Min 08/18/1930S30 Wichita Falls, Texas Memorial Auditorium Building August 18th, 1930 The Board of Aldermen of the City of Wichita Falls met in regular session on the above date with the following members present: Walter Nelson, Jr., Mayor J. N. Prothro, I E. H. Eddleman, X Aldermen J. 1_ Spoonts, Z G. D. Fairtrace, City Manager Thelbert Martin, City Clerk Moved by Alderman Eddleman that E. V'. Irvine be appointed Acting City Clerk during the absence of City Clerk E. 1.cBroom. Motion seconded by Alderman Spoonts and carried. The Linutes of the previous meeting were read and approved. Moved by Aldermen Eddleman that the following resolution be adopted. Motion seconded by Alderman Spoonts and carried by the fol- lowing vote: Yeas: Aldermen Eddleman, Spoonts and Prothro. Nays: None. RESOLUTION ALLOWING TO C. EDGAR HONNOLD THE SUM OF $5,000.00 FOP. SER- VICES RENDERED AND EXPENSES INCURRED IN MAKING THE NECESSARY ARRAME- MENTS FOR TAKING UP $640,000.00 CITY OF WICHITA FALLS WATERWORKS BONDS, DATED FEBRUARY 10, 1920, FOR THE PRINTING OF THE REFUNDING BONDS AND FOR OBTAINING LEGAL OPINION APPROVING THE VAT IDITY OF THE ISSUE. WIEREAS, the Board of Aldermen ratified a contract by and between the City of Wichita Falls and C. Edgar Honnold of Oklahoma City, Oklahoma, on the 7th day of July, 1930, as is more gully shown in the Minutes of the Board of Aldermen in reference thereto, per- taining to the refunding of certain original waterworks bonds and the issuance in lieu thereof of refunding bonds in two series, described as follows: (a) City of Wichita Falls Waterworks Refunding Bonds, Series 1930-A, $320,000.00, 41,%; (b) City of Wichita Fells 'V('aterworks Refunding Bonds, Series 1930 B, w320,000.00, 4--f, ; and 4"1 WHEREAS, under the terms of said ontract, the said C. Edgar Honnold obligated himself to make arrangements for funds to meet the bonds which had been called in for redemption; and SJHEREAS, pursuant to the terms of said contract, the said C. Edgar Honnold has made the necessary arrangements with Messrs. Stone & Webster & Blodget of New York City, as Principals, to furnish the funds to meet the bonds which have been called in for redemption and has also arranged for the printing of the refunding bonds and for obtaining a legal opinion approving the validity of this issue; and WHEREAS, for the services nave d the said C. Edgar Honnold is to be allowed the sum of y5,000.00 out of the General Funds of the City of Wichita Falls; and WHEREAS, said service has actually been performed in accordance with said contract; BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS; (1) That the said C. Edgar Honnold be allowed the sum of $5,000.00 out of the General Funds of the City of richita Falls in payment for said services which have been performed; (2) That the proper officers of .the City be and they are hereby authorized and directed to issue a warrant against the General Funds of the City in favor of the said C. Edgar Honnold, or his order, in payment for said services rendered; (3) That the Mayor, City Manager, City Clerk and City Treasurer be and they are hereby ordered and directed to do any and all things necessary and/or convenient to carry out the purpose of this resolution. ADOPTED AND APPROVED this the 18th day of August, 1930. ORDINANCE NO. 1040 AN ORDINANCE AMENDING SECTION 4 of ORDINANCE NO. 1036, PASSED AND APPROVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FAILS, TEXAS, ON THE 21ST DAY OF JULY, A. D. 1930, ENTITLED "AN ORDINANCE REGULAT ING THE BUSINESS OF OPERATING AM MAINTAINING MINIATURE GOLF COURSES, PUTTING GREENS, DRIVING COURSES, CROQUET GAMES, AND AIL OTHER GAMES OF A SIMILAR NATURE, WITHIN THE CORPORATE LIMITS OF THE CITY OF WICHITA FALLS; RE- QTIRING THAT A PERMIT BE OBTAINED FOR THE OPERATION AM MAINTEMNCE OF SUCH GAMES; PROHIBITING THEIR C(VgrRUCTION, EXECUTION, OPERATION AND MAINTENANCE WITHIN ONE HUNDRED FEET OF ANT PRIVATE RESIDENCE IN SAID CITY WITHOUT THE WRITTEN CONSENT OF THE OWNER AND OCCUPANT OF SUCH PRIVATE RESIDENCE OR RESIDENCES; PROHIBITING GAMBLING ON SUCH GAINS; RE, UIRING THAT SUCH PLACES OF BUSINESS AND SUCH GAMES BE CLOSED FROM ELEVEN P. M. TO EIGHT -THIRTY A. M. OF EACH AM EVERY DAY; PROHIBITING LOUD NOISES, MUSIC, RADIOS, PHONOGRAPHS, BANDS, ETC., FROM BEING PLAYED AT SUCH PLACES OF BUSINESS IN SUCH MANNER AS TO DISTURB PERS(NS RESIDING NEAR SANE; PROVIDING PENAL TI ES FOR THE V I OLATI ON THEREOF, AND THE FORFEITURE OF SUCH PERMITS." Yoved by Alderman Spoonts that Ordinance No. 1040 be passed on its second reading. Motion seconded by Alderman Prothro and carried by the fol- lowing vote: Yeas: Aldermen Spoonts, Prothro and Eddleman. Nays : None . Moved by Alderman Spoonts that the meeting be adjourned.
