Res 079-2020 4B Funding for Arts Alliances for Lindemann Parking Garage mural 9/15/2020Resolution No. 79-2020 Resolution approving the programs and expenditures of the Wichita Falls 4B Sales Tax Corporation Board of Directors and amending the budget to include funding up to $10,000 to the Wichita Falls Alliance for Arts and Culture for the installation of a mural on the Lindemann Parking Garage at 71" Street/Indiana Street downtown WHEREAS, Texas Local Gov't. Code § 501.073(a) provides "The corporation's authorizing unit will approve all programs and expenditures of a corporation and annually review any financial statements of the corporation;" and, WHEREAS, on August 27, 2020, the Wichita Falls 4B Sales Tax Corporation (413STC) approved the project listed below and as stated in its agenda. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS, THAT: 1. The Wichita Falls 4B Sales Tax Corporation's approval and funding of the following programs and expenditures, in a total amount not to exceed $10,000 as described below and in said corporation's agenda, is approved: An amount up to $10,000 to the Wichita Falls Alliance for Arts and Culture for the installation of a mural on the Lindemann Parking Garage at 71" Street/Indiana Street downtown. 2. The fiscal year 2020-21 budget of the 4B Sales Tax Corporation is amended to provide for the aforementioned expenditures and changes thereto. PASSED AND APPROVED this the 15t" day of September, 2020. Mr. Tony Fidelie, Chair Board of Directors Wichita Falls 4B Sales Tax Corporation 1300 7th Street Wichita Falls, Texas 76301 Mr. Fidelie and Members of the Board: Attached is a proposal requesting permission to install a mural on the Lindemann Parking Garage at the intersections of 71h Street and Indiana Avenue. (Photo attached.) This project would result in a signature work of art in downtown Wichita Falls, appealing to residents and visitors as a welcoming signal that our city is vibrant and open for business. Our request for your consideration is two -fold: 1) Permission to commission and install the mural as described in the attached document; and; 2) Request for funding from the 4B Board in the amount of $10,000. Our organization has secured a grant from the National Endowment for the Arts for this project, which requires a 1:1 locally funded match. The total budget for the project, including a set - aside for a maintenance fund, is $20.000. As also indicated in the attached project description, our organization would provide maintenance for the artwork, with annual inspections and providing any repairs that might become necessary. The artists selected for this project are both local artists, Jesse Baggett and Steve Hilton, both capable and highly qualified to complete this project. Preliminary design concepts for the project include a ceramic tile section, applied from the lower section of the wall only, and the finished work will be painted in the traditional style of an outdoor mural. We will provide preliminary designs for review and approval prior to installation. Attached for your consideration, is only one example of how a mural can change the face and energy in a city. Artists' Rendering Title Mural Project -The Three R's —Rally, Resurgence, Recovery Organization Wichita Falls Alliance for Arts and Culture Project Date Fall 2020-Winter 2021 Location Downtown Wichita Falls Background: Over the last four years, the Wichita Falls Alliance for Arts and Culture has developed and supported the creation of a series of art projects that have stimulated public dialogue, created neighborhood identity, and promoted community vibrancy and cohesion. WFAACArt in Public Places Mural Projects demonstrates our agency's commitment to renewal and growth in our city. Goals of the Three R's Mural project The overarching goal of the Mural Project is to provide a meaningful and connective message for residents and visitors to Wichita Falls in a centrally located area of the city: • Create a piece of public art for an outdoor environment that drives and increases downtown visitorship. • Convey a specific idea of the distinctive nature of Wichita Falls as a resilient community. • Engage our local artist community, including MSU student artists faculty and staff. • Select a dedicated and qualified artist or artist team that can demonstrate artistic excellence while completing this project on time and within budget. • Provide photo opportunities for visitors and locals to help develop and preserve a positive memory of their experience in Wichita Falls through a tangible image. • Increase public awareness of art as a contributor to our city's identity. Mural Details: The mural will be approximately 860 ftz in total, and consist of 400 ftZ of ceramic tiles and 460 ftz of paint. The height of the structure is 38 ft. The paint will be exterior light fast paint. The ceramic tiles will be attached to the wall using thin set and a bolting mechanism that anchors directly into the concrete of the wall. • The anticipated budget for this project is $20,000. (This is inclusive of all costs associated with the design, planning, fabrication, installation, public information, and completion of the project.) A matching grant in the amount of $10,000 has been secured from the National Endowment for the Arts. • A recommended future maintenance plan will include surface inspections, surface cleaning by WFAAC contractors in cooperation with the City of Wichita Falls. An annual budget of $2,000 is allocated to provide inspections and repairs on the artwork.
