The Board of Aldermen cf the City of Wichita Falls met in
regular session on the above date with the following members present:

Minutes of the previous meeting were read and approved.
Bids for making an audit of the books and recards of the
City and General Hospital for the fiscal year ended March 31, 19M,
were opened and considered. The following bids were received:
J. E. Hutchinson, Jr. - $25.00 per day - Limit $2,000.00
L. E. Nichols. 895.00
Allred, Lambert Company 775.00
M. E. Wallace 1,795.00
Moved by Alderman McCutchen that the contract for audit ing
the books and records of the City and General Hospital be awarded to
Allred, Lambert Company on their bid of $775.00 total cost.
Motion seconded by Alderman Bridwell and carried.
Attorneys for the Wichita Falls Traction Company, Yellow
Cab Company, and the Ten Cent Taxicab owners were present and stated
that a compromise agreement had been reached between the interested
parties whereby the 100 taxicabs would raise their rate of fare to
15¢ per passenger per trip; this rate to be in effect for a period
of one week and to be in the form of an experiment. This compromise
was agreeable to the Council, and an ordinance proposing to fix a
minimum rate of fare of 15¢ for taxicabs was tabled until Monday
evening, May 2.
The budget for thefiscal year beginning April 1, 19.T, and
ending March 31, 1933, was presented by the City Manager. After dis-
cussion, C. B. Felder, a local taxpayer, made a formal request that
salaries of city employees be reduced in accordance with a schedule
presented by him.
Moved by Alderman Bridwell that the City Treasurer be in-
structed to transfer the sum of $2,015.00 from the Water fund to the
Interest and Sinking fund to cover payment of Waterworks Refunding Bond
Interest due May 1, 1932, as follows:
Refunding Series C $1,615.00
Refunding Series C-1 400.00
Motion seconded by Alderman Spoonts and carried.
Moved by Alderman Prothro that the City Clerk be instructed
to advertise for bids for a city depository; said advertisement to be
in substantially the following form:
"The Board of Aldermen of the City of Wichita "alls
will receive sealed bids until %30 P.M. May 2, 1932,
in the Council Chamber in the Memorial Auditorium for
a city depository for the year beginning May 3, 1932,
and ending May 3, 1933. Bidders shall state in writ-
ing the rate of interest they will pay on daily
balances and shall agree to carry the legally issued
deficiency warrants cf the City of Wichita Falls at
a rate of interest not exceeding 6% per annum and
shall furnish surety bond or other collateral securi-
ties satisfactory to the City Manager of the City of
Wichita Falls to guarantee this deposit. The success-
ful bidder shall recommend to the City an official of
the bank who shall be appointed as City Treasurer at
a salary not exceeding $10.00 per year."
Motion seconded by Alderman Spoonts and carried.
Moved by Alderman Spoonts that the budget for the fiscal year
beginning April 1 1932, and ending March 31, 1933, carrying total esti-
mated revenue of 4779,095.91 and total estimated expenditures of
$768,993.85 be approved with the understanding that the Council and City
Manager maim further reductions of expenditures if and when possible.
Motion seconded by Alderman McCutchen and carried by the fol-
lowing vote:
Yeas: Aldermen Spoonts, McCutchen, Prothro and Bridwell

Moved by Alderman McCutchen that the City Council give notice
of a public hearing as provided in Section 68 of the City Charter with
reference to the adoption of the appropriation ordinance; said notice
to be in substantially the following form:
"Notice is hereby given in compliance with the
provisions of Section 68 of the Charter of the
City of Wichita Falls, Texas, the Board of Alder-
men sitting as a committe of the whole will on
the 2nd day of May, 1932, at 7:30 P.M. in the
regular meeting place at the Memorial Auditorium
in said city hold public hearings on the proposed
appropriations ordinance for the year beginning
April 1, 1932, and ending March 31, 193311.
Motion seconded by Alderman Prothro and carried.

Moved by Alderman McCutchen that the City Clerk give
notice of the intention of the Board of Aldermen to enter into
contract with the Texas Electri Service Company for lights and
power f cr a period of ten yeavFrom April 1, 1932; said notice
to be in substantially the following form:
"Notice is hereby given in compliance with the
provisions of Section 103 of the Charter of
the City'of Wichita Falls, Texas, the Board
of Aldermen propose to take final action on a
contract with the Texas Electric Service Com-
pany to furnish electricity to the City cf
Wichita Falls for lights, power, and all other
purposes f cr a period of ten years from April
1, 1932, in regular meeting place at Memorial
Auditorium on the 16th day of May, 1932, at
7 : 30 P.M."
Motion seconded by Alderman Bridwell and carried.
The Surety Bond covering various city employees was pre-
sented by the City Manager and approved by the Council.
Moved by Alderman Spoonts that the meeting be adjourned.
Motion seconded by Alderman Bridwell and carried.
The Board of Aldermen then adjourned.
