Min 03/09/1931�� Wichita Falls, Texas Memorial Auditorium Building March 9th, 1931 The Board of Aldermen of the City of Wichita Falls met in - regular session on the above date with the following members present: Walter Nelson, Jr., Mayor R. 0. Harvey, j J. N. Prothro, X J. M. Spoonts, X Aldermen C. E. McCutch en, Y G. D. Fairtrace, City Manager 17. E. McBroom, City Clerk Thelbert Martin, City Attorney The Minutes of the previous meeting were read and approved. The public hearing with reference to the application of J. Y. McQuigg, Jr., for a permit to erect and operate a gasoline fill- ing station on his property located at 15th & Holliday Streets, being Lot 20, Block 22, Jalonick Addition, was called, and, after reading the protest petition signed by eight property owners within a radius of 300 feet of the proposed location, Mr. McQuigg was notified that the Board of Aldermen would refuse to grant this permit. Moved by Alderman Spoonts that the application of J. E. Stephens for a permit to erect and operate a hamburger stand at 412 Travis Street be received and the City Clerk be instructed to give notice by publication of a public hearing to be he d,at 7:30 P. 14. March 16th, 1931, in the Council Chamber in the Memorial Auditorium for the purpose of hearing protests. Motion seconded by Alderman McCutchen and carried. Ordinance No. 1051 being an ordinance entitled "An ordinance requiring each and every drayman, driver of express or baggage wagon, and all other persons pursuing like occupations with or without vehicles, to make reports in writing to the Chief of Police of the City of Wichita Falls, Texas, giving the names of all persons moving from one location to another, and providing a penalty" was discussed and the objections of the Tarry Warehouse & Storage Company and Elkin Transfer Company were received. After- discussion it was decided that final passage of the ordinance should be delayed until Monday evening, March 16th, at which time those protesting against the passage of the ordinance and those asking that it be passed shall be heard. ORDINANCE NO. 1052 AN ORDINANCE APPROPRIATING $3,750.00 OUT OF THE UNAPPROPRIATED BALANCE OF THE GENERAL FUND FOR THE FISCAL YEAR ENDING MARCH 31, 1931, FOR THE MAINTENANCE OF CHARITY PATIENTS IN THE WICHITA GENERAL HOSPITAL; AND 2,247.98 FROM THE UNAPPROPRIATED BALANCE OF THE STREET FUND FOR THE YEAR ENDING MARCH 31, 1931, TO PAY FOR STREET GRADING. Moved by Alderman Prothro that Ordinance No. 1052 be passed on its second reading. vote: Motion seconded by Alderman Harvey and carried by the following Yeas: Aldermen Prothro, Harvey, McCutchen and Spoonts. Nays: None. Moved by Alderman Harvey that Chas. I. rrancis, Luke McCrory and Leon Deaton be appointed to serve as a Board of Appeals or Review in ac- cordance with the terms of Ordinance No. 412. Motion seconded by Alderman McCutchen and carried. Moved by Aldeman Spoonts that Dr. 0. T. Kimbrough, Raymond Myers and Jas. N`. Williams be appointed as a commission to hear evidence in the claim of Mrs. pinkie Pappas for damages on account of alleged personal injury. This Commission to act by authority of Section 139 of the City Charter. Motion seconded by Alderman Prothro and carried. Moved by Alderman Harvey that Grover Bullington, H. S. Gray and S. L. Tankersley be appointed Presiding Judges at the P. P. Langford Garage Box, Alamo School Box and Fannin School Box, respectively, in the bond election to be held on March 14th, 1931, on account of the judges formerly appointed being unable to serve. Motion seconded by Alderman Prothro and carried. Moved by Alderman McCutchen that the meeting be adjourned. Motion seconded by Alderman Harvey and carried. The Board of Aldermen then adjourned.
