The minutes of the previous meeting were read and approved.
Moved by Alderman Curd that the Building Inspector be
authorized to issue a permit to F. M. Knott for the construction of
a business building at 2504 Holliday Street.
Motion seconded by Alderman Jones and carried.
Moved by Alderman Queisser that the amended plat of the
South Ha4 of Block 61, Lots 7-8-9, Block 62; and South 1/2 of Block
63 and 65, and the North Half of Block 66, Southland Addition pre-
sented by J. T. Mytinger be approved.
Motion seconded by Alderman Jones and carried.
Moved by Alderman Curd that the City Attorney be instructed
to prepare a contract setting forth the change in the agreement with
the State of Texas with reference to the construction of a sewerline
to serve the North Texas Hospital at Lake Wichita, and the Mayor be
authorized to sign said contract when it meets with his approval.

Moved by Alderman Patton that the Building Inspector be
authorized to issue a permit for the construction of a business
building on Lot 14, Block 48, Southland Addition, also Lot 14, Block
1, Wilson Addition.

Moved by Alderman Queisser that the City Attorney be in-
structed to prepare an amendment to the service car ordinance allowing
service cars carrying from two to seven passengers to carry insurance
policies covering public liability in the amount of Five Thousand and
Ten T;,ousand Dollars, and property damage One Thousand Dollars, and
for cars carrying more than seven passengers to carry Five Thousand
and Fifteen Thousand Dollars public liability, and One Thousand
Dollars property damage, and the City Clerk be authorized to accept
policies of the American Fidelity & Casualty Company of Richmond,
Virginia, for this coverage.

Moved by Alderman Hunt that the Mayor be authorized to sign
a release of a mechanic's lien on Lot 7, Block 23, Floral Heights
Addition, to secure payment of the sum of $89.80; said lien being
dated March 21, 1916, and paid so far as the City Records indicate.

Moved by Alderman Patton that the hearing to property owners
-• with reference to paving Grace Street from 9th to 13th street be con-
tinued until 7:30 p. m. March 17, 1926.

to issue license to W. L. Guthrie and J. L. Reese for the operation
of a public domino parlor at 722 Ohio Avenue.

filling, installing concrete curbs and gutters and paving_ with one -
course reinforced concrete and all necessary appurtenances on said
portion of said streets as heretofore filed with the City, be and the
same is hereby accepted.
II.
That the form of contract embraced in the specifications be and
the same is hereby adopted and approved. and the Mayor is authorized
and directed to enter into a contract for such improvements with the
said L. E. Whitham & Company and to execute such contract for and on
behalf of and in the name of the City, and the City Clerk is hereby
authorized and directed to attest same in the name of the City and to
impress thereon the City's corporate seal.
III.
This resolution shall take effect and be in force from and
after its passage.

I.
It is necessary that Bast Side of Broad Street from the South
Property Line of 8th Street to the North Property Line of 9th Street
be improved"by raising, grading, filling, paving same, and installing
concrete curbs and gutters and that same be 'improved with one of the
following materials, to -wit:
(a) One -course reinforced concrete pavement.
(b) Willite process asphalt.
(c) Brick pavements.
II.
The City Engineer is hereby directed to have plans, profiles,
specifications -and estimates embracing the foregoing materials and
plans of improvement prepared, and to file same with the Board of
Aldermen, the City Engineer being so directed, there being no City
Manager.
III.
The said improvements shall be paid for in the following
manner, to -wit:
The benefited and abutting property and the ovmers thereof shall
be assessed and pay forof the cost of installing curbs and gutters
and not exceeding ninet_�7� ennt of the remaining cost of such im-
provements, and the City of Wichita falls shall pay the remainder.
The sums -payable by the benefited property and the owners
thereof shall be payable in six (6) equal installments, the first of
which shall be -due and payable upon the date of completion and acceptance
by the City of such improvements; the second shall be due and payable
on or before one (1) year from Baia date of completion and acceptance;
the third shall be due and payable on or before two (2) years from
said date of completion and acceptance; the fourth shall be due and
payable on or before three (3) years from said date of completion and
acceptance; the fifth shall be due and payable on or before four (4)
years from said date of completion and acceptance and the sixth shall
be due and payable on or before five (5) years from said date of com-
pletion and acceptance by the City of such improvements.
The entire amount of such sums shall bear interest from the
date of said completion and accpptance and until paid at the rate of
eight per cen (8%) per annum, payable annually, but such property and
the owners thereof shall have the privilege of paying any or all of
such installments at any time before maturity, and the failure to pay
any installments upon matuttty thereof shall at the option of the owner
and holder of the certificate of special assessment, issued in evidence
thereof, mature the entire amount then unpaid; and the sums payable by
the respective lots or parcels of land or property abutting upon said
improvement, and benefited thereby, shall be assessed against such lots
or parcels and against the owners thereof, and shall be a personal
liability of such owner and a first and prior lien and charge against
such property, superior to all other liens, claims and charges and de-
mands of whatsoever kind excepting only State, County, and Municipal
taxes.
No assessment shall be levied against any lot or parcel of
land, or the owner thereof in excess of the special benefits to such
lot or parcel of land in enhanced value thereof by means of such im-
provement, and no assessment shall be levied until after the notice and
hearing as provided in the Charter and Laws in force and effect in this
City, and in the ordinance and proceedings of the Board of Aldermen
applicable thereto.
IV.
Upon the completion and acceptance of such improvements, if
same shall have been performed by contract, then certificate in evidence
of the assessments levied against the respective lots or parcels of

