session on the above date, at 8:00 o'clock P. M., in theCouncil Room of the Memorial

RESOLUTION NO. 128
A RESOLVED by the Board of Aldermen of the City of Wichita Falls,
Texas, that the Rate Schedules of Texas Electric Service Company filed with
the City Secretary on the 16th day of May, 1951, be and the same are hereby
approved.
PASSED AND APPROVED at a regular meeting of the Board of Aldermen
of the City of Wichita Falls, Texas, this the 28th day of May, 1951.

ALMA STREET AND PORTIONS OF SUNDRY OTHER STREETS, AVENUES, ALLEY AND PUBLIC
PLACES IN THE CITY OF WICHITA FALLS, TEXAS, RATIFYING AND CONFIRMING ITS EXECUTION,
MAKING AN APPROPRIATION FOR THE INDEBTEDNESS TO BE INCURRED BY THE CITY OF

and on behalf of the City of WichitaFalls, an amended contract with the Wichita Falls
Air Transport Company, covering a portion of what is known as Kell Field.

Moved by Alderman Willis that Mayor Harold Jones be authorized to sign, for
and on behalf of the City of WichitaFalls, a water main contract with J. F. Patton, Sr.,
in the amount of $7698.15, being the cost of water mains in the Patton Subdivision,
Wichita Falls, Texas, same to be paid back to J.,F. Patton Sr. at 33 1/3% of gross
revenues from metered water for a period of 15 years, unless paid in a lesser time;
first payment to be January 1, 1952, and on January 1st of each year thereafter.

Moved by Alderman Willis that City Manager FrankWood be authorized to execute
▪ a lease agreement, for and or behalf of the City,of Wichita Falls, with Roy Brown
on approximately 2858 acres of grass land adjacent to Lake Kickapoo, for a three year
' term, at $1.50 per acre, the first year starting June 1, 1951; and providing that the
Board of Aldermen set the rate per acre the other two years if the lease is renewed.
Motion seconded by Alderman Ray and carried.
Moved by Alderman Thomas that the plat of the Jackson& Denman Subdivision,
which is attached hereto and made a part hereof, be approved, subject to the approval
of the Park Board.
Motion seconded by AldermanWillis and carried.
Moved by Alderman Willis that the City Attorney be instructed to prepare
and present to the Council, at the next regular meeting, an Ordinance changing the
name of Avenue % and that part of Pocahantas Street lying within the City Limits, to
Hampstead.
Motion seconded by Alderman Ray and carried.
Moved by Alderman Willis that the petition,of the Highland Heights Christian
Church to pave Florence Stone Blvd. from Avenue G to Avenue H, with the City of
Wichita Falls participating in the cost in the amount of $2396.17, bids to be taken
on a cash basis, be approved.

RESOLUTION NO. 129
BE IT RESOLVED by the City Council of the City of Wichita Falls,
Texas, that the Housing Authority of the City of Wichita Falls, Texas, be
authorized and directed to operate the housing projects within its area of
operation belonging to the City of Wichita Falls, Texas, as provided and
authorized by Article 1269K of the Revised Civil Statutes of Texas, and that
such Housing Authority be authorized to provide for the operation, maintenance,
construction, re-construction, improvement, alteration, or repair of any housing
project under its jurisdiction, or any part thereof, out of the revenue hereto-
fore or hereafter derived from the operation of such housing projects belonging
to the City of Wichita Falls, Texas.

✓ Moved by Alderman Thomas that the City Clerk be authorized to transfer
the balance of $1478.68 in the City of Wichita Falls Airport Improvement account
to the City of Wichita Falls General Fund, since all of the Airport Improvement
bonds have been paid.

No action was taken on the request for increased fares of the Wichita
City Lines, Inc.
Moved by Alderman Willis that the April charity bill of the Wichita
✓ General Hospital, in the amount of $5559.42, be paid upon payment.of a like sum
by Wichita County, and order and direct the City Clerk to draw a warrant for
this amount.
Motion seconded by Alderman Thomas and carried.
No action was taken on the proposed Weeks Park Golf Clubhouse concession
contract.
RESOLUTION NO. 130
WHEREAS, the City of Wichita Falls, Texas, is in the process of conveying
by general warranty deed to the United States Government the property known as Kell
Field or the Municipal Airport of the City of WichitaFallsg and
WHEREAS, the Government is extremely anxious to commence the repair and
maintenance of the existing runways upon such tract of ground.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and the City Council of the
City of WichitaFalls, Texas, duly assembled in lawful and regular session in said
city on this 28th day of May, 1951, a quorum of said Council being present and
participating, a motion having been duly made and seconded for such purpose,that
the City immediately grant to the United States Government a right of entry to such
Kell Field for the purpose of repairing, improving, and maintaining such property
' and all such runways located thereon, which motion was unanimously adopted by the
Mayor and the City Council of this City.
That by reason of the fact that the United States Government is in sent
need of the fee simple title to said land, it is deemed necessary that said convey-
ance be made without delay. Therefore, for the preservation of the public health,
peace and safety, an emergency is hereby declared to exist whereby this Resolution
shall be in full force and affect from and after its adoption.

the Wheat Harvest Festival for their show, and to the Junior Chamber of Commerce for
the rehearsal of their Minstrel Show.

Moved by Alderman Ray that the proposal of the Hamilton Investment Co.
to pave Hampstead, Fain and Taft Streets, adjacent to their property, ,be approved,
provided that the Hamilton Investment Co. puts up $22,253.112 in escrow, to pay their
share of the paving, with the understanding that any percent of this amount saved on
a negotiated cash bid, as against $3.75 per sq. yd. on 6" concrete paving on a credit
bases, be rebated to the Hamilton Investment Company; with the City of Wichita Falls
paying the difference between the cost of asphalt paving and concrete paving, same
being justified by the t that thepe�rsttrr�eets will carry excessive run-off water.

RESOLUTION NO. 131
Whereas, the Texas Highway Commission by Minute No. 29962 had directed
the State Engineer to establish a route for U. S. Highways 277 and 287 froid the ,
present intersection of these two highways near the north City limits of Wichita
Falls in a southeasterly direction to an intersection with the present U. S. Highways
82 and 277 on 6th Street at a point near Broad Street, and to establish a route for
U.S. Highway 287 continuing southeasterly in the vicinity of Broad Street to a point PQ
near the City Water Plant, thence in an easterly direction to an intersection with
present U.S.Highway 287 at a point near the east City limits, and further providing
that the State Highway Engineer is further directed to proceed in the most feasible
and economical manner with the construction along the above described routes of grading,
structures and surfacing from such.intersection to a point near 3rd Street, a distance
of approximately one and 2/10 miles and all as prescribed in Minute Order No. 20264, and
Whereas, it is the desire of the City of Wichita Falls, acting by and through
its Board of Aldermen, to accept such Highway route and designation thereof, subject
to the City of Wichita Falls obtaining the funds with which to purchase such right of
way,
NOW, THEREFORE, BE IT RESOLVED by the Board of Aldermen of the City of
Wichita Falls, That
The City of Wichita Falls does accept Texas Highway Commission Minute
Order No. 29962 under the above terms and conditions, and that notice of this accept—
ance be directed to the Texas Highway Commission by the City Clerk of such City.
