Min 04/27/19319-3 Wichita Falls, Texas Memorial Auditorium Building April 27th, 1931 The Board of Aldermen of the City of Wichita Falls met in regular session -on the above date with the following members present: Walter Nelson, Jr., Mayor E. H. Eddleman, J. N. Prothro, X J. M. Spoonts, X Aldermen R. 0. Harvey, X C. E. McCutchen, X G. D. Fairtrace, City Manager W. E. McBroom, City Clerk Thelbert Martin, City Attorney The Minutes of the previous meeting were read and approved. Moved by Alderman Eddleman that the Sinclair Refining Company be granted a permit to erect a sign on the carb at House No. 2505 Holliday Street provided that said Sinclair Refining Company shall hold the City of Wichita Falls harmless from any damages that may arise by reason of the erection of said sign. Said sign shall be erected under the supervision of the City Engineer, and shall be re- moved at any time it is so ordered by the Board of Aldermen. Motion seconded by Alderman McCutchen and carried. Moved by Alderman McCutchen that the City Manager be authorized to sign a contract with the Wichita Falls Airport Cor- poration for renewal of the city's option to purchase the interest of said Airport Corporation in the municipal airport known as Kell Field, and that the City Manager be further authorized to sign a contract with the Wichita Falls Air Transport Company for lease of the Airport for a period of two years with the right to renew said lease for a further period of three years, at a rental fee of $150.00 per month. Motion seconded by Alderman Eddleman and carried. ORDINANCE NO.105 6 AN ORDINANCE AMENDING SECTION 8 OF ORDINANCE NO. Z40, PASSED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS ON THE LOTH DAY OF JANUARY, 1921, AS AMENDED BY ORDINANCE 770, PASSED AMID APPROVED MAY 17TH, 1926, ENTITLED: "AN ORDINANCE CREATING THE EXAMINING AND SUPERVISING BOARD OF PLUMBERS, DESIGNATING THE MEMBERS THEREOF, AND PRESCRIBING THEIR POWER AND DUTIES AND TERM OF OFFICE; PROVIDING FOR THE LICENSING OF PLUMBERS, AND THE GIVING OF INDEMNITY BONDS BY PER- SONS, FIRMS OR CORPORATIONS, ENGAGED IN THE BUSINESS OF PLUMBING IN THE CITY OFPPICHITA FALLS, TEXAS, AND SETTING FORTH THE RULES, REGU- LATIONS, MANNER AND WAY IN WHICH PLUMBING WORK SHALL BE DONE; THE KIND AND CLASS OF MATERIALS TO BE USED IN SUCH WORK, THE INSPECTION LJo OF PLUMBING AND ALSO SCALE OF FEES FOR SUCH INSPECTIONS; DEFINING THE POWER AND DUTIES OF THE CITY ENGINEER AND INSPECTOR OF PLUMBING, AND REGULATING PERMITS FOR CERTAIN KINDS OF PLUMBING, DRAINAGE, AND COMPELL- ING BUILDINGS UNDER CERTAIN CONDITIONS TO BE CONNECTED WTTH SANITARY SEWERS, PROHIBITING THE THROWING OF WASTES, GARBAGE, ETC., INTO THE SEWER SYSTEM, AND THE INJURY OF THE SYSTEM IN ANY MANNER, AND PRESCRIBING PENALTIES FOR THE VIOLATION OF ANY OF THE PROVISIONS OF THIS ACT, AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT WITH SAME; AND CREATING THIS AN EMERGENCY MEASTRE AND SUSPENDING THE RULES AM DE- CLARING AN EMERGENCY% Moved by Alderman Eddleman that Ordinance No. 1056 be passed its second reading. Motion seconded by Alderman McCutchen and carried by the fo ing vote: Yeas: Aldermen Eddleman, McCutchen, Spoonts, Prothro and Harvey. Nays: None. Bids for a new depository for the city funds were opened and considered. The following bids were received: The City National Bank bid 2.26% interest on daily balances The First National Bank bid 2.50% interest on daily balances Moved by Alderman Spoonts that the First National Bank of Wichita Falls be named City Depository for one year from May 1st, 1931, on their bid of 2.50% interest on daily balances, with the further under• standing that they carry the city's deficiency warrants at an interest rate not exceeding 6% per annum. Motion seconded by Alderman Prothro and carried. Moved by Alderman McCutchen that the petition of property owners on North Third Street for repeal of Paving Ordinance No. 830 passed on October 18th, 1926, be referred to the City Attorney and City It:anager f or investigation, and, if they find it is to the best interest of all concerned, to prepare an ordinance repealing said Ordinance No. 830. Motion seconded by Alderman Harvey and carried. Moved by Alderman McCutchen that the meeting be adjourned. Motion seconded by Alderman Prothro and carried. THE BOARD OF ALDERMEN then adjourned.
