Min 06/11/1951 21 Wichita Falls, Texas ;,,t Memorial Auditorium Building June 11, 1951 The Board of Aldermen of the City of Wichita rails, Texas, met in regular session on the above date, at 8:00 o'clock P.M., in the Council Room of the Memorial Auditorium Building, with the following members present: Harold Jones Mayor g. P. Willis 1 Lloyd Thomas 0 Francis L. Harvey 1 Aldermen J. R. Ray R. J. Brown 1 A.1. Fitts Acting City Clerk Frank Wood City Manager J. Walter Fribery City Attorney Moved by Alderman Brown that the bid of Ed Manning, in the amount of $23,791.112, for the erection of fire station at Kemp Blvd and Avenue %, be accepted, and the City Manager be authorized to sign contract. Motion seconded by Aldermen Willis and carried. RESOLUTION NO. 132 RESOIUTION APPROVING AND ADOPTING ESTIMATES OF THE COST OF IMPROVEMENTS AND OF AMOUNTS TO BE ASSESSED FOR IMPROVEMENTS ON A PORTION OF BELL STREET AND A PORTION OF JUAREZ STREET IN THE CITY OF WICHITA FALLS, TEXAS, FIXING TIME AND • PLACE FOR HEARING TO OWNERS OF ABUTTING PROPERTY AND OTHERS INTERESTED, AND DIRECTING THE CITY CLERK TO GIVE NOTICE. WHEREAS, the Board of Aldermen of the City of Wichita Falls, Texas, has heretofore ordered that each of the hereinafter described portiops of streets in the City of Wichita Falls, Texas, be improved by raising, grading and filling same and by installing and constructing thereon concrete curbs and gutters where not already constructed on proper grade and line and by paving same with a Type "Q"-Modified Asphalt Pavement on crushed conglomerate flexible base, together with incidentals and appurtenances, including storm sewers and drains, as and where shown on the Plans and in stridt accordance with the Plans and Specifications now on file with the City; and, WHEREAS, bids were duly advertised for and received, were fully tabulated, canvassed and considered, and the bid of Stuckey Construction Company, having been found to be the lowest and most advantageous, was accepted by the City of Wichita Falls, Texas; and, WHEREAS, a form of contract has heretofore been executed by the City of Wichita Falls, Texas and by Stuckey Construction Company, for the making and con- structin® of said improvements, and said contract is now on file with the City; and, WHEREAS, the Board of Aldermen of the City of Wichita Falls, Texas has caused the City Engineer to prepare and file estimates of the cost of such improve- ments and estimates of the amounts per front foot proposed to be assessed against abutting property and the owners thereof, and such estimates have been examined, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS, TEXAS, THAT: 1. Such estimates be, and they are hereby, adopted and approved. 2. It is hereby found and determined that the cost of improvements on each portion of street, with the amount or amounts per front foot proposed to be assessed for such improvements against abutting property and the owners thereof on each such portion are as follows, to wits On BELL STREET, from the south curb line of Avenue "C" to the north property line of Avenue "D", known and designated as Unit No. 28: the estimated 22 L cost of the improvements is $2,973.10; the estimated amount per front foot to be assessed against those parcels of property which abut and which front on said portion of Bell Street and against the owners thereof is $4.125; the estimated amount.per front foot to be assessed against those parcels of property which abut on said Bell Street but which front on some street other than Bell Street and against the owners thereof is $3.300. On JUAREZ STREET, from the east property line of Redwood Avenue to the west property line of Rosewood Avenue, known and designated as Unit No. 455: the estimated cost of the improvements is $7,515.60; the estimated amount per front foot to be assessed against those parcels of property which abut and which front on said portion of Juarez Street and against the owners thereof is $3.818; the estimated amount per front foot to be assessed against those parcels of property which abut on said Juarez Street but which front on some street other than Juarez Street and against the owners thereof is $ - . 