harold Jones announced the Public Hearin*, set on June 11, 1951, for June 25, 1951, on annexation of Unit No. 1, Faith Villarrc, within the city limits of Wichita Falls, to be open. When no one came forward to be heard, the following motion was had: Moved by Alderman Harvey that the Public Hearing be closed. Motion seconded by Alderman Brown and carried. ORDINANCE NO. 1563 AN ORDINANCE EXTENDING THE CITY LIMITS OF THE CITY OF WICHITA FALLS, TEXAS, BY ANNEXING CERTAIN LANDS ADJACENT TO THE PRESENT TERRITORIAL LIMITS OF THE CITY OF WICHITA FALLS, TEXAS, THE SAME LYING IN A SOUTHERLY DIRECTION FROM THE PRESENT LIMITS OF THE CITY OF WICHITA FALLS, TEXAS, ALL OF WHICH LANDS ARE FULLY DESCRIBED IN THE BODY OF THIS ORDINANCE. Moved by Alderman Harvey that Ordinance No. 1563 be passed and approved, provided the Developer of the area covered by this ordinance agrees to repair failure of all street paving to meet requirements of the city engineer. Motion seconded by Alderman Brown and carried by the following vote: Yeas: Aldermen Willis, Harvey, Ray, Montgomery and Brown. Nays: None. 25 ORDINANCE NO. 1565 AN ORDINANCE EXTENDING THE CITY LIMITS OF THE CITY OF WICHITA FALLS, TEXAS, BY ANNEXING CERTAIN LANDS ADJACENT TO THE PRESENT TERRITORIAL LIMITS OF THE CITY OF WICHITA FALLS, TEXAS, THE SAME LYING IN A WESTERLY DIRECTION FROM THE PRESENT CITY LIMITS OF THE CITY OF WICHITA FALLS, ALL OF WHICH LANDS ARE MORE FULLY DES- CRIBED IN THE BODY OF THIS ORDINANCE. Moved by Alderman Willis that Ordinance No. 1565 be introduced; that same be published, and that final action on Ordinance be set for July 9th, 1951. Motion seconded by Alderman Ray and carried by. the following vote: Yeas: Aldermen Willis, Harvey, Ray, Montgomery and Brown. Nays: None. Moved by Alderman Harvey that action on a proposed peddler's and itinerant merchant's ordinance be deferred to the next regular meeting of the Council IUuIy 9, 1951. Motion seconded by Alderman Willis and carried. Moved by Alderman Montgomery that $50.00 be refunded to George Perry, being the unearned portion of a $200.00 grass lease dated October 1, 1950 to October 1, 1951, which he had with the City of Wichita Falls, said lease having been cancelled by the City as of Jay 1, 1951. Motion seconded by Alderman Harvey and carried. Moved by Alderman Ray that the application of Charles E. Pfeifer to dredge a portion of the shore line of Lake Wichita, including 3 inlets which extend into the land owned by the applicant, be approved. (Map filed with application.) Motion seconded by Alderman Willis and carried. Moved by Alderman Willis that the Force Account of Ransdell Construction Company, in the amount of $14632.39, be approved, same being on construction of the updraft softener at the City Water Plants, and in addition to the bid of $1 7,000.00 for this project. Motion seconded by Alderman Ray and carried. ORDINANCE NO. 1566 ORDINANCE CANCELLING, ANNULLING AND RESCINDING THOSE PORTIONS OF CONTRACT WITH STUCKEY CONSTRUCTION COMPANY IN SO FAR AS SLID PORTIONS RELATE TO THE CON- STRUCTION OF IMPROVEMENTS ON A PORTION OF BLUFF STREET AND ON PORTIONS OF CERTAIN OTHER STREETS, AVENUES AND PUBLIC PLACES IN THE CITY OF WICHITA FALLS, TEXAS, CANCELLING, ANNULLING AND RESCINDING THOSE PORTIONS OF ALL ORDINANCES, RESOLUTIONS AND PROCEEDINGS IN SO FAR AS THEY RELATE TO THE IMPROVEMENT ON A PORTION OF BLUFF STREET AND ON PORTIONS OF CERTAIN OTHER STREETS, AVENUES AND PUBLIC PLACES IN THE CITY OF WICHITA FALLS, TEXAS, AND DECLARING AN EMERGENCY. Nays: None. o � , 26 • Moved by Alderman Brown that the May charity bill of Wichita General Hospital, in amount of $7654.h2, be paid, upon payment of a like sum by Wichita County, and order and direct the City Clerk to draw a warrant for payment of this account. Motion seconded by Alderman Montgomery and carried. City Manager Frank Wood reported on the estimated cost of paving Grace Street from 8th to 9th, whereupon he was authorized to direct the city engineer to draw up specifications for this paving and advertise for bids on the same. Moved by AldermanRay that the City Engineer be authorized to illative building line -stri:ctions for the construction of a Medical Arts Building at 5th & Broad Streets. Motion seconded by Alderman Harvey and carried. ORDINANCE NO. 1567 AN ORDINANCE ABANDONING AND CLOSING THE STREETS AND ALLEYS LYING SOUTH OF AVENUE Z ADJOINING BLOCKS G AND L OF THE KEMPFAIR PARK ADDITION TO THE CITY OF WICHITA FALLS AND RESERVING PRESENT UTILITY EASEMENTS THEREON. Moved by Alderman Harvey that Ordinance No. 1567 be approved and passed as read. Motion seconded by Alderman Ray and carried by the following vote: Yeas: Willis, Harvey, Ray, Montgomery and Brown. Nays: None. Moved by Alderman Brown that the City Attorney, J. Walter Friberg, be authorized to execute a contract for the exchange of property along the cross town thoroughfare with B. E. Saunders, and that Mayor Harold Jones be authorized to execute a deed of conveyance of 100 ft. frontage on McGregor Street to B. E. Saunders, and accept title to Saunders' property for right- of-way purposes. Motion seconded by Alderman Montgomery and carried. Moved by Alderman Ray that Mayor Harold Jones be authorized to sign a deed to the North 80 feet of Lot 9, Block B, Wyatt Southside Addition, Wichita Falls, and accept therefor a deed from R. A. Lemon to the South 70 feet of Lot 10, Block B, Wyatt Southside Addn., Lemon to clear the property conveyed. Motion seconded by Alderman Willis and carried. Mike Carpenter and Frank Mills, representing the Wichita Area Milk Producers Association, requested that an ordinance be passed requiring increased butterfat in milk, and providing for the use of Grade A milk in the manufacture of ice cream. Moved by Alderman Harvey that Mayor Harold Jones appoint a committee to study- the milk producers' requests. Motion seconded by Alderman Willis and carried. Mayor Harold Jones then appointed Aldermen R. J. Brown, Francis Harvey, and J. Paul Montgomery to serve on this committee. Moved by Alderman Harvey that the Wichita Health Unit be instructed to send inspectors to inspect the dairies in the Windthorst-,Scotland area, where requested. Motion seconded by Alderman Ray and carried. II' tP 27 r a Moved by Alderman Harvey that buses of the Wichita City Lines, Inc. be re-routed in the down town area from Scott St. to Indiana Ave, according to the diagram attached hereto and made a part hereof, that parallel parking be instituted on Indiana Avenue from Fourth St. to lath St.; but no change be made in the route of the Sheppard Field buses unt ,l same be studied with Sheppard Field authorities. - - a si Motion seconded by Alderman Willis and carried.
