The Board of Aldermen of the City of Wichita Falls, Texas,* met in regular
session on the above date in the Council Room of the Memorial Auditorium Buildingq
with the following members present:

paving projects, which was called for April 9p i951s at the meeting of March 26s
1951.* to be open, When no one came forward to be heard: the following motion
was had:

ORDINANCE CLOSING HEARING AND LEVYING ASSESSMENTS FOR PART OF THE COST OF
IMPROVING A PORTION OF BALTIMORE ROAD AND PORTIONS OF SUNDRY OTHER STREETS,
AVENUES, ALLEY AND PUBLIC PLACES IN THE CITY CF WICHITA FALLSp TEAS; FIXING
CHARGES AND LIENS AGAINST PROPERTIES ABUTTING ON SAID PORTIONS OF STREETS:
AVENUES, ALLEY AND PUBLIC PLACES AND AGAINST THE UdNERS THEREOF; PROVIDING FOR

WHEREAS., at a regular meeting of the Board of Aldermen of the City of
Wichita Fallss Texass held at the regular meeting place in the Council Room of the
Memorial Auditorium Building in said City on the 9th day of April, A. D. 1951s
at which a quorum was presents came on to be considered returns of the City Election
held on April 3s 1951s for the purpose of electing four Aldermen, and
WHEREAS., after canvassing the returns of said elections it was found to
be duly and legally held in all respectss and there were cast at said election
4908 votes., for the election of four Aldermens and that

Place 3; and that J. Paul Montgomery received the greatest number of_votes.cast
at said election for Place 5;
NOW, TMWORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY
OF WICHITA FALIS q TEXAS:
That R. P. Willis Lloyd C. Thomas Francis L. Harvey and J. Paul
Montgomery were duly and legally elected Aldermen of the City of Wichita Falls
Texas$ at said elections and that said election was in all respects legally held
in accordance with the laws of the State of Texas and the Charter and Ordinance
of said City.
The Oath of Office was then administered to J. Paul Montgomeryp Francis
L. Harveyp.R. P. Willis and Lloyd Thomas# and the new Aldermen were duly seated*
Dr. Smitson and Rufus Walker of Archer City,$ Texas., appeared before the
Council., protesting alleged mis-treatment recefitly received by them from a city
employee at Lake Kickapoo. The City Manager., Frank Wood, was instructed to in-
vestigate this matter and report his findings to the Council at their next meeting.

Moved by Alderman Thomas that a Pipe Line License/for sewer easements
at Mile Post 4e28 - 4*29, and 0#40, Wichita Valley Ry Co., be approveds and
the City Manager be authorized to execute same for and on behalf of the City of
Wichita Falls.. Texas.
Motion seconded by Alderman Ray and carried.
Moved by Alderman Ray that a permit be granted the Carnation Coo to
run a 3 inch underground electric conduit across the alley between their
property at 4th & Ohio St., connecting the truck shed with the switchboard room.
Motion seconded by Alderman Brown and carried.
Moved by Alderman Brom that the amended plat of the Wichita Engineering
Co. Sub -Division of Highland Additions being Lots 16-18 Blk lilt; Lois 19-20,
Blk 115 and part of Lot 21: Blk 116s be approved; copy of same being attached
hereto and made a part hereof,*

Moved by Alderman Thomas that an Amended Plat of the Abernathy Subdivi-
sion of Part of Block 5 of the Marlow Subdivision, submitted by Temple Abernathy,
which is attached hereto and made a part hereofj, be approvedp provided the ease-
ments be made 15 feet wide instead of 10 feetp and the Dedication restrict the
lot owners from obstructing the easements in arq- manner.

an additional loading dock and parking area at the side of their building at
1401 Lamar Aver be approvedp provided the same is done under the supervision of
the City Engineer.

J. C. Kelsey appeared before the Council requesting/the City partici-
pate in securing diving equipment to cost approximately $4". This matter was
deferred for further study, by the Board of Aldermen.

tion of improvements to the Water Filtration Plante consisting of four - 2 million
gal. filtersp as submitted by John P. Ruhmanns Water Engineerp be approved.

Moved by Alderman Harvey that the grant of Easement# recently tendered
to the City of Wichita Falls by the Wichita Falls & Southern Ry Co. for right-of-way
for the cross-town thoroughfare (Nell Blvd.) be accepted.
Motion seconded by Alderman Willis and carried by the following voter
Yeas: Aldermen Thomas Willmar Harvey# Montgomery and Brown;
Alderman Ray not voting.
Moved by Alderman Harvey that free use of the Memorial Auditorium be
granted to the Oklahoma Symphony Orchestra April 17, 1951.

Moved by Alderman Brown that retiring aldermen Roy P4ri,sh and R. A.
Putman be granted either a free campsite at Lake Kickapoos or a life membership
at the Municipal Golf Clubp as a token of appreciation for their service as
Aldermen for the City of Wichita Falls.
