THE HOLDING OF AN ELECTION IN THE CITY OF WICHITA FALLS, TEXAS, FOR THE

AN ORDINANCE PROVIDING FOR THE HOLDING OF AN ELECTION IN THE
CITY OF WICHITA FALLS, TEXAS, FOR THE PURPOSE OF SUBMITTING TO THE
QUALIFIED VOTERS RESIDING IN SAID CITY WHO ARE PROPERTY TAX. PAYERS
THEREIN, THE PROPOSITION OF THE ISSUANCE OF THE BONDS OF SAID CITY IN
THE SUM OF TWO HUNDRED FIFTY THOUSAND (4200,000.00) DOLLARS, FOR THE
PURPOSE OF PAYING OFF, CANCELLING, AND DISCHARGING A LIKE AMOUNT OF
THE LEGALLY ISSUED AND OUSTANDING INTEREST BEARING TIME WARRANTS AND

(a) ,;hereas, at various times heretofore the City of ,�ichita
Falls, Texas, has issued certain interest bearing time warrants, parts
of which issues are now outstanding and unpaid and constitute valid
outstanding indebtedness of said city, which interest bearing time
warrants are described as follows, to -wit:
(1) UITY OF 'ICHITA FALLS Park Improvement „arrants bearing
six (6%) per cent interest, dated April 0, 1926, originally issued for
paving on ninth Street abutting Bellevue Park, in the amount of
;„;3,538.30, of the denomination of 4707.66 each, all of which are to be
funded except iVo. 1, which has been paid leaving a balance of i�2,830.64
to be included in this issue, being described as follows:

1'11EREAS, all of the registered interest bearing warrants and
interest bearing time warrants above -,listed were duly and regularly al-
lowed by the board of Aldermen and were executed and delivered by the
City Officers in accordance with all of the provisions of law and of
the Charter or said city; and,
v,HEREAS, the grand total of the warrants to be funded is
w250,000.00; and,
WHEREAS, it is considered by the Board of Aldermen to be to
the best interest of the city of „ichita malls, Texas, that all of
said warrants be funded into the bonds of said city payable over a
series of years and at a lower rate of interest thus equalizing the
tax burden;
THEREFORE, BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE
CITY OF , ICHITA FALLS, TEXAS:
SECTION I. That an election be held in the City of �Jchita
malls, Texas, on the 28th day of august, .,. D. 1928, at which election
the following proposition shall be submitted:
"Shall the board of Aldermen of the city of �4ichita malls,
Texas, be authorized to issue the bonds -of said City in the sum of
4250,000.00, maturing serially, not to exceed thirty years, and bear-
ing interest at the rate of 42 per cent, per annum, )ayable semi-
annually, and to levy a tax sufficient to pay the interest on said
bonds and to create a sinking fund sufficient to redeem them at matur-
ity, for the purpose of paying oft', cancelling, and in lieu of a like
amount of legally issued and outstanding interest bearing warrants of
said city under the provisions of the laws of Texas and the charter
of the city ?11
SECTION 2• TYie said election shall be held at the central
Police station, at the -+ichita county court House, at the Alamo
School, at nuchanan Street mire station, and at the south Side iiaptist
church Annex, and shall be conducted by the following named persons:

All voters living South of the vvichita niver, vest of Lamar
between Lamar and Brook Avenue, ,,est of Dill Street and North of the
Wichita valley Railway and Chester Street, and worth of vvichita River,
shall vote at the iichita County Court douse box.
All voters living South of the vvichita River, ,;est of the
Center of Fillmore Street to the City Limits on the South and ,vest,
shall vote at the Buchanan btreet r-ire Station Box.
All voters living west of Brook Avenue from the vvichita
valley Railway track on the bouth to the vvichita River on the North
and those living west of Harrison btreet from the city Limits on the
South and w ichita River on the 1Jorth and rillmore Street on the west,
shall vote at Alamo bchool Box.
All voters living South of the vvichita valley Railway and
Chester Street and Last of Harrison btreet to the city Limits, shall
vote at the South bide baptist church Annex Dox, at 2206 Holliday
street.
SECTION 3. The said election shall be held in accordance
with the general election laws of the State of Texas as modified, by
the provisions of the City charter, and only qualified voters who are
property tax payers of said city shall be allowed to vote.
SECTION 4. All voters who favor the proposition to issue
said bonds shall have written or printed upon their ballot the words:
"FO:. THE ISSUANCE OF BONDS"
All those opposed to the proposition to issue said bonds,
shall have written or printed upon their ballot, the words:
"AGAINST 'M; ISSUANCE OF BONDS"
SECTION 5. tlotice of said election shall be given for at
least thirty days by the mayor by publication in the „ichita rails
Record ivews, a newspaper of general circulation in vvichita county,
texas, published in the City of wicaita calls, Texas, and such notice
shall be made by publishing a copy of this ordinance with the words
"Notice of s.lection" prefixed thereto, once a week for four consecutive
weeks in said newspaper, and the first publication to be made at least
thirty full days prior to the date of the said election.
.Notice of said election shall also be given by the ,,iayor by
causing a copy of this ordinance with the words "Notice of Llection-1
prefixed thereto, to be posted in three public places in the city of
6vichita malls, Texas, for at least thirty full gays prior to the date
of the said election.
bECTION 6. That because of the pressing need of relieving
the pity from demands for the immediate payment of its outstanding
indebtedness, and because suits are threatened against the city of
vvichita calls on the indebtedness sought to be funded, creates an ur-
gent necessity, demanding and requiring that the provisions of the
city charter providing for the reading of ordinances on three separate
days, and providing that ordinances shall not go into effect until
thirty days after passage, be suspended, and this ordinance is passed as
emergency measure and shall take effect ana be in force from and after
its passage, and it is so ordained.