'w 3. A hearing be given and held by and before the•Board of Aldermen of the City of Wichita Falls to all owning or claiming apy property abutting upon said por-" tions of streets, as well as all owning or claiming any interest in any such property. Such hearing shall be given and held on the 25th day of June, A.D. 1951, at 8 o'clock P.M., in the Council Room in the Memorial Auditorium in the City of Wichita Falls, Texas, and the City Clerk is hereby directed to give notice of the time and place of such hearing and of other matters and facts in accordance with and•under the terms of the powers and provisions of Chapter 106 of the Acts of the First Called Session of the Fortieth Legislature of the State of Texas, now shown as Article 1105b of Vernon's Texas Civil Statutes, under which law these proceedings are taken and had. Such notice shall be by advertisement inserted at least three times in a newspaper published in the City of Wichita Falls, Texas, the first publication to be made at least ten (10) days before the date of said hearing. 4. This Resolution shall take effect and be in force immediately from and after its passage. Moved by Alderman Thomas that Resolution No. 132 be approved and passed as read. Motion seconded by Alderman Brown and carried by the following vote: Yeas: Aldermen Willis, Thomas, Harvey, Ray and Brown. Nays: None. Moved by Alderman Thomas that the Contract submitted by M. C. Baumgardner for lease of Weeks Park Club House be approved, and the City Manager be authorised to sign same for and on behalf of the City of Wichita Falls. Motion seconded by Alderman Willis and carried. ORDINANCE NO. 1562 AN ORDINANCE CHANGING THE NAME OF POCdHONTAS STREET, LYING BETWEEN PARK PLACE ADDITION AND THE JACKSBORO ROAD, TO HAMPSTEAD LANE; CHANGING THE NAME OF CALHOUN STREET, BETWEEN LAKE PARK DRIVE AND THE CITY LIMITS, TO NORMAN STREET; CHANGING THE NAME OF WEBSTER STREET, BETWEEN LAKE PARK DRIVE AND THE CITY LIMITS, TO EASY STREET; CHANGING THE NAME OF LINCOLN STREET, BETWEEN LAKE PARK DRIVE AND THE CITY LIMITS, TO WEEKS STREET; CHANGING THE NAME OF EDEN LANE, IN THE SOUTHMOOR ADDITION, TO MALCOLM LANE. Moved by Alderman Willis that Ordinance No. 1562 be approved and passed ,,. as read. Motion seconded by Alderman Ray and carried by the following vote: Yeas: Aldermen Willis, Thomas, Harvey, Ray and Brown. Nays: None. , 23 Moved by Alderman Thomas that a permit be issued to The Yellow Cab Co. to install two 3,000 gal. underground gasoline storage tanks at 809 East Scott. Motion seconded by Alderman Willis and carried. • Moved by Alderman Willis that the RePlat of Faith Village Unit 1, attached hereto and made a part of the record hereof, be accepted and approved. Motion seconded by Alderman Thomas and carried. ORDINANCE NO. 1563 AN ORDINANCE EXTENDING THE CITY LIMITS OF THE CITY OF WICHITA FALLS, TEXAS, BY ANNEXING CERTAIN LANDS ADJACENT TO THE PRESENT TERRITORIAL LIMITS OF THE CITY OF WICHITA FALLS, TEXAS, THE SAME LYING IN A SOUTHERLY DIRECTION FROM THE PRESENT LIMITS OF THE CITY OF WICHITA FALLS, TEXAS, ALL OF WHICH LANDS ARE FULLY DESCRIBED IN THE BODY OF THIS ORDINANCE. Moved by Alderman Thomas.that Ordinance No. 1563 be introduced; that same be published, and that final action on said ordinance be set for June 25, 1951. Motion seconded by Alderman Brown and carried by the following vote: Yeas: Aldermen Willis, Thomas, Harvey, Ray and Brown. Nays: None. e Moved by Alderman Willis that the Board of Aldermen approve and authorize a Water Main and Sewer Line Contract by and between the Hughes • Development Co. and the City of Wichita Falls, Texas, upon the terms and conditions as set forth in said contract, a copy of which is filed in the Office of the City Clerk., and further to authorize Mayor Harold Jones to execute the same for and on behalf of the City of Wichita Falls. Moved by Alderman Willis that the Mayor be authorized to execute a Quit claim deed to Mrs Carrie Garza for Lots 1, 2 and 3, in Block 3, Homewood Addition. Motion seconded by Alderman Thomas and carried. Moved by Alderman Harvey that H. D. Fillers, Henry S. Grace, and Claude Ritchie be appointed as the City Tax Equalization Board for the year 1951. Motion seconded by Alderman Thomas and carried. Minutes of the meeting held May 28, 1951, were read and approved as read. Moved by Alderman Brown that the meeting be adjourned. Motion seconded by Alderman Harvey and carried. The Board of Aldermen then adjourned.
