CALL TO ORDER
The meeting was called to order by Chairman Sutton at 1:40 p.m.
APPROVAL OF MINUTES
It was moved by Bill Rowland, seconded by Syd Litteken, and passed
unanimously that the November 17, 1988 Minutes be approved
BUSINESS ITEMS
V-88-11. Variance reauest to reduce the required 30 feet setback
from a Single -Family Residential zone to 10 feet for 4218
Kemp Blvd (Lot 1-A, Blk 81, Faith Village, Unit 3)
Wichita Falls, Texas
Chairman Sutton advised that the applicant, John Caldwell, could
not attend the meeting due to a flight delay. However, he stated
Mr. Caldwell has contacted various Board members, trying to sched-
ule private meetings. He questioned Assistant City Attorney Jeanie
Thompson on the legal implications of this. Ms. Thompson advised
that Board members should not meet privately with people before
the meetings, and may refer requests for meetings to the Planning
staff. However, if information is presented to them, it should be
disclosed at the meeting. Mr. Kidd, Mr. Rowland, and Mr. Litteken

described the contact made by Mr. Caldwell. This contact was
minimal, and the members contacted stated they could still be
objective about the request.
Chairman Sutton called for anyone in the audience who wished tc
address the Board. Merlin Burlison, 2804 Elliot, presented his
objections to the request. He especially objected to references
of his adjacent property as commercial, since his business is
operated in a residence, with the residential character main-
tained. A tire store within 10 feet would increase the effect of
noise, odor and debris. He noted the property in question was
originally zoned Limited Commercial. He had not objected to the
rezoning to General Commercial, with the idea that there would be
an acceptable separation. However, a 10, separation "would make
it incompatible."
During discussion by the Board and review of the application, it
was brought out that none of the information presented in the
application really responded to the directives or could support a
real need for the variance. It was moved by David Gossom that the
request be denied on the basis that the application fails to state
any specific conditions that would justify granting the variance.
The motion was seconded by Chairman Sutton, and after further
discussion carried unanimously by vote of Sutton, Gossom, Kidd,
Rowland and Litteken.
The meeting adjourned at 2:15 p.m.
