The Board of Aldermen of the City of Wichita Falls met in
regular session on the above date with the following members present:

hearing with reference to certain charter amendments be given by pub-
lication in the official newspaper of the city in accordance with the
State laws governing the amendments of City Charters:
NOTICE OF THE INTENTION OF THE BOARD OF ALDERhIN OF THE CITY OF
WICHITA FALLS, TEXAS, TO PASS AN ORDINANCE SUBMITTING AMENDMENTS
TO THE CHARTER OF WICHITA FALLS, TEXAS.
Notice is hereby given to all resident citizens and qualified
voters of the City of l,;ichita Falls, Texas, that it is the intention of
the Board of Aldermen of said city on, to -wit, the 27th day of February,
1928 at the council chamber of said board, to pass an ordinance pro-
viding for the submission of amendments to the charter of said city to
the qualified voters of said city at an election to be held at the
usual voting places therein, said election to be held on April 3, 1928,
said ordinance providing for amendments with respect to the following
matters and things, to -wit:
Amending Sections 38, b6, b7, 61, 65 and 67 of said charter
in the following respects, to -wit:
(a) Amending Section 38 by providing, - that the salary of
the :,ayor shall not in any event exceed the sum of 425.00 per month;
and that the salary of each of the Aldermen shall in no event exceed
the sum of yp10.00 per month; and that until the adoption of an ordi-
nance fixing such compensation aforesaid, the salary of the LTayor shall
be p25.00 per month, and the salary of each of the Aldermen ;s10.00 per
month.
(b) Amending Section 56 by requiring and making it mandatory
upon the Board of -ldermen to appoint a City Manager with the powers
therein conferred.
(c) Amending Section 57 by providing the basis upon which
the City Manager shall be chosen, his qualifications, residence, term
of office, compensation, removal, and the like.
(d) Amending Section 61 by providing that with the exception
of the City Attorney, the City Clerk, or as otherwise provided in the
charter, that all Directors, Heads of Departments, and Officers, shall
be appointed by the City Manager, providing the basis of such appoint-
ments, fixing the responsibilities of such appointess, providing for
their removal, and the like, and for the appointment of all other em-
ployees, and their discharge.
(e) Amending Section 65 by providing that the City Manager
shall have power to appoint a Director of Finance, instead of the
Board of Aldermen, as provided in said original section.
(f) Amending Section 67 by requiring the City Manager to
prepare and submit a budget estimate of expenditures, revenue, and
the like, instead of the Board of Aldermen.

(g) Adopting a new Section 153 to said Charter, repealing all
parts of the existing Charter of said City in conflict with the above
sections so amended.
(h) Providing for the submission of the above Amendments to
the qualified voters of said city at an election to be held in said
city on, to -wit: the 3rd day of April, 1928, fixing the voting pre-
cincts and boxes, naming the officers to hold the election, and other-
wise providing for the mailing of notices of the proposed Amendments to
the qualified voters, as provided by law, and the like, and for an
emergency.
At the above meeting, and prior to the passage of said
ordinance, hearing will be had by said Board, at which every reasonable
opportunity will be given those favoring or opposing the passage of
such ordinance to contend for or against the adoption of such ordinance.

point the following committee to draft other needed amendments to the
City Cnarter:

Moved by Alderman King that the tax valuation for the year
1927 on Lot 7, Block 8, Sibley -Taylor Addition, be reduced from
�1,430.00 to �1,200.00.
Motion seconded by Alderman Jones and carried.
Moved by Alderman Jones that the tax valuation of the Empire
Mortgage Company be reduced yp23,200.00 for the year 1927 due to real
estate valued at this amount being located outside of Wichita Falls.

Toved by Alderman Curd that the Mayor be authorized to execute
an easement to Wichita County for a public highway seventy feet'wide
thru the Sewage Disposal Plant site.

Moved by Alderman Jones that the estimate of the Hamilton
Company, Plumbing Contractors on the Auditorium, in the amount of
w1,681.93 be approved and allowed.
Motion seconded by Alderman Curd and carried.
Moved by Alderman hunt that the mayor be authorized to exe-
cute notes to the 17estern Office Supply Company payable in one year
in the amount of �200.00 and 0464.50 covering office furniture fur-
nished the City Clerk's office. Said notes to bear interest at the
rate of 6% per annum.
Motion seconded by Alderman Jones and carried.
Moved by Alderman King that the expense account of Lon Steel-
man in the amount of $50.17 on trip to Houston to attend the organiza-
tion meeting of the State Plumbing Inspectors be approved and allowed.

Moved by Alderman Hunt that the plat of the McKenzie -Knight
Subdivision of Thomas A. Curry Survey, Abstract No. 344, Wichita County,
Texas, be approved.
Motion seconded by Alderman Carter and carried by the following
vote:
Yeaa: Aldermen Jones, Hunt, King and Carter.
Nays: Alderman Curd.
Moved by Alderman Hunt that the City Treasurer be authorized
and instructed to make the following transfers of funds to cover mater-
ials and supplies furnished other departments by the Street Department
during the period June lst, 1927, to December 31st, 1927.

quest the Real Estate Board to appraise the property owned by the City
between Sixth and seventh Streets on i1olliday Street and on Sixth and
Seventh Streets. Said appraising to be made without cost to the City.

basis who are to be paid less than one-half month be compensated at
the rate of their average daily earnings calculated on the number of
days in the month in which they leave the service.

Bids for ambulance service for the year beginning February
1st were opened and considered. The bids rectived from the Markle
Undertaking Company and 0. V. Hines both being at the same rate per
trip, the following motion was put in order:
Moved by Alderman Curd that contract for ambulance service
for the year beginning February lst, 1928, and ending January 31st,
1929, be awarded to Tiierkle Undertaking Company upon their bid of
-1.50 per trip.

to accept payment of taxes without penalty or interest until !larch 1,

Window Glass Factory. Said line to be 2,496 feet long and to cost
w;2,646.06.

to install fire hydrants at Seventh and Scott Streets and Seventh and
Travis Streets at an approximate cost of $389.50.

Riverside Cemetery presented by Commissioner A. W. King be approved.

Moved by Alderman Jones that the valuation on the building
located on parts of Lots 20, 21 and 22, Morningside Addition, be re-
duced from $20,000.00 to 4�17,000.00 for the year 1927.
Motion seconded by Alderman Hunt and carried.
Moved by Alderman Carter that the City Clerk be instructed
to advertise for bids for the purchase of two automobiles for the
Police Department. Said bids to be received at the office of the City
Clerk until 7:30 P. M. February l6th, 1928.
Motion seconded by Alderman Curd and carried.
Moved by Alderman Curd that the meeting be recesse.d'until
3:00 P. M. Friday, February 3rd, 1928. Motion seconded by Alderman
Jones and carried.
The Board of Aldermen then recessed until Friday, February
3rd, 1928, at 3:00 P. M.
