Welcome&Introduction Mayor Santellana, the TPC chairperson, called the meeting to order at 8:31 a.m. and welcomed everyone in attendance. II. Public Comment on Agenda and Non-Agenda Items Mayor Santellana asked for any public comments on agenda and non-agenda items.There were no public comments. III. Review and Approve the Transportation Policy Committee's January 29, 2020 Meeting Minutes Mayor Santellana asked for any comments or corrections to the January 29, 2020 TPC meeting minutes. Receiving none, he asked for a motion to approve the minutes. Judge Gossom made the motion to approve. Mr. Schreiber seconded the motion, which passed unanimously. IV. Review and Comment Regarding the Technical Advisory Committee's June 4, 2020 Meeting Minutes-No Action Required Mayor Santellana asked for any comments or questions regarding the June 4, 2020 Technical Advisory Committee meeting minutes.There were no comments or questions. The committee then moved on to the next agenda item. Wichita Falls MPO TPC Meeting June 17,2020 l _t 1 V. Review and Approve the 2021-2024 Transportation Improvement Program Mayor Santellana directed the committee's attention to the enclosed 2021-2024 Transportation Improvement Program (TIP) draft document. Mr. Barnett stated this TIP replaces the 2019-2022 TIP. Mr. Barnett reviewed the changes made to the TIP including the illustrative table-"Progress from Previous Years." He stated staff updated the project location map to illustrate all the current project locations. Other updates included the total programmed funding amounts in Section III of the Federally Funded Mobility (Highway) Projects Financial Summary table,and estimates for Section 5307 and Section 5339 expenditures under Section VI of the Federally Funded Transit Projects. Mr. Barnett also commented that MPO staff held a public hearing on May 28, 2020 to allow the public a chance to review and comment on the document. The document was also made available for public comment for 30 days on the MPO website. Mr. Barnett asked for any questions or comments regarding the updates to the 2021-2024 Transportation Improvement Program. Receiving none, Mayor Santellana asked for a motion to approve the 2021-2024 Transportation Improvement Program. Judge Gossom made the motion to approve. Mr.Wilde seconded the motion,which passed unanimously. VI. Review and Approve Amendments to the 2020-2045 MTP Appendix A: Full Listing of Projects Mayor Santellana directed the committee's attention to 2020-2045 MTP Appendix located inside the meeting packet. Working with our consultant Alliance Transportation Group (ATG),WFMPO staff made updates to the 2020-2045 Metropolitan Transportation Plan (MTP) project list.Mr.Barnett stated this list is fiscally constrained and was updated to accurately reflect current and future projects that came out of the work done last year during the 2020-2045 MTP development. Mr. Barnett informed the committee that after the January 29, 2020 presentation of the MTP update by the MPO's consultant, Alliance Transportation Group (ATG), that staff and ATG found an error with Appendix A: MTP Project List.ATG had inadvertently left out the fiscally constrained short-range projects. Working with ATG, MPO staff added nine (9) short-range projects to the list.This action created a need for the amendment to Appendix A. Mayor Santellana asked for any comments or questions regarding the revised Appendix. Receiving none, Mayor Santellana asked for a motion to approve the revised Appendix A. Mr.Schreiber made the motion to approve the document.Mr.Wilde seconded the motion, which passed unanimously. VII. Review and Approve Resolution #1-2020: Support for TxDOT's 2020 HSIP/Safety Performance Measures with Targets (PM1 Targets) Mayor Santellana directed the committee's attention to Resolution #1-2020. Mr. Barnett stated this resolution continues support for the performance measures and targets set in Resolution #1-2019 that were adopted by the Policy Board in January 2019. Mr. Barnett stated this resolution sets the Safety Performance (PM1) targets for 2020. Mayor Santellana asked for any comments or questions regarding the resolution. Receiving none, he asked for a motion to approve Resolution #1-2020. Mr. Schreiber made the motion to approve. Mr.Wilde seconded the motion,which passed unanimously. VIII. Review and Approve Resolution #2-2020: Support for the Wichita Falls Transit System's Asset Management Plan 2020 TAM/SGR Performance Measures with Targets(TAMP) Wichita Falls MPO TPC Meeting June 17,2020 _ 2 • r Mayor Santellana directed the committee's attention to Resolution #2-2020. Mr. Barnett stated this resolution continues support for the performance measures and targets set in Resolution #4-2019 that was adopted by the Policy Board in January 2019. Mr. Barnett stated this resolution sets the 2020 performance measures and targets for the Transit Asset Management/State of Good Repair plan for the Wichita Falls Transit System (WFTS). Mr. Barnett noted WFTS made no changes in their Transit Asset Management Plan for 2020. Mayor Santellana asked for any comments or questions regarding the resolution. Receiving none, he asked for a motion to approve Resolution #2-2020. Judge Gossom made the motion to approve. Mr. Wilde seconded the motion, which passed unanimously. IX. Other Business: a. Discussion&Overview of Progress on Local Transportation Projects- City and TxDOT staff(Quarterly Review) City: Mr. Schreiber reported Taft Blvd. widening was at 95% design. Hike and Bike Trail from Lake Wichita Park to Larry's Marina was at 90% design. Current construction projects include 2020 Asphalt Street Rehab was 25% complete. Armstrong Drive rehabilitation 75% complete. Maplewood extension construction 10% complete. Hike and Bike Trail from Loop 11 to Lucy Park 20% complete. Hike and Bike Trail from Barnett Road to Seymour Highway 20%complete. TxDOT: Mr. Reaves reported on a bridge deck project that is approximately 50% complete. He reported two roadway projects that are approximately 90% complete. Kramer Road centerline rumble strips and Rathgeber Road widen pavement are both under construction. He reported that US 287 bridge approaches will begin in July.FM 369 seal coats will also begin in the summer. FM 369 starting at the Wichita River up to US 287 seal coats will begin construction in about a month.Hike and Bike trail from Seymour Highway to Barnett road is ongoing. Lastly, he reported on a drainage ditch enclosure on FM 369 near Rhea Road/Kemp Street project that has been let and will begin in July. b. MPO Quarterly Financial Report (1st Quarter FY 2020 - October, November, December) and (2nd Quarter FY 2020-January,February, March) Mr. Barnett reported on the 1st quarter expenses for the MPO. He stated that the MPO had spent approximately 20.83% of its total allocation for FY 2020. Mr. Barnett reported on the 2nd quarter expenses for the MPO. He stated that the MPO had spent approximately 52.45% of its total allocation for FY 2020. He also reported receiving Work Order #3 from TxDOT informing the Policy Board that its total FY 2020 authorized PL-112 program amount was $355,698.14. Mr. Barnett informed the Policy Board that he would work with Mr. Burrus to present the final amount to the Wichita City Council for acceptance into the City Budget at a future City Council Meeting. Mr. Barnett asked for any comments or questions on the first and second quarter financial reports. He received none. c. Grouped TxDOT CSJ Projects Report Ms. Lee reported on the 1st quarter grouped CSJ projects report. Ms. Lee discussed minor changes to the projects over the quarter. d. Other Items Wichita Falls MPO TPC Meeting June 17,2020 I' . - 1 3 Mr. Barnett informed the committee that the City of Wichita Falls had submitted a BUILD grant application, in early May, for infrastructure improvements in the downtown core of Wichita Falls. He commented that he hoped to have good news to share with the TPC at their next meeting in October. There were no other items of business discussed. X.
