Whereas, on May 20, 1899, F.M.Avis, C.H.Nicholson and W.E.
Frieze, acting as School Trustees, issued to the Teachers of the Pub-
lic Schools, vouchers in payment of the May 1899 salary and
Whereas, the funds out of which said vouchers may be paid,
could under the law be expended only, by the Trustees of the defunct
City Corporation of the City of Wichita Falls and
✓%,` Whereas, the said employment was so made, by the said Avis,
N4Aolson and Frieze in good faith, the Teachers acting there under
p formed the service in good faith and said vouchers issued in good
fa'f'th and there is now a fund available, out of which said vouchers

Councvl, do hereby)kA+ify the acts of the said F.M.Avis, C.H.Nicholson
and o4.L.Frieze in employing said teachers and in issuing said vouchers
and we hereby authorize the Treasurer of the City of Wichita Falls, to
pay said vouchers so issued, out of any funds in his hands that may
be legally subject thereto.
This 12th day of December A.D., 1900.
