Min 03/02/1931�"O Wichita Falls, Texas Memorial Auditorium Building March 2nd, 1931 The Board of Aldermen of the City of Wichita Falls met in regular session on the above date with the following members present: J. M. Spoonts, J. N. Prothro, X R. 0. Harvey, X Aldermen C. E. McCutchen, X E. H. Eddleman, X G. D. Fairtrace, City Manager W. E. IvMcBroom, City Clerk Thelbert Martin, City Attorney Moved by Alderman Harvey that Alderman McCutchen be appointed Mayor Proteam to act during the absence from the city of Mayor Walter Nelson, Jr. Motion seconded by Alderman Prothro and carried. Alderman McCutchen then assumed the Mayor's chair and took charge of the meeting. The Minutes of the previous meeting were read and approved. Moved by Alderman Eddleman that the complaint of Mrs. Rebecca Schafer with reference to roof drainage from house No. 1921 Eighth Street be referred to the City Attorney and City Manager for investi- gation. Motion seconded by Alderman Prothro and carried. Moved by Alderman Eddleman that the local Post of the American Legion be authorized to conduct an apple sale on the streets each Saturday during the month of March 1931 for relief of unemployed ex -soldiers. Motion seconded by Alderman Prothro and carried. Moved by Alderman Harvey that the application of J. Y. Mc@uigg, Jr., for a permit to erect and operate a gasoline filling station on his property located at 15th & Holliday Streets, being Lot 20, Block 22, Jalonick Addition, be received, and the City Clerk be instructed to give notice by publication of a public hearing to be held at 7:30 P. M. in the Council Room in the Memorial Auditorium on March 9th, 1931, for the purpose cf hearing protests. Motion seconded by Alderman Spoonts and carried. 011 Bids for a contract to furnish ambulance service for the year beginning March 3rd, 1931, and ending March 3rd, 1932, were opened and considered. Moved by Alderman Spoonts that contract for ambulance service for the year beginning March 3rd, 1931, and ending March 3rd, 1932, be awarded to the Merkle Undertaking Company on their bid of "No Charge" for this service. Motion seconded by Alderman Eddleman and carried. The public hearing with reference to charter amendments to be submitted at the general city election to be held on April 7th was called and after hearing no protests, the following motion was put in or der : Moved by Alderman Eddleman that the following resolution be adopted. Motion seconded by Alderman Spoonts and carried by the follow- ing vote: Yeas: Aldermen Eddleman, Spoontsy Prothro and Harvey. Nays: None. RESOLUTION WHEREAS, notice has heretofore been given as required by Article 1171, Revised Statutes of Texas, 1925, of the intention of the Board of Aldermen of the City of Wichita Falls, Texas, to pass an ordi- nance submitting to the voters of said city certain amendments to the Charter of the City of Wichita Falls, and in which said notice it was stated that on the second day of March, A. D. 1931, at the regular meeting place of the Board of Aldermen in the Memorial Auditorium in said city a public hearing would be held; and, WHEREAS, such hearing has been held and no one has appeared opposed to the passage of such ordinance calling an election to be held in the City of Wichita Falls on the 7th day of April, A. D. 1931, for the purpose of voting on said amendments to said Charter. Section 4. Thirty days notice of the time and place of holding said election shall be given by the Mayor by posting copies of the election resolution at three public places in the City of Wichita Falls, to -sit: one at the Wichita County Court House, one at the Alamo School and one at the South Side Baptist Church Annex, in said city and by publishing a copy of this resolution in the ',dichita Falls Record News, a newspaper of general circulation in the City of Wichita Falls published for, at least, one year prior to the date of this notice and being the official organ of said city.
