ORDI" ANCE NO. 1043 AN ORDINANCE PRESCRIBING THE DUTIES AND AUTHORITY OF THE CHIEF OF POLICE AND ALL POLICE OFFICERS OF THE CITY OF WICHITA FALLS, TEXAS. Moved by Alderman Eddleman that Ordinance No. 1043 be passed on its second reading. Motion seconded by Alderman Harvey and carried by the follow- ing vote: Yeas: Aldermen Eddleman, Harvey, Prothro, McCutchen & Spoonts. Nays: None. The Mayor presented to the Board for its consideration and passage an ordinance entitled: ORDINANCE NO. 1044 AN ORDINANCE PROVIDING FOR THE HOLDING OF AN ELECTION IN THE CITY OF WI CHITA FAILS, TEXAS, FCR THE PURPOSE OF SUBMITTING TO THE QUALIFIED VOTERS OF SAID CITY, WHO ARE PROPERTY TAX PAYERS THEREIN, A PROPOSITION FOR THE ISSUANCE OF BONDS OF SAID CITY IN THE AMOUNT OF ONE MILLION 1$1,000,000.00), DOLLARS, FOR THE PURPOSE OF RAISING FUNDS TO CONSTRUCT IMPROVEMENTS AND EKTE7SIONS TO THE PRESENT SYSTEM OF WATERWORKS TO PROVIDE AN ADEQUATE AND AVAILAELE WATER SUPPLY AND PLANT FOR SAID CITY, AND LEVYING A TAX ON ALL TAXABLE PROPERTY IN SAID CITY TO PAY THE PRINCIPAL AND INTEREST CF SAID BONDS, AND DECLARING AN M,TE RGENCY. WHEREAS, the Board of Aldermen of the City of Wichita Falls, Texas, deems it necessary and expedient to borrow money on the credit of the City in the sum of $1,000,000.00, and secure payment thereof by the issuance of bonds of said city in that amount for the purpose of raising funds to pay the cost of constructing improvements and extensions to the present system of waterworks to provide an adequate and available water supply and plant for said city. 86-4 NON THEREFORE, BE IT ORDAINED BY THE BOARD CF ALDERMEN OF THE CITY OF WICHITA FALLS, TEXAS: SECTION 1. That an election be held in the City of Wichita Falls on the 20th day of January, A. D. 1931, at which election the following proposition shall be submitted: Shall the Board of Aldermen of the City of Wichita Falls be authorized to issue bonds of the City of Wichita Falls in the sum of One Million ($1,000,000.00) Dollars, to mature serially from one (1) to forty (40) years from date thereof, bearing interest at the rate of four and one half per centum per annum, payable semi-annually, for the purpose of providing funds for constructing improvements and ex- tensions to the present system of waterworks to provide an adequate and available water supply and plant for said city, and to levy a tax sufficient to pay the interest on said bonds as it accrues, and the principal thereof at maturity. SECTION 2. The said election shall be held at the Central Police Station, at the Wichita County Court House, at the Alamo School, at Buchanan Street Fire Station, and at the South Side Baptist Church Annex, and shall be conducted by the following named persons: VOTING PRECINCT NO. 1, located at the Central Police Station, with the following election officers: Roscoe Staton, Judge Paul Goldstucker, Clerk Mrs. Mary Johnston, Clerk 6. VOTING PRECINCT NO. 5, located at the South Side Baptist Church Annex, with the following election officers: Fred L. Cone, Judge Mrs. W. C. Perkins, Clerk Mrs. Ruth Karrenbrock, Clerk All voters living East of Lamar Street, South of the Wichita River, East of Mill Street and North cf Chester Street, shall vote at the Central Police ;'tation Box. All voters living South of the Wichita River, ',+est of Lamar Street between Lamar and Brook Avenue, West of Mill Street and North of the Wichita Valley Railway and Chester Street, E.nd North of Wichita River, shall vote at the Wichita County Court House Box. All voters living South of the Wichita River, West of the Center of Fillmore Street to the City Limits on the South and West, shall vote at the Buchanan Street Fire Station Box. All voters living West of Brook Avenue from the .ichita Valley Railway track on the South to the Wichita Rive on the North and those living Vest of Harrison Street from the City Limits on the South and Wichita River on the North and Fillmore Street on the West, shall vote at Alamo School Box. All voters living South of the Wichita Valley Railway and Chester; Street and East of Harrison Street to the City Limits, shall vote at the South Side Baptist Church Annex Box at 2206 Holliday Street. SECTION 3. The said election shall be held in accordance with the general election laws of the State of Texas, and only qualified voters who are property tax payers in said city shall be allowed to vote. SECTION 4. The ballots to be used 'at said election shall contain; in the proposition substantially as above set forth, followed by the works i "For the issuance of bonds" and "Against the issuance of bonds SECTION 5. Notice of said election shall be given for at least thirty days by the Mayor, by publication in the Wichita Falls Reccmd News, a newspaper of general circulation in Wichita County, Texas, published in the City of Wichita Falls, and such notice shall be made by publishing a copy of this ordinance with the words "Notice of Election" prefixed there- to, once a week for three consecutive weeks in said newspaper, the first publication to be made at least thirty days preceding such election. SECTION 6. That due to not having an adequate water supply system endangers the health of the citizens of said city, creates an urgent necessity, demanding and requiring that the provdsions of the City Charter providing for the reading of ordinances on three separate days, and pro- viding that ordinances shall not go into effect until thirty days after passage, be suspended, and this ordinance is passed as an emergency measure and shall take effect and be in force from and after its passage, and it is so ordained. PASSED AND APPROVED this 15th day of December, A. D. 1930. Moved by Alderman McCutchen that the Water Department be author- ized to charge off the list of uncollectable accounts as presented by the City Manager - amount of said accounts being $4,237.13 and covering the period January 1st, 1927, to December 1st, 1929.
