N. Prothro, Y J. M. Spoonts, X C. E. McCutchen, X Aldermen R. 0. Harvey, X V. R. Smitham, City Manager W. E. McBroom, City Clerk Thelbert Martin, City Attorney The Minutes of the previous meeting were read and approved. Moved by Alderman Prothro that the following resolution be adopted. Motion seconded by Alderman McCutchen and carried by the following vote: Yeas: Aldermen Prothro, McCutchen, Spoonts, and Harvey. Nays: None. RESOLUTION WHEREAS, it has been presented to the attention of the City Council of Wichita Falls, Wichita County, Texas, that numerous applications have been made for contract truck permits to transport cotton over the highways of this state, including streets of Wichita Falls; and WHEREAS, the Council believes that the present common carrier service rendered the citizens of this City and surrounding territory by existing rail and motor carriers is adequate and suffi- cient to care for the needs of this territory; and WHEREAS, numerous accidents and deaths have occurred recently in this state as a result of such truck operations on con- gested highways and streets, and more especially from cotton trucks; and WHEREAS, the additional use of the highways, which are already overcrowded, will greatly damage, if not destroy, the high- ways in this city, which have already been seriously damaged by such excessive truck traffic; and �. WHEREAS, the streets of this City are, in a large part, -- built and maintained at public expense, derived both directly and indirectly from the taxpayers of this City, and it is our view that such streets should not be further burdened with, or destroyed by, such unnecessary and unneeded truck operation; NOW, THEREFORE, BE IT RESOLVED, that the Honorable Railroad Commission of Texas be, and is hereby requested to deny any or other ad- ditional permits to operate motor trucks over the highways and streets of this county and City, and especially to those trucks operating as a carrier of cotton; and BE IT FURTIE:R RESOLVED, that the Honorable Mayor of this City be, and he hereby is authorized to appear, or arrange for some represen- tative to appear, before the Railroad Commission of Texas in behalf of this Council and the citizens of this City for the purpose of opposing the granting of such permits which allow the operation of trucks of the kind hereinabove referred to over the highways and streets cC this county and City; and BE IT FURTHER RESOLVED, that a copy of this resolution be ' filed with the Railroad Commission of Texas, as evidencing the opposition of this Council and the citizens of this City to the granting of any additional permits for motor trucks, for which applications have been made with this Honorable Body. ORDINAI%TCE NO.1079 AN ORDINANCE TO PROVIDE FOR LICENSING AND REGULATING PERSONS, FIRMS, AND CORPORATIONS TO ENGAGE IN BUYING AMID SELLIM FIATS AM VEGETABLES AT WHOLESALE WITHIN THE CORPORATE LIMITS OF THE CITY OF WICHITA FALLS, TEXAS, REQUIRING THE ISSUANCE OF LICENSES, PROVIDING FOR THE ISSUANCE OF LICENSES, REQUIRING BOND IN CERTAIN CASES, EXEMPTING IN PART CERTAIN PERSONS, DEFINIM TERMS, PROVIDING ENFORCE11ENT, PRESCRIB- ing DUTIES OF ENFORCING OFFICERS, PROHIBITING THE SUPERSEDING THEREOF BY OTHER ORDINANCES, PROVIDING FOR THE DISPLAY OF LICENSES, FIXING PENALTIES, DESCRIBING OPERATION AND EFFECT, AND DECLARINI AN EMERGENCY. Nays: None. ORDINANCE NO.1081 AN ORDINANCE PROHIBITING THE SALE OF ICE MANUFACTURED FROM UNDISTILLED WATER IN THE CITY OF WICHITA FALLS, TEXAS, FIXING PENALTIES, AND DECLARING AN EMERGENCY. After hearing the protests against the passage of this ordi- nance by the Henrietta Ice Company, the following motion was put in order: 1W 1010 Moved by Alderman Prothro that Ordinance No. 1081 be passed on its second reading. Motion seconded by Alderman Harvey and carried by the fol- lowing vote: Yeas: Aldermen Prothro, Harvey, Spoonts, and McCutchen. Nays: None. ORDINANCE NO.1080 AN ORDINANCE REGULATING PEDDLERS WITHIN THE CORPORATE LIMIT'S OF THE CITY OF WICHITA FALLS, TEXAS, PROVIDIM FOR THE ISSUANCE CF LICENSES, FIXING PENALTIES, AND DECLARIIU AN IURGENCY. Moved by Alderman McCutchen that Ordinance No. 1080 be passed on its third and final reading and be adopted as read. Motion seconded by Alderman Harvey and carried by the fol- lowing vote: Yeas: Aldermen PcCutchen, Harvey, Spoonts, and Prothro. Nays: None. Moved by Alderman McCutchen that the City Treasurer be in- structed to make the following transfer of funds covering gasoline, supplies, and services rendered other departments by the Street De- partment during the months of June to October, 1931, inclusive: Transfer Transfer From To General Fund $1,688.47 Street Fund $3,110.10 Park Fund 1,124.09 Library Fund 21.60 Vater Fund 275.94 Total $31110.10 �3,110.110 Motion seconded by Alderman Prothro and carried. ORDINANCE NO.1082 AN ORDINANCE REGULATING WATER SUPPLIES WITHIN THE CITY OF WICHITA FALLS, TEXAS, PROVIDING FOR A PERMIT BEFORE ENGAGING IN THE BUSINESS OF SUPPLYING WATER TO THE CITIZENS OF WICHITA FALLS, PRO- VIDING FOR THE TESTIIZ OF WATER AND WATER SUPPLIES AND PRESCRIBING THE PENALTY, AND DECLARING AN EMERGENCY. Moved by Alderman Harvey that Ordinance No. 1082 be passed on its first reading. Motion seconded by Alderman Spoonts and carried by the follow- ing vote: Yeas: Aldermen Harvey, Spoonts, Prothro, and McCutchen. Nays: None. Moved by Alderman McCutchen that the meeting be adjourned.