property, and the owners thereof, shall be issued to the con-
tractor or party performing and executing the work of such im-
provement and containing recitals lawful and properly applicable
thereto and the said improvements shall be executed, and the said
matters filed, said notice and hearing ordered given, and ordinance
levying the assessment and any other matters with reference to
said improvement shall be done and performed in the manner and
form provided by the Charter and Laws in force and effect in this
City, and the proceedings, ordinances and resolutions of the Board
of Aldermen.
V.
This resolution shall take effect from and after its
passage.

to advertise for competitive bids for the making and construction
of such improvements.
BE IT RrSOLVED: By the Board of Aldermen of the City of Wichita
Falls, Texas, that:
WHEREAS, by resolution passed on the loth day of May,
A. D. 1926, the Board of Aldermen of the City of Wichita Falls,
Texas, declared the necessity of improving East Side of Broad
Street from the South Property Line of eth Street to the North
Property Line of 9th Street.
By raising, grading, filling same, and paving same and

manners and methods stated in the said resolution, and gave the method
by which it was proposed that payment be made therefor, and directing
the City Engineer to have plans, profiles, specifications and estimates

profiles, specifications, and estimates and has filed same with the
Board of Aldermen, and the same have been examined and inspected -and
corrected where necessary.

That the said plans. profiles, specifications and estimates
be and the same are hereby adopted and approved as those under, by,
and in accordance with which the said improvements shall be made and
constructed.
II.
That the City Clerk be and he is hereby directed to advertise
for competitive bids for the making and constructing of the said im-
provements, in the manner, and for the length of time, and in the form
required and provided for by the City Charter and laws in force and in
effect at this time, and by the ordinances and proceedings of this

AN ORDINANCE PROVIDING FOR THE HCLDING OF AN ELECTION IN THE CITY OF
WICHITA FALLS, TEXAS, FOR THE PURPOSE OF SUBMITTING TO THE QUALIFIED
VCTERS OF SAID CITY WHO ARE PROPERTY TAXPAYERS THEREIN, A PRCPOSITION
FOR THE ISSUANCE OF BONDS OF SAID CITY IN THE AMOUNT OF CNE MILLION,
TWO HUNDRED THOUSAND DOLLARS ($1,200,000.00) FOR THE PURPOSE OF EX*
TENDING THE WATER 'ROPES SYSTEM IN SAID CITY, AND LEVYING A TAX ON ALL
TAXABLE PROPERTY IN SAID CITY TO PAY THE PRINCIPAL AND INTEREST ON
SAID BONDS.
WHEREAS, the Board of Aldermen of the City of Wichita Falls,
deems it necessary and expedient to borrow money on the credit of the
City in the sum of One Million, Two Hundred Thousand Dollars, ($1,200,
000.00). and to secure the payment thereof by the issuance of bonds of
said city in that amount for the purpose of raising funds to pay the
cost of extending the water works system in and for said city.
Now, therefore, be it ordained by the Board of Aldermen of the
City of Wichita balls, Texas:
Section 1. That an election be held in said city on the 12th
day of June, 1926, at which election the following proposition shall
be submitted:
Shall the Board of Aldermen of the City of ti'ichita Falls be
authorized to iseue the bonds of the City of Wichita Falls in the sum
of One Million, Two Hundred Thousand Dollars ($1,200,000.00) to mature
serially in from one to forty years from the date thereof, bearing
interest at the rate of four and three-quarters per centum per annum,
payable semi-annually, for the purpose of providing funds for the ex-
tension of the water works system in and for said City and to levy
a tax sufficient to pay the interest on said bonds as it accrues and
the principal thereof at maturity?
Section 2. The said election shall be held at the City Hall
and in Wichita County Court House in the City of .iichita calls and shall
be conducted by the following named persons:

