The Board of Aldermen of the City of Wichita Falls met in
regular session on the above date with the following members present:

The Minutes of the previous meeting were read and approved.
moved by Alderman Patton that the City Manager be authorized
to enter into a five or ten year contract with Maskat Temple for rental
of the Memorial Auditorium for holding its semi-annual ceremonials.

ORDINANCE NO. 987
AN ORDINANCE LEVYING, ASSESSING AND FIXING THE RATE OF TAXA-
TION IN THE CITY OF WICHITA FALLS, TEXAS, FOR THE YEAR A. D. 1928;
LEVYING AN OCCUPATION TAX ON ALL OCCUPATIONS TAXABLE UNDER THE LA49S OF
THE STATE OF TEXAS AND THE CHARTER AND ORDINANCES OF SAID CITY.
moved by Alderman Hunt that Ordinance No. 987 be passed on
its second reading.
Motion seconded by Alderman Carter and carried by the fol-
lowing vote:
Yeas: Aldermen Carter and Hunt.
Nays: Alderman Patton and King.
The Mayor asked to be recorded as voting Yea, and declared
the Ordinance passed on its second reading.
ORDINANCE NO. 998
AN ORDINANCE PROVIDING FOR AND RELATING TO THE ADMINISTRATIVE
AFFAIRS AND TRANSACTIONS OF BUSINESS IN THE VARIOUS DEPARTMENTS OF THE
MUNICIPAL GOVERNMENT, TO BE KNOWN AS THE "ADMINISTRATIVE CODE”.

Moved by Alderman Carter that Ordinance No. 998 be passed on
its second reading.
Motion seconded by Alderman Hunt and carried by the following
vote:
Yeas: Aldermen Carter, Hunt, Patton and King.
Nays: None.
The City Manager recommended the passage of the following
ordinance:
ORDINANCE NO. 999
AN ORDINANCE GRANTING THE PIONEER REFINERS COITANY A FRANCHIS!
TO CONSTRUCT, MAINTAIN AND OPERATE A DOUBLE TWO (2) INCH PIPE LINE UNDE1
AND ACROSS CERTAIN STREETS IN THE CITY OF WICHITA FALLS, TEXAS.
Moved by Alderman Hunt that Ordinance No. 999 be passed on
its first reading and that a public hearing be held in the Council
Room in the Memorial Auditorium Building at 7:30 P. M. October 8th,
1928, for the purpose of hearing protests against final passage, and
the City Clerk be instructed to give notice by publication of such
hearing.

AN ORDINANCE CLOSING AND ABANDONING THAT PORTION OF ELEVENTH
STREET ADJACENT TO AND SEPARATING BLOCKS 196 AND 197 OF THE ORIGINAL T1
OF THE CITY OF WICHITA FALLS, TEXAS, AND WEST OF MICHIGAN AVENUE OF
SAID TOWNSITE, SAID PORTION OF ELEVENTH STREET BEING HEREINAFTER MORE
PARTICULARLY DESCRIBED -
Moved by Alderman Hunt that Ordinance No, 1000 be passed on
its first reading and the City Clerk be instructed to give notice by
publication of a hearing to be held at 7:30 P. M. October 8th, 1928,
in the Council Room in the Memorial Auditorium for the purpose of
hearing protests against final passage.

TRACK OVER AND ACROSS GRANT STREET UNDER THE CONDITIONS AND RESTRICTIONS
HEREIN I11POSED .
Moved by Alderman Hunt that Ordinance No. 1001 be passed on
its first reading, and that public hearing be held at 7:30 P. Li. in
the Council Room in the Memorial Auditorium for the purpose of hearing
protests against final passage, and the City Clerk be instructed to
give notice by publication of such hearing.
