Min 04/20/1931I Wichita Falls, Texas Memor ial Aud itor ium Building April 20th, 1931 The Board of Aldermen of the City of Wichita Falls met in regular session on the above date with the following members present: Walter Nelson, Jr., Mayor C. E. McCutchen, E. H. Eddleman, X J. Y. Prothro, X Aldermen J. M. Spoonts, X R. 0. Harvey, j G. D. Fairtrace, City Manager W. E. McBroom, City Clerk Thelbert Martin, City Attcrney The Minutes of the previous meeting were read and approved. The oath of office was administered by the -Mayor to Alder- man Harvey for a second term as Alderman Position No. 3, and he as- sumed his usual place at the council table. Moved by Alderman Eddleman that the Sinclair Refining Com- pany be permitted to erect a sign on the curb at the corner of Eig'ith and Austin Streets, provided that the said Sinclair Refining Company shall hold the City of Wichita Falls harmless from any damages that may arise by reason of the erection of said sign, and said Sinclair Refining Company shall remove said sign when so ordered by the Board of Aldermen. Motion seconded by Alderman Prothro and carried. ORDINANCE NO.1054 AN ORDINANCE PROVIDING FOR THE PAYYENNT OF CITY TAXES FCEi THE YEAR 1930 IN THREE EQUAL INSTALIMENTS; PROVIDING FOR PENALTIES AMID INTEREST ON DELINQUENP TAXES FOR SAID YEAR; AND DECLARING AN EMERGENCY. Moved by Alderman Eddleman that Ordinance No. 1054 be passed on its first reading. Motion seconded by Alderman Harvey and carried by the fol- lowing vote: Yeas: Aldermen Eddleman, Harvey, Spoonts, Protho and McCutchen, Nays: None. 92 Bid for contract to audit the books and recards of the City for the fiscal year April 1st, 1930 to March 31st, 1931, were opened and considered. Moved by Alderman McCutchen that the firm of Allred, Lambert and Nichols be awarded the contract to audit the books and records of the City for the fiscal year ending March 31st, 1931, in accordance with specifications furnished by the City Clerk and approved by this Board on their bid of $$875.00 for complete audit and report. Motion seconded by Alderman Eddleman and carried. Moved by Alderman Eddleman that the rules requiring ordinances to be passed on three separate days be suspended and an emergency declared. Motion seconded by Alderman Harvey and carried by the following vote: Yeas: Aldermen Eddleman, Harvey, McCutchen, Spoonts & Prothro. Nays: None. Moved by Alderman Eddleman that Ordinance No. 1054 be passed on its second reading. Motion seconded by Alderman Harvey and carried by the following vote: Yeas: Aldermen Eddleman, Harvey, Prothro, McCutchen & Spoonts. Nays: None. Moved by Alderman Prothro that Ordinance No. 1054 be passed on its third and final reading and be adopted as read. Motion seconded by Alderman McCutchen and carried by the follow- ing vote: Yeas: Aldermen Prothro, McCutchen, Spoonts, Harvey & Eddleman. Nays: None. ORDINANCE NO.1055 E AN ORDINANCE REPEALING THE ORDINANCE PASSED BY THE BQARD OF ALDERIVIW OF = CITY OF WICHITA FALLS ON THE 1ST DAY OF AUGUST, A. D. 1927, WITH REGARD TO RIE IMPROVEMENT OF A PORTION OF BLUFF STREETS FROM ITS INTERSECTION WITH THE SOUTH PROPERTY LINE OF THIRTEENTH STREET TO ITS INTERSECTION WITH THE NORTH PROPERTY LINE OF FOURTEENTEI STREET IN SAID CITY; REMOVING THE CLOUD CAST BY SAID ORDINANCE AGAINST SAID PROPERTY ABUTTING UPON SAID PORTION OF SAID STREET AND DECLARING AN EMERGENCY. Nays: None. h1oved by Alderman McCutchen that the City Manager be auth- orized to sign a contract with the General Chemical Company for pur- chase of alum for the Water Department for a period of one year from April 9th, 1931, to April 8th, 1932, at a net price of $1.51 per hun- dred pounds. Motion seconded by Alderman Eddleman and carried. 1.11oved by AldermL Spoonts that the Mayor be authorized to issue a substitute deed to Mrs. J. F. Thiac for the Vest one-half of Lot 379, Block I, Riverside Cemetery, upon her affidavit of ownership on file in the office of the City Clerk. Motion seconded by Alderman Eddleman and carried. Moved by Alderman Spoonts that the City Clerk be instructed to advertise for bids for a new depository for one year from May 1st, 1931, on account of the contract with the Security National Bank being termi- nated, due to the bank being liquidated. Said bids to be received until 7:30 P. M. April 27th, 1931, in the Council Chamber in the Memorial Auditorium. Motion seconded by Alderman McCutchen And carried. Moved by Alderman McCutchen that the City Manager ani City At- torney be authorized to settle the law suit of G. D. Ireland and wife for alleged damage to their property on account of overflow of water from the street at Twenty-first and Broad for a consideration of 8300.00. Motion seconded by Alderman Harvey and carried. Moved by Alderman Eddleman that the meeting be adjourned. Motion seconded by Alderman Harvey and carried. The Board of Aldermen then adjourned.