Voters living "ast of Lamar Street and Northeast of Wichita
River and Southeast of the Wichita -'alley Railway track in said city
shall vote at the City Hall Box: all voters lfding West of Lamar
Street in said city shall vote at the Court House Box.
Section 3. The said election shall be held in accordance with
the general election laws and only qualified voters who are property
tax payers in said city shall be allowed to vote.
Section 4. The ballots to be used at said election shall
contain the proposition substantially as above set forth, followed
by the words, "for the issuance of bonds" and "against the issuance
of bonds."
Section 5. Notice of said election shall be given for at
least thirty days by the Mayor, by publication in the Wichita Falls
Record News, a newspaper of general circulation in Wichita County,
Texas, published .in the City of Wichita Falls, and such notice shall
be made by publishing a copy of this ordinance with the words "Notice
of Election" prefixed thereto, once a week for three consecutive weeks
in said newspaper, and the first publication to be made at least thirty
days next preceding such election.
Section 6. Because of the fact that large areas in the
city of Wichita Falls, Texas, are not supplied b;- water, thus en-
dangering the lives, health and property of the citizens of said
city, there exists an urgent necessity demanding and requiring that
provisions of the city charter, providing for the reading of
ordinances on three separate days, be suspended acid this ordinance
is passed as an emergency measure, and shall take effect and be in
force from and after its passage, and it is so ordered.

All ORDINANCE. PROVIDING FOR THE HOLDING OF AN ELECTION
IN THE CITY OF WICHITA FALLS, TEXAS, FOR. THE "UP.POSE OF SUB11ITTING
TO THE QUALIFIED VOTERS OF SAID CITY, WHO ARE PROPERTY TAXPAYERS
THEREIN, A PROPOSITION FOP THE ISSUANCE OF BONDS OF SAID CITY IN
THE AMOUNT OF $150,000.00, FOR THE PURPOSE OF CONSTRUCTING PERMANENT
STREET IMPROVEMENTS IN SAID CITY AND LEVYING A TAX ON ALL TAXABLE
PROPERTY IN SAID CITY TO PAY THE TRINCIPAL AND INTEREST OF SAID
BONDS, AND DECLARING AN EIERGENCY.
WHEREAS, the Board of Aldermen of the City of Wichita Falls
Texas, deem it necessary and expedient to borrow money on the credit of
the City in the sum of C150,000.00, and secure the payment thereof by
the issuance of bonds of said City in that amount for the purpose of
raising funds to pay the cost of constructing permanent street improve-
ments in and for said city.
Now therefore, BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE
CITY OF WICHITA FALLS, TEXAS:
Section 1: That an election be held in said city on the 12th
day of June, A. D. 1926, at which election the following proposition shall
be submitted:
Shall the board of Aldermen of the City of Wichita Falls, be
authorized to issue bonds of the city of Wichita Falls in the sum of
0150,000.00, to mature serially in from one to forty years from the date
thereof, bearing interest at the rate of four and three -fourths per centum
per annum, payable semi-annually, for the purpose of providing funds for
the construction of permanent street improvements in and for said city and
to lvey a tax sufficient to pay the interest on said bonds as it accrues,
and the principal thereof at maturity.
Section 2: The said election shall be held at the City Hall
and in the Wichita County Court House in the City of Wichita r'alls,
Texas, and shall be conducted by the following named persons:
