The Board of Aldermen of the City of Wichita Falls met in
regular session on the above date with the following members present:

Moved by Alderman Harvey that Alderman McCutchen be appointed
Mayor Proteam to act during the absence from the city of Mayor Walter
Nelson, Jr.
Motion seconded by Alderman Prothro and carried.
Alderman McCutchen then assumed the Mayor's chair and took
charge of the meeting.
The Minutes of the previous meeting were read and approved.
Moved by Alderman Eddleman that the complaint of Mrs. Rebecca
Schafer with reference to roof drainage from house No. 1921 Eighth
Street be referred to the City Attorney and City Manager for investi-
gation.
Motion seconded by Alderman Prothro and carried.
Moved by Alderman Eddleman that the local Post of the
American Legion be authorized to conduct an apple sale on the streets
each Saturday during the month of March 1931 for relief of unemployed
ex -soldiers.
Motion seconded by Alderman Prothro and carried.
Moved by Alderman Harvey that the application of J. Y.
Mc@uigg, Jr., for a permit to erect and operate a gasoline filling
station on his property located at 15th & Holliday Streets, being
Lot 20, Block 22, Jalonick Addition, be received, and the City Clerk
be instructed to give notice by publication of a public hearing to
be held at 7:30 P. M. in the Council Room in the Memorial Auditorium
on March 9th, 1931, for the purpose cf hearing protests.

Bids for a contract to furnish ambulance service for the year
beginning March 3rd, 1931, and ending March 3rd, 1932, were opened and
considered.
Moved by Alderman Spoonts that contract for ambulance service
for the year beginning March 3rd, 1931, and ending March 3rd, 1932, be
awarded to the Merkle Undertaking Company on their bid of "No Charge"
for this service.
Motion seconded by Alderman Eddleman and carried.
The public hearing with reference to charter amendments to be
submitted at the general city election to be held on April 7th was
called and after hearing no protests, the following motion was put in

RESOLUTION
WHEREAS, notice has heretofore been given as required by
Article 1171, Revised Statutes of Texas, 1925, of the intention of the
Board of Aldermen of the City of Wichita Falls, Texas, to pass an ordi-
nance submitting to the voters of said city certain amendments to the
Charter of the City of Wichita Falls, and in which said notice it was
stated that on the second day of March, A. D. 1931, at the regular
meeting place of the Board of Aldermen in the Memorial Auditorium in
said city a public hearing would be held; and,
WHEREAS, such hearing has been held and no one has appeared
opposed to the passage of such ordinance calling an election to be held
in the City of Wichita Falls on the 7th day of April, A. D. 1931, for
the purpose of voting on said amendments to said Charter.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN of the
City of Wichita Falls, Texas, that said hearing having been held, same
is hereby closed.

POSE OF SUBMITTING TO THE QUALIFIED VOTERS OF THE CITY OF WICHITA FALLS,
FOR ADOPTION OR REJECTION, AMENIMENTS TO THE EXISTIM CHARTER OF THE
CITY OF WICHITA FALLS, DESIGNATING THE PLACES AT WHICH SAID ELECTION IS
TO BE HELD, APPOINTING PRESIDING OFFICERS THEREOF, AND DECLARING AN

BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS, TEXAS, AUTHORIZING THE
ISSUANCE OF BONDS IN THE AMOUNT OF ONE MILLION ($1,0009000.00) DOLLARS,
BEARING 4-,&% INTEREST, FOR THE PURPOSE OF RAISING FUNDS TO CONSTRUCT
IMPROVEMENTS AND EXTENSIONS TO THE PRESENT SYSTEM OF WATERWORKS TO PRO-
VIDE AN ADEQUATE AND AVAILABLE WATER SUPPLY AMID PLANT FOR SAID CITY,
AND PROVIDING FOR THE LEVY, ASSESSMENT AND COLLECTION OF A TAX SUFFICIENT

RESOLUTION
BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WI CHITA
FALLS, TEXAS:
Section 1. That an election is hereby called to be held on
the 7th day of April, A. D. 1931, for the purpose of electing three
aldermen for the City of Wichita Falls, Texas.
Section 2. The places for which Aldermen shall be elected are
hereby designated Nos. 1, 2 and 3. Said Aldermen shall serve the City
of Wichita Falls for the ensuing two years and until their successors
are elected and qualified.
Section 3. Said election shall be held in accordance with the
laws of the State of Texas and ordinances and charter of the City of
Wichita Falls, made and provided in such cases. The places for holding
said election shall be at the Central Police Station, Wichita County Coul
House, Reagan Junior High School, South Side Baptist Church Annex on
Holliday Street, Alamo School, Avenue H and Giddings Street Fire Station,
Sam Houston School, Buchanan Street Fire Station, P. P. Langford Garage,
House No. 600 North Broadway and Fannin School, and shall be conducted

thence along center line of Lamar Street f rom Seventh to Ninth Streets,
along the center line of Ninth Street from Lamar to Broad Streets, along
center line of Broad Street from Ninth to Eleventh Streets, along center
line of Eleventh Street from Broad Street to Brook Avenue; and bounded on
the west by Brook Avenue from Eleventh Street to Wichita River", shall vote
at the Wichita County Court House Box.
All voters living in V4chita County Voting Precincts No. 7, 8, 9,
11 and 12, which are included wit/in the following boundary: "Being that are
bounded on the east by Lamar Street from Ninth to Seventeenth Streets; bou=
on the south by the Wichita Valley Railway; bounded on the west by Brook
Avenue from Wichita Valley Railway to Eleventh Street; bounded on the north
by the center line of Eleventh Street from Brook Avenue, to Broad Street,
along center line of Broad Street from Eleventh to Ninth Streets; and the
center line of Ninth Street from Broad to Lamar Streets", shall vote at
the Reagan Junior High School Box.
All voters living in Wichita County Voting Precinct No. 17 which
is included within the following boundary: "Being that area bounded on the
north by the Wichita Valley Railway; bounded on the east by the center
line of Mill Street from Seventeenth to San Antonio Streets, along the
center line of San Antonio Street from Mill to Mississippi Streets, along
the center line of Mississippi Street from San Antonio to Underwood Streets,
along the center line of Underwood Street from Mississippi to California
Streets, along the center line of California Street from Underwood Street
to the City Limits; bounded on the south by the City Limits; and bounded
on the west by Brook Avenue from the City Limits to the Wichita Valley
Railway", shall vote at the South Side Baptist Church Annex box at 2206
Holliday Street.
All voters living in Wichita County Voting Precincts No. 14, 15
and 18, which are included within the following boundary: 'Being that area
bounded on the east by Brook Avenue from the Wichita River to Elizabeth
Street; bounded on the south by the center line of Elizabeth Street and
Avenue C; bounded on the west by the center line of Monroe Street from
Avenue C to Tenth Street, along the center line of Tenth Street from
Monroe to Taylor Streets, along the center line of Taylor Street from
Tenth to Fifth Streets, along the center line of Fifth Street from Taylor
to Filmore Streets, along the center line of Filmore Street from Fifth

44 and 43 east of Kemp Blvd., which are included in the following boundary:
"Being that area bounded on the north by the center line of Avenue C and
Elizabeth Street; bounded on the east by Brook Avenue from Elizabeth to
the City Limits; bounded on the south by the City Limits; bounded on the west
by the center line of Kemp Blvd. from the City Limits to the Wichita Valley
Railway, along Wichita Valley Railway from Kemp Blvd. to Monroe Street,
along the center line of Monroe Street from the Wichita Valley Railway to
Avenue C", shall vote at the Fire Station Box located at the corner of
Avenue H & Giddings Street.
All voters living in Wichita County Voting Precincts No. 24 and
43 west of Kemp Blvd. which are included within the following boundary:
"Being that area bounded on the north by the center line of York Avenue
and center of Santa Fe Street from York Avenue to Cumberland Avenue, along
the center line of Cumberland Avenue from Santa Fe to Grant Streets, along
the center line of Avenue M from Grant Street to Monroe Street; bounded on
the east by the center line of Monroe Street from Avenue M to Wichita Val-

All voters living in Wichita County Voting Precinct No. 41,
which is included with the following boundary: "Being that area of city
lying south and west of the main track of the Fort Worth & Denver City
Railway Company and north and east of the Wichita River", shall vote
at House No. 600 North Broadway Bog.
All voters living in Wichita County Voting Precinct No. 13,
which is included within the following boundary: "Being that area of
city lying north of the Wichita River and the FW&DC Railway Cots main
track", shall vote at the Fannin School Bog.
Section 4. Thirty days notice of the time and place of
holding said election shall be given by the Mayor by posting copies
of the election resolution at three public places in the City of Wichita
Falls, to -sit: one at the Wichita County Court House, one at the Alamo
School and one at the South Side Baptist Church Annex, in said city and
by publishing a copy of this resolution in the ',dichita Falls Record
News, a newspaper of general circulation in the City of Wichita Falls
published for, at least, one year prior to the date of this notice and
being the official organ of said city.

officers being unable to serve the following appointments be made for
the election to be held on Ylarch 14th:
Central Police Station Box: Fred Yiller be substituted for W. H.
Sanders as clerk on account of Yr. Sanders not having paid his
poll tax.
Wichita County Court House Box: E. P. Murrell be appointed in
the place of I. A. Farris as Presiding Judge and W. A. Reid in
the place of C. E. Parker as clerk, on account of Mr. Farris and
Mr..Parker not having paid their poll tag.
Reagan Junior High School Box: Mrs. J. E. Ramee and Floyd Billings-
ley be appointed as clerks in the place of V. V. Musick and R. J.
Ballard on account of Mr. Musick and Mr. Ballard not having paid
their poll tax.
Alamo School Box: J. E. Park be appointed as clerk in the place of
Homer Karrenbrock who cannot serve.
Avenue H & Giddings Street Fire Station Box: Mrs. C. C. McMurray be
appointed as clerk in the place cf J. L. Randel on account of Mr.
Randel being unable to serve.
Sam Houston School Box: John Elder be appointed as clerk in the place'
of Gerald Coffey on account of Mr. Coffey not having paid his poll
tax.
Buchanan Street Fire Station Box: H. B. Peni.x and J. L. Lea, Jr., be
appointed as clerks in the place of Laverne Sommerville and J. 0.
Fisher on account of Mr. Sommerville and Mr. Fisher not having paid
their poll tax.
P. P. Langford Garage Box: Milburn Nutt, Shields Heyser and Mrs. A. K.
Jarrell be appointed as clerks in the place of Mrs. 0. 0. Ross, John
Ray Duke and Willette Jarrell, on account of Mrs. Ross, Mr. Duke and
Miss Jarrell not having paid their poll tax.
House No. 600 North Broadway Box: J. T. Richey, Mrs. Jno. !I,. Schiller
be appointed as clerks in the place of Mrs. R. D. Lewis and Bert
Dimock on account of Mrs. Lewis and Mr. Dimock not having paid their
poll tax.
Fannin School Box: J. H. Jones be appointed as Presiding Judge in the
place of S. L. D. Tankersley, and S. L. Butler and Mrs. J. T. Richey
be appointed as clerks in the place of W. B. Evans and L. E Gregory
on account of Mr. Tankersley, Mr. Evans and Mr. Gregory not having
paid their poll tax.

Moved by Alderman Prothro that the City Ma&Rgegs�@s§AhQrized to
sign a contract with the Board of Education for collection by the City Tax
Assessor and Collector of school taxes for the year beginning April 1st,
1931, and ending March 31st, 193�, on basis of 1% charge for such service.
Motion seconded by Alderman Harvey and carried.
Moved by Alderman Spoonts that; the meeting be adjourned.
