Min 02/09/1931�1 Wichita Falls, Texas Memorial Auditorium Building February 9th, 1931 The Board of Aldermen of the City cf Wichita Falls met in regular session on the above date with the following members present: Walter Nelson, Jr., Mayor J. McBroom, City Clerk Thelbert Martin, City Attorney The Minutes of the previous meeting were read and approved. The public hearing with reference to the application of J. H. Allison for a permit to erect a gasoline filling station on Lots 1 and 2, Block 38, Floral Heights Addition, was called, and, after examination of the petition filed by the group opposing the erection of the station and those not objecting to its erection, and it appearing that the majority of the property owners effected were objecting to the granting of the permit, the following motion was put in order: Moved by Alderman Prothro that J. _H. Allison be denied a permit to erect a gasoline filling station on Lots 1 and 2, Block 38, Floral Heights Addition, being the corner of Tenth and Taylor Streets., for the following reasons to wit: 1. The erection cE said filling station would injure property values in a strictly residential district. 2. It would be a detriment to the health, peace and comfort of surrounding property owners. Motion seconded by Alderman Harvey and carried by the fol- lowing vote: Yeas: Aldermen Prothro, Harvey, McCutchen and Spoonts. Nays: None. Alderman Eddleman asked to be registered as not voting on account of his company owning a station near the proposed location. Austin Cossey, a resident of the Scotland Addition appeared before the Council complaining of the proposed 48 minutes schedule for street car service on the North side of the River. Mq '01 ORDINANCE NO. 1047 AN ORDINANCE MAKING ADDITIONAL APPROPRIATION OUT OP THE UNAP- PROPRIATED BALANCE OF CITY REVENUES FOR THE PURPOSE OF STREET MAINTENACE AND REPAIRS, STORM SEVERS, CULVERT AND BRIDGE REPAIRS AND CONSTRUCTION, MAINTENANCE OF PARKS, MAINTENANCE OF WATERWORKS AND SANITARY SEWERS AND DECLARING AN EMERGENCY. Moved by Alderman Eddleman that Ordinance No. 1047 be passed on its first reading. Motion seconded by Alderman Spoonts and carried by the follow - ing vote: Yeas: Aldermen Eddleman, Spoonts, Harvey, rrothro and McCutchen. Nays : None . Moved by Alderman Spoonts that the City Treasurer be instruct- ed to transfer the sum of 18,800.00 from the General Fund to the Street Fund to cover street pavement repairs and permanent street improvements and appropriated under Ordinance No. 1034. D. 1931, at which election the follow- ing proposition shall be submitted: Shall the Board of Aldermen of the City of . ichita Falls be authorized to issue bonds of the City of Wichita Falls in the sum of One 111illion ('1,000,000.00) Dollars, to mature serially from one (1) to forty (40) years from date thereof, bearing interest at the rate of four and one half per centum per annum, payable semi-annaully, for the purpose of providing funds for constructing improvements and extensions to the present system of waterworks to provide an adequate and available water supply and plant for said city, and to levy a tax sufficient to pay the interest on said bonds as it accrues, and the principal thereof at maturity. All voters living in Wichita County Voting Precinct No. 13, which is included within the following boundary: "That portion of city ly- ing north of the UVichita River and the F.W. & D.C. Railway Company's main track", shall vote at the Fannin j'treet School Box, Section 3. The said election shall be held in accordance with the general election laws and only qualified voters who are property tax payers in said city shall be allowed to vote. Section 4. The ballots to be used at said election shall contain in the proposition substantially as above set forth, followed by the words "For the issuance of bonds" and "Against the issuance of bonds". Section 5. Notice of said election shall be given for at least thirty days by the Mayor, by publication in the Wichita Falls Record News, a newspaper of general circulation in Wichita County, Texas, published in the City of lichita Falls, and such notice shall be Trade by publishing a copy of this ordinance with the words "Notice of Election" prefixed thereto once a week for three consecutive weeks in said newspaper, the first pub- lication to be made at least thirty days preceding such election. Section 6. That due to not having an adequate water supply syst endangers the health of the citizens of said city, creates an urgent neces sity, demanding and requiring that the provisions of the City Charter pro- viding for the reading of ordinances on three separate days, and providing that ordinances shall not go into effect until thirty days after passage, be suspended, and this ordinance is passed as an emergency measure and shall take effect and be in force from and after its passage, and it is so ordained.
