The Board of Aldermen of the City of ti9ichita Falls met in regular session on the above date with the following members present: J. W. Akin, Mayor, Roy E. Carter, Q A. W. King, Q J. H. Patton, Q Aldermen, J. W. Hunt, Q Oral Jones, Q 61. E. McBroom, City Clerk, Thelbert Martin, City Attorney. The Minutes of the previous meeting were read and approved. Tioved by Alderman Hunt that the Building Inspector be author- ized to grant a permit to Mrs. E. H. Breaux for the constructioKi of a stucco business building on Lot l-, Block 33, Scotland Addition. Motion seconded by Alderman Patton and carried. Bids for auditing the books and records of the various depart- ments of the City were opened and considered. The following bids were received: 0. Piotion seconded by Alderman Jones and carried. Moved by Alderman Jones that the lease contract of T. G. Gardner on the Cold Drink and Sandwich Concession in the ,uditorium calling; for a rent consideration of 485.00 per month be rescinded at his request and a new contract be entered into with Tarr. Graves be granted a permit to operate a grocery store at 201 Calhoun Street. Motion seconded by Alderman King and carried. The Mayor presented a tentative budget and announced that he would prefer that action thereon be withheld until a City Manager could be employed, whereupon the following motion was put in order. Moved by Alderman King that pending appointment of a City Manager the City Government operate by passage of emergency appro- priations authorized by Section 69 of the City Charter. :lotion seconded by .,lderman Hunt and carried. ,.ioved by Alderman Jones that the City Clerk be authorized to draw a warrant on the Library Fund in the amount of N200.00 payable to Miss Lucia F. Powell, Librarian, to be used as a petty cash revolv- ing fund for the payment of emergency items by the Librarian. Motion seconded by .:_lderman Hunt and carried. '`roved by alderman Hunt that the Community Chest, Family Relief Society, Red Cross, American Legion, Camp Fire Girls and Boy Scouts organizations be relieved of the payment of heat, light, water and janitor service furnished their quarters in the Auditorium, and that phone service furnished their offices be charged to them at the rate of 14e-7.00 for one phone and N1.00 for each extension, effective January lst, 1928. notion seconded by Alderman King and carried. Moved by Alderman King that the Building Manager be allowed to permit the use of the Council Room for band practice of various band organizations in the City until the matter can be further investigated and considered. ORDINANCE NO. 939 AN ORDINANCE PROVIDING FOR A CUSTODIAN FOR THE NNNICIPAL BUILDING AND AUDITORIUMF OF THE CITY OF 'r ICHITA FALLS, TEXAS; FIXING A SCH:DULE OF RENTS TO BE CHARGED FOR THE USE OF SUCH AUDITORIUM AND AUTHORIZING SUCH CUSTODIAN TO RE -FL THE AUDITORIUM AND COLLECT SUCH CHARGES; FURTiER PROVIDING THAT THE AUDITORIUM '.:AY BE RENTED TO CIVIC ORGANIZATIONS AND ENTERPRISES AT REDUCED R'�TES, ETC. Nays: None. 4-54 Moved by Alderman King that the City Clerk be instructed to return to Eldredge & Company their "Good Faith" check in the amount of Q12,340. deposited with their contract to purchase Water Revenue bonds /^ in an amount not to exceed $2,000,000. dated November 2nd, 1927, sub- ject to an election to be held on December 10th, 1927, which was post- poned indefinitely. Motion seconded by Alderman Hunt and carried. Moved by Alderman Jones that the claim of J. L . Charles for payment of the value of a horse xilled by the Pound Master be approved and allowed in the amount of $4.00. Motion seconded by Alderman Patton and carried. A4oved, by Alderman King that the taxes for the year 1927 on Block 11, Sibley -Taylor Addition, be remitted togetlier with interest, penalties and costs, due to the fact that this property was used by the City Park Department as a public playground. Moved by Alderman Jones that Elmer Thornton be allowed the sum of �65.00 for service rendered the Police Department during the first 15 days of August 1926. Lloved by Alderman Patton that the City Attorney be in- structed to prepare an amendment to Ordinance No. 112 prohibiting distribution of advertising on the streets which would prohibit placing of advertising in automobiles parked on the streets. Motion seconded by Alderman King and carried. ORDINANCE NO. 974 AN ORDINANCE TRANSFERRING TO THE WATER DEPARTMENT OF THE CITY OF WICHITA FALLS, THE SANITARY SEWER SYSTEM AND DISPOSAL PLANT OWNED BY SAID CITY, MAKING THE Pr1ANAGER OF THE WATER DEPARTMENT THE MANAGER OF THE SANITARY SEWER SYSTEM AND DISPOSAL PLANT; =ROVIDING THAT FROM AND AFTER JUNE 30TH, 1928, THAT SaiER SERVICE *11ITHIN THE LIMITS OF THE CITY OF WICHITA FALLS SHALL BE FREE; FURTHER PROVIDING THAT SEWER CHARGES NOW DUE TO THE CITY OF WICHITA FALLS SHALL BE PAID UP TO AND INCLUDING JUNE 30TH, 1928, AND AUTHORIZING THE MANAGER TO DISCONNECT BOTH SEWER CONNECTION AND WATER SERVICE, EITHER OR BOTH, WHERE ANY PERSON, FIRM OR CORPORATION FAILS OR REFUSES TO PAY ANY SEWER RENTAL THAT HAS ACCRUED UNDER ORDINANCE 426 PASSED AND APPROVED ON DECEI'ZER 30TH, 1922.
