mm WHEREAS, the Board of Aldermen of the City of 'Wichita Falls,
Texas, deems it necessary and expedient to borrow money on the credit
of the waterworks system of the City of Wichita Falls, Texas, in the
sum of ,1, 800, 000.00, and to secure the payment thereof by encumbering
the said waterworks system, the franchise and income thereof, and every-
thing pertaining thereto, acquired or to be acquired, for the purpose
of refunding the existing indebtedness of said water system, and to
purchase additional water powers, riparian rights, and to build, im-
prove, enlarge, extend and repair such system.
NOW, ThEREFORE, BE IT ORDAINED BY THE BOARD OF-.iDERIEN OF THE

SECTION 1: Thak: an election be held in the City of Wichita
.Falls, Texas, on the tenth day of December, D. 1927, at which
election the following proposition shall be submitted, --
Shall the yjoard of Aldermen of the City of Wichita Falls,
Texas, be authorized to encumber the waterworks system of said City and
the franchise and income thereof, and everything pertaining thereto,
acquired or to be acquired, to secure the payment of bonds to refund the existing
indebtedness of said �-Waterworks system, to purchase additional powers,
reparian rights, to build, improve, enlarge, and extend and repair such
system, such bonds to be in the sum of �1, 800, 000.00, to mature serially
from one to forty years from the date thereof, bearing interest at the
rate of 4 *4. 71 per annum, payable semi-annually.
SECTION 2: The said election shall be held at t,,he City Hall
and in the i,ichita County Courthouse in the City of ichita Falls,
Texas, and shall be conducted by the following named persons -

with the general election laws and only qualified voters in said City

SECTION 4: The ballots to be used at said election shall
contain the proposition as above set forth followed by the words: 'For
the encumbrance of the waterwor�s system" and. "Against the encumbrance
of the waterworks system't .
SECTION � : Notice of said election shall be given for at
least thirty days by the Mayor, by publishing in the Wichita Falls
Record News, a Newspaper of general circulation in Wichita County,
Texas, published in the City of Wichita Falls, Texas, and such notice
shall be made by publishing a copy of this ordinance with the words
"Notice of Election" prefixed thereto, once a week for three consecu-
tive weeks in said Newspaper, and the first publication to be made at
least thirty days preceding said elections
SECTION 6: That because the present waterworks system is inade-
quate to furnish a proper supply of pure water to the citizens of Wichita
Falls, thus endangering the health of said citizens, creates an urgent
necessity demanding and re uiring that the provisions of the City
Charter providing for the reading of ordinances on three separate days
and providing that ordinances shall not go into effect until thirty days
after passage, be suspended, and this ordinance is passed as an emergency
measure and shall take effect and be in force from and after its passage,
and it is so ordained.
