Min 05/02/19321062 Wichita Falls, Texas Memorial Auditorium Building May 2, 1932 The Board of Aldermen of the City of Wichita Falls met in regular session on the above date with the following members present: Walter Nelson, Jr., Mayor J. S. Bridwell, Z C. E. McCutchen, X J. M. Spoonts, X Aldermen J. N. Prothro, Y R. 0. Harvey, Z V. R. Smitham, City Manager W. E. McBroom, City Clerk Thelbert Martin, City Attorney The Minutes of the previous meeting were read and approved. Further hearings with reference to the adoption of an ordi- nance fixing a minimum rate of fare for taxicabs were held. It was the opinion of the Council that in order to maintain permanent transportation service on schedule for the City of Wichita Falls and insure present low rate of fare for school children, it was necessary and expedient for the benefit of the general public that an ordinance be passed fixing a minimum rate of fare for taxicabs opera- ting on the streets of the City. ORDINANCE NO 1091 AN ORDINANCE AMENDING ORDINANCE NO. 331, PASSED AND APPEOVED ON THE 8TH DAY OF NOVEMBER, A. D. 1920, BY ADDING THERETO SECTION 5a, PRESCRIBING A MINIMUM FARE FOR SERVICE AUTOMOBILES, TAXICABS, OR OTHER PUBLIC MOTOR VEHICLES OF WHATEVER CHARACTER OTHER THAN BUSES AND STREET CARS OPERATED UNDER A FRANCHISE; PRESCRIBING PENALTIES AMID DECLARING AN EMERGENCY. Moved by Alderman Harvey that Ordinance No. 1091 be passed on its first reading. Motion seconded by Alderman Prothro and carried by the fol- lowing vote: Yeas: Aldermen Harvey, Prothro, Bridwelj., Spoonts, and McCutthen. Nays: None. Moved by Alderman Bridwell that the rules requiring ordinances to be passed on three separate days be suspended and an emergency de- clared, and that Ordinance No. 1091 be passed on its second reading. Motion seconded by Alderman McCutchen and carried by the fol- lowing vote: Yeas: Aldermen Bridwell, McCutchen, Spoonts, Prothro, and Harvey. Nays: None. Moved by Alderman McCutchen that Ordinance No. 1091 be passed on its third and final reading and be adopted as read. ing vote: Motion seconded by Alderman Spoonts and carried by the follow Bridwell. Yeas: Aldermen McCutchen, Spoonts, Prothro, Harvey, and Nays: None. ` Moved by Alderman Bridwell that the 100 taxicab oemers be refunded the unused portion of their license to operate on the streets of the City of Wichita Falls. Motion seconded by Aldermen McCutchen and carried. Moved by Alderman Bridwell that the 101 taxicab owners be invited to work out routes for permanent schedule service in s-vgh sections not now adequately servt�d-by the local traction conpany, and submit sane to the City Council for approval. Motion seconded by Alderman McCutchen and carried. (Ai Public hearing with reference to h adoption of an annual eppropriation ordinance was held, and, afterpo rotests, Ordinance No. 1092 was introduced. ORDINANCE NO 1092 AN ORDINANCE MAKING APPROPR IATION FOR SUPP'ORT OF THE CITY GOVERNMENT FOR THE FISCAL YEAR BEGINRIM APRIL 1, 1932, AND ENDING MARCH 31, 1933, AND DECLARING AN EMERGENCY. Moved by Alderman McCutchen that Ordinance No. 1092 be passed, on its first reading. Motion seconded by Alderman Spoonts and carried by the fol- lowing vote: Prothro. Yeas: Aldermen, McCutchen, Spoonts, Harvey, Bridwell, and Neys : None. /0 6� Moved by Alderman McCutchen that the rules requiring ordi- nemees to be passed on three separate days be suspended and an emergency declared, and Ordinance No. 1092 be passed on its second reading. Motion seconded by Alderman Spoonts and carried by the following vote: Yeas: Aldermen McCutchen, Spoonts, Bridwell, Prothro, and Harvey. Nays: None. Moved by Alderman McCutchen that. Ordinance No. 1092 be passed and its third and final reading and be adopted as read. Motion seconded by Alderman Spoonts and carried by the following vote: Yeas: Aldermen McCutchen, Spoonts, Prothro, Harvey, end Bridwell. Neys : None. Bids for a city depository were opened and considered. As only one bid was received, it was decided to defer action for one week in order that the other local banks might submit bids. Moved by Alderman Spoonts that in consideration of perma- nent improvements placed on the municipal airport grounds by the Wichita Falls Air Transport Company, rental charges of $150.00 per month be remitted for the period September 30, 1931, to July 1, 1932. Motion seconded by Alderman Harvey and carried. Moved by Alderman McCutchen that the City Manager be sith- orized to enter into contract with the Panhandle Steel Products Company for the erection of a metal building for the Street Depart- ment to replace the present frame building now used as blacksmith shop and equipment storage, at a cost not to exceed $5,000.00. Motion seconded by Alderman Bridwell and carried. Moved by Alderman McCutchen that the meeting be adjourned. Motion seconded by Alderman Harvey and carried. The Board of Aldermen then adjourned.
