Memorial Auditorium Building
April 9, 1951
The Board of Aldermen of the City of Wichita Falls, Texas, met in regular
session on the above date in the Council Room of the Memorial Auditorium Building,
with the following members present:
Harold Jones Mayor
Lloyd C. Thomas
Roy W. Parish
J. R. Ray I Aldermen
R. A. Putman
R. J. Brown
J. B. Hickerson City Clerk
Frank Wood City Manager
J. Walter Friberg City Attorney
Mayor Harold Jones announced the Public Hearing on the miscellaneous
paving projects, which was called for April 9, 1951, at the meeting of March 26,
1951, to be open. When no one came forward to be heard, the following motion
was had:
Moved by Aldermen Brown that the Public Hearing be closed.
Motion seconded by Alderman Thomas and carried.
ORDINANCE NO. 1557
ORDINANCE CLOSING HEARING AND LEVYING ASSESSMENTS FOR PART OF THE COST OF
IMPROVING A PORTION OF BALTIMORE ROAD AND PORTIONS OF SUNDRY OTHER STREETS,
AVENUES, ALLEY AND PUBLIC PLACES IN THE CITY OF WICHITA FALLS, TEXAS; FIXING
CHARGES AND LIENS AGAINST PROPERTIES ABUTTING ON SAID PORTIONS OF STREETS,
AVENUES, ALLEY AND PUBLIC PLACES AND AGAINST THE OWNERS THEREOF; PROVIDING FOR
THE COLLECTION OF SUCH ASSESSMENTS AND nit ISSUANCE OF ASSIGNABLE CERTIFICATES
IN EVIDENCE THEREOF; AND DECLARING AN AMERGENCY.
Moved by Alderman Brown that Ordinance No. 1557 be placed on its first
reading.
Motion seconded by Aldermen Thomas and carried by the following vote:

Nays: None.

on its first reading.

RESOLUTION NO. 123
WHEREAS, at a regular meeting of the Board of Aldermen of the City of
Wichita Falls, Texas, held at the regular meeting place in the Council Room of the
Memorial Auditorium Building in said City on the 9th day of April, A. D. 1951, •
at which a quorum was present, came on to be considered returns of the City Election
held on April 3, 1951, for the purpose of electing four Aldermen, and
WHEREAS, after canvassing the returns of said election, it was found to
be duly and legally held in all respects, and there were cast at said election
4908 votes, for the election of four Aldermen, and that

AND, it appearing that R. P. Willis received the greatest number of
votes cast at said election for Place 1; that Lloyd C. Thomas received the
greatest number of votes cast at said election for Place 2; that Francis L.
Harvey received the greatest number of votes cast at said election for Alderman
Place 3; and that J. Paul Montgomery received the greatest number of votes cast
at said election for Place 5;

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY
OF WICHITA FALLS, TEXAS:
That R. P. Willis, Lloyd C. Thomas, Francis L. Harvey and J. Paul
Montgomery were duly and legally elected Aldermen of the City of Wichita Falls,
Texas, at said election, and that said election was in all respects legally held
in accordance with the laws of the State of Texas and the Charter and Ordinance
of said City.
The Oath of Office was then administered to J. Paul Montgomery, Francis
L. Harvey,R.' P. Willis and Lloyd Thomas, and the new Aldermen were duly seated.
Dr. Smitson and Rufus Walker of Archer City, Texas, appeared before the
Council, protesting alleged mis-treatment recedtly received by them from a city
employee at Lake Kickapoo. The City Manager, Frank Wood, was instructed to in-
vestigate this matter and report his findings to the Council at their next meeting.
Moved by.Alderman Thomas that a Pipe Line License/for sewer easements
at Mile Post 4.28 - 4.29, and 0.40, Wichita Valley Hy Co., be approved, and
the City Manager be authorized to execute same for and on behalf of the City of
Wichita Falls, Texas.
Motion seconded by°Alderman Ray and carried.
Moved by Alderman Rayy that a permit be granted the Carnation Co. to
run a 3 inch underground electric conduit across the alley between their
property at lath& Ohio St., connecting the truck shed with the switchboard room.
Motion seconded by Alderman Brown and carried.
Moved by Alderman Brown that the amended plat of the Wichita Engineering
Co. Sub-Division of Highland Addition, being Lots 16-18 Bik 114; Lots 19-20,
Bik 115 and part of Lot 21, Blk 116, be approved; copy of same being attached
hereto and made a part hereof.
• Motion seconded by Alderman Thomas aid carried.
Moved by Alderman Thomas that an Amended Plat of the Abernathy Subdivi-
sion of Part of Block 5 of the Marlow Subdivision, submitted by Teeple Abernathy,
which is attached hereto and made a part hereof, be approved, provided the ease-
ments be made 15 feet wide instead of 10 feet, and the Dedication restrict the
lot owners from obstructing the easements in any manner.

Moved by Alderman Thomas that the plans submitted by Biggs & Co. for
an additional loading dock and parking area at the side of their building at
11101 Lamar Ave, be approved, provided the same is done under the supervision of
the City Engineer.
Motion seconded by Alderman Brown and carried.

J. C. Kelsey appeared before the Council requesting/the City partici-
pate in securing diving equipment to cost approximately $11000. This matter was
deferred for further study by the Board of Aldermen.
Moved by Alderman Thomas that the plans and specifications for cons ruc-
tion of improvements to the Water Filtration Plant, consisting of four - 2 million ✓
gal. filters, as submitted by John P. Ruhmann, Water Engineer, be approved.
Motion seconded by Alderman Ray and carried.
Moved by Alderman Harvey that the grant of Easement, recently tendered
to the City of Wichita Falls by the Wichita Falls & Southern Ry Co. for right-of-way
for the cross-town thoroughfare (Nell Blvd.) be accepted.
Motion seconded by Alderman Willis and carried by the following votes
Yeas: Aldermen Thomas, Willis, Harvey, Montgomery and Brown;
Alderman Ray not voting.
Moved by Alderman Harvey that free use of the Memorial Auditorium be
granted to the Oklahoma Symphony Orchestra April 17, 1951.
Motion seconded by Alderman Willis and carried.
Moved by Alderman Brown that retiring aldermen Roy Parish and R. A.
Putman be granted either a free campsite at Lake Bickepoo, or a life meubership
at the Municipal Golf Club, as a token of appreciation for their service as
Aldermen for the City of Wichita Falls.
Motion seconded by Alderman Harvey and carried.
Moved by Alderman Brown that the meeting be adjourned.
