AN ORDINANCE ALIENDING SECTION 8 OF ORDINANCE NO. o40, PASSED
BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS ON THE LOTH DAY
OF JANUARY, 1921, AS AITENDED BY ORDINANCE 770, PASSED AND APPROVED I,;AY
17TH, 1926, ENTITLED: "AN ORDINANCE CREATING THE E:{AMINING AND SUPER-
VISING BOARD OF PLUIdBERS, DESIGNATING THE IIIEIBERS THEREOF, AND PRESCRIB-
ING THEIR POWER AND DUTIES AND TERI4 OF OFFICE; PROVIDING FOR THE LICEN-
SING OF PLUIMERS, AND THE GIVING OF INDEINITY BONDS BY PERSONS, FIRMS
OR CORPORATIONS, ENGAGED IN THE BUSINESS OF PLUIiBING IN THE CITY OF

The hearing with reference to the application of C. B. Felder
for a permit to construct a business building on Lot 1, Block 234,
Original Townsite, was called and after hearing no protests, the follow-
ing motion was put in order:
Moved by Alderman Patton that C. B. Felder be granted a permit
to construct a brick business building on Lot 1, Block 234, original
Townsite, to be used for the purpose of operating an auto laundry,
Gasoline and Greasing Station.
Motion seconded by Alderman Jones and carried unanimously.

passage an ordinance entitled:

BE IT ORDAINED BY THE BOARD OF ALDERIEN OF THE CITY OF '��ICHITA
FALLS, TEXAS:
SECTION 1. That Section 10 of Ordinance No. 1005, passed and
approved on the 15th day of October, A. D. 1928, be, and the same is
hereby amended to hereafter read as follows:

That a special fund to be designated "REFUNDING BOND FUND,
SERIES TWO", shall be created, and is hereby created, and the proceeds
of all taxes collected for or on account of this series of bonds, shall
be credited to said fund for the purpose of paying the interest on and
providing a sinking fund for the redemption of said bonds at maturity,
and said fund shall be used for no other purpose; that to create said
fund; (1) a tax of one (.01�) cent on each One Hundred Dollars valua-
tion of taxable property in the City of ;ichita Falls is hereby levied
for the taxing year 1929, out of the twelve (12V) cent fund provided.
in the Charter for maintaining, improving and beautifying public parks
and cemeteries, and maintaining and improving public play grounds; (2)
a tax of two and one-half (2z¢} cents on each One Hundred Dollars
valuation of taxable property in the City of Wichita Falls is hereby
levied for the taxing year 1929, out of the sixty (60/) cent fund
provided in the Charter for current expenses and for general improve-
ments of the city and its property; (3) a tax of one and one-half
cents on each bne Hundred Dollars valuation of taxable property
in the City of Wichita Falls is hereby levied for the taxing year 1949,
out of the fifteen (15�) cent fund provided in the Charter for the pur-
pose of laying out, opening, constructing, repairing and improving the
roads, bridges and streets within the limits of said city; making a
total levy of Five (5¢) Cents; that for the year 1930 and for each year
thereafter while any of said bonds or interest thereon remain unpaid,
and at the time other city taxes are levied during said year, there
shall be computed and ascertained what rate of tax, based upon the
latest approved tax rolls of said city, will be necessary,, requisite
and sufficient to fully make, raise and produce in each of said years
the amount of interest and principal to be paid that year, and for
each of said years there is hereby ordered to be levied a tax out of
the park fund, general fund, and street fund, at such rates as shall
be necessary as aforesaid, and that such taxes when collected, shall
be appropriated and applied to the purposes named.

All moneys to the credit of the various interest and sinking
funds of the several interest -bearing time warrant issues included in
this refunding bond issue are hereby ordered transferred to the interest
and sinking funds of this bond issue. All taxes heretofore levied and
in the process of collection for said issues are hereby ordered trans-
ferred when collected, to the credit of this issue of bonds.11
SECTION 2. The fact that an error was made in the original
ordinance No. 1005 levying the tax to provide the: interest and create a
sinking fund, and the further fact that the issuance of said bonds is
an emergency measure to relieve a financial embarrassment of the city,
designates this as an emergency measure demanding that the charter pro-
vision requiring ordinances to be considered and read three separate
days, be suspended, and this ordinance shall become effective immediately
from and after its passage and approval, and it is so ordained.

and he retired from further attendance at the meeting.
L..W. Tarkington applied for a permit to construct an apart-
ment house at the corner of Brook Avenue and Victory Street, which would
not conform to Building Line Ordinance moo. 830. After discussion, the
permit was not granted, and the following motion was put in order:
Moved by Alderman Patton that the City Attorney be instructed
to draft an ordinance repealing Ordinance No. 830 for consideration at
the next meeting of the Board.

Southeast quarter of John A. Scott Survey No. 11, Abstract No. 299,
Wichita County, Texas, be approved.
Motion seconded by Alderman Patton and carried by unanimous
vote of all members present.
Moved by Alderman King that the application of Harry C. Jordan
and A. R. BlcElroy for a permit to sell flowers on the streets for the
benefit of disabled war veterans be referred to the City tanager for
securing endorsement of the American Legion.
Motion seconded by Alderman Jones and carried by unanimous
vote of all members present.
Moved by AlderTm n Jones that the meeting be adjourned.

The Board of Aldermen then adjourned.
