I. Call to Order
Chairman Filer called the meeting to order at 4:05 p.m.
II. Approval of Minutes
Mr. Flack made a motion to approve the minutes of the June 30, 2005 meeting
as submitted; Mr. Welburn seconded. The minutes were approved unanimously.
III. Progress Report — TIF #2 Creation Process
Mr. Clark updated the Committee regarding the combination of The Project Plan
with The Financial Plan to create one document. Approximately twenty minor
additions were made to expand explanations or for clarification.
IV. Plan Review and Discussion — Recommendation to Council
Mr. Jim Ginnings, Wichita Falls City Councilor, introduced discussion regarding
an alternative plan for the Maplewood connection via Arizona Street. There was
discussion among the members regarding the actual construction of the
roadway, costs of water and sewer utility modifications, traffic considerations,

and the possible effect on a nearby school. Mr. Scott Taylor, Director of Public
Works, stated he is in the process of reviewing costs and the viability of the
proposal. Upon completion of his review, he will report his findings to this
Committee.
Mr. Flack made a motion to recommend to City Council to establish the Tax
Increment Financing District #2 as outlined in The Project Plan; to adopt The
Plan; and to consider expansion of the District boundary, if the study of an
Arizona Street alignment for the Maplewood extension should determine that the
route is less disruptive and more cost effective. Mr. Welburn seconded. The
motion carried.
V. Adjournment
Mr. Welburn made a motion to adjourn; Mr. Flack seconded. The vote was
unanimous to adjourn at 5:11 p.m.
