The Board of Aldermen of the City of ''4'ichita Falls met in
regular session on the above date with the follow ing members present:

The Yinutes of the previous meeting were read and approved.
Moved by Alderman Spoonts that the American Legion be granted
permission to allow their unemtiloyed members to sell apples on the
streets each Saturday during February 1931.
Lotion seconded by Alderman Eddleman and carried.
The hearing with reference to the application of J. H. Allison,
which has been continued from week to week since January 19th, was taken
up, and, after receiving petitions from each group of parties interested,
the following motion was put in order:
Moved by Alderman Prothro that the hearing be continued until
7:30 P.M. February 9th, 1931, in order that the petitions presented may
be verified as to property (vnership and distance from the proposed
location of the gasoline filling station.
Motion seconded by Alderman Eddleman and carri ed.
Moved by Alderman Spoonts that upon petition and recommenda-
tion of the Taxation Committee of the Chamber of Commerce, the follow-
ing notice of intention to amend the city charter be received and '
ordered published in accordance with the law governing the amendment
of city charters.
Motion seconded by Alderman Prothro and carried.

NOTICE OF INTENTION OF THE BOARD OF ALDER".EN OF THE CITY OF WICHITA FALLS,
TEXAS, TO PASS AN ORDINANCE SUBMITTING AMENDMENTS TO THE CHARTER OF THE
CITY OF WICHITA FALLS.
In accordance with the requirements of Article 1171., Revised
Statutes of Texas, 1925, notice is hereby given to all resident citizens
and qualified voters of the City of Wichita Falls that it is the intention
of the Board of Aldermen of said city to pass an ordinance on the second
day of March, A. D. 1931, at its regular place of meeting in the Memorial
Auditorium in said city, providing for the submission of amendments to the
Charter of said City to the qualified voters thereof at an election to be
held in said City on the seventh day of April, A. D. 1931; said ordinance
to provide for amendment to Section Eighty-one of said Carter, such
amendment to authorize the payment of taxes to the said City of Wichita
Falls for 1930 and subsequent years in, not to exceed four equal install-
ments; and further providing for penalties and interest on delinquent
taxes for the year 1930 and subsequent years. And such amendment to
further provide that the said City of Wichita Falls shall have a first and
superior lien to secure the payment of all such taxes.
Said ordinance shall also provide for an amendment to Section
Thirty-four of said charter, which shall authorize the Board of Aldermen
of said City to meet at such time and place as may be prescribed by ordi-
nance, but not less frequently than one each month.
At said meeting a hearing will be held by the said Board at whic
an opportunity will be given those favoring or opposing the passing of sue
ordinance to appear for or against its adoption and passage.

Moved by Alderman Eddleman that the City Attorney be instructed
to include in the resolution giving notice of the general city election to
be held on April 7th, 1931, an election box to be located at 600 North
Broadway in response to a petition signed by a large number of property
owners in the Scotland Addition.
Motion seconded by Alderman McCutchen and carried.
Moved by Alderman McCutchen that on account of error the taxable
value of the merchandise, furniture and fixtures of the English Pharmacy
located at 24142 Tenth Street be reduced for the year 1930 from �14000.00
to $3, 110. 64.
Motion seconded by Alderman Prothro and carried.

Alderman McCutchen made a motion that the rules requiring
ordinances to be read on three separate days be suspended, for reasons
contained in the emergency clause. The motion was seconded by Alderman
Harvey. The motion was carried by the unanimous vote of all the members
of the Board, to -wit:
AYES: Aldermen McCutchen, Eddleman, Spoonts, Prothro and Harvey.
NOES: None.
Alderman Harvey made a motion that the ordinance be passed
finally. The motion was seconded by Alderman Eddleman. The motion carry
ing with it the passage of the ordinance prevailed by the following vote:
AYES: Aldermen McCutchen, Eddleman, Spoonts, Prothro and Harvey.
NOES: None.
The Mayor announced that the ordinance had been finally passed.
Moved by Alderman Spoonts that the meeting be adjourned.
Motion seconded by Alderman McCutchen and carried.
The Board of Aldermen then adjourned.
