regular session on the above date with the following members present:

The Minutes of the previous meeting were read and approved.
Moved by Alderman Bridwell that the City Attorney be in-
structed to proceed to file tax suits for the collection of delin-
quent taxes.
Motion seconded by Alderman Deaton and carried.
Moved by Alderman Bridwell that the Mayor appoint a com-
mittee fro% the Council to pass on property settlements for Right -of -
Way rerout*" Highway No. 5 through the City.

Moved by Alderman Deaton that the Board of Managers of the
Wichita General Hospital be authorized to settle the controversy with
reference to the rate for light and power furnished the hospital on a
basis of 30 per Kilowatt Hour.

ORDINANCE NO 1140
AN ORDINANCE ORDERING AN ELECTION IN THE CITY OF WICHITA FALLS,
TEXAS, TO BE HELD ON THE,I2TH DAY OF DECEMBER, A. D. 1933, FOR THE PUR-
POSE OF SUBMITTING TO THE QUALIFIED VOTERS OF THE CITY THREE PROPOSITION:
(1) WHETHER OR NOT SUCH VOTERS ARE IN FAVCR OF THE CITY CONSTRUCTING A
DITCH AROUND LAKE WICHITA FOR THE PURPOSE OF PROTECTING THE WATER SUPPLY
IN SAID LAKE AND BORROWING $100,000,00 FROM THE FEDERAL EMERGENCY ADMIN-
ISTRATION OF PUBLIC WORKS AND ISSUING OBLIGATIONS AGAINST THE WATERWORKS
SYSTEM AND THE REVENUES THEREOF FOR THAT PURPOSE`; (2) TO DETERMINE
WHETHER OR NOT SUCH VOTERS ARE IN FAVOR OF THE CITY CONSTRUCTING A DITCH
CONNECTING THE IRRIGATION SYSTEM AND CANAL AT CALL FIELD WITH THE IRRI-
GATION CANAL EAST OF HOLLIDAY STREET IN THE CITY OF WICHITA FALLS FOR
THE PURPOSE OF CONSERVING AND PROTECTING THE WATER IN LAKE WICHITA AND
BORROWING $46,000.00 FROM RITE EMERGENCY AIIIINISTRATION OF PUBLIC WORKS
AND ISSUING OBLIGATIONS AGAINST SAID PLANT AND THE REVENUES THEREOF FOR
THAT PURPOSE AND; (3) TO DETERMINE WHETHER OR NOT SUCH VOTERS ARE IN
FAVOR OF THE CITY CONSTRUCTING A CONDUIT FROM LAKE WICHITA TO THE WATER
PLANT FOR THE PURPOSE OF PROTECTING AND PRESERVING SAID WATER AS IT
FLOWS THROUGH THICKLY SETTLED PARTS BETWEEN THE LAKE AND THE WATER PLANT
AND BORROWING $222,000.00 FROM THE EMERGENCY AIMINISTRATION OF PUBLIC
WORKS AND ISSUING OBLIGATIONS AGAINST SAID PLANT AND THE REVENUES THERE-
OF FOR THAT PURPOSE; SUCH OBLIGATIONS TO BE PAID ONLY FROM THE REVENUES
OF SUCH PLAN , DESIGNATING THE PLACES AT WHICH SAID ELECTION IS TO BE
HELD, APPOINTING OFFICERS THEREOF, AND DECLARING AN EMERGENCY.
The Ordinance was read in full by the Mayor and discussed at
length by the members of the Board. It was finally decided that it was
best to submit the question to the taxpaying voters without recommenda-
tion. It was the expressed opinion of Alderman Bridwell, the City
Manager, and Alderman Myers that the need was not great enough to war-
rant the incurring of an obligation of $322,000.00 or less at this time.

to be read on three separate days be suspended, ana emergency de-
clared, and Ordinance No. 1140 be passed on its second reading.

FALLS, TEXAS:
SECTION 1. That an election be held in the City of Wichita
Falls, Texas, on the 12th day of December, A. D. 1933, for the purpose
of submitting to the qualified voters of the City of Wichita Falls the
following questions, to -wit:
1. Are you in favor of the City of Wichita Falls constructing
a ditch around Lake Wichita for the purpose of protecting
the water supply in said Lake and borrowing $100,000.00
from the Emergency Administration of Public Works of the
Federal Government and issuing obligations against the
Waterworks system and the revenues thereof for that pur-
pose; such obligations to be paid from the revenues of
such plant and in no event to be paid from the proceeds
of taxation?
2. Are you in favor of the City of Wichita Falls constructing
a ditch connecting the irrigation system and canal at Call
Field with the irrigation canal east of Holliday Street in
the City of Wichita Falls for the purpose of protecting
and conserving the water in Lake Wichita for domestic use
and borrowing $46,000.00 from the Emergency Administration
of Public Works of the Federal Government and issuing obli-
gations against said plant and the revenues thereof for
that purpose; such obligations to be paid from the revenues
of the waterworks system and in no event to be paid from
the proceeds of taxation?
3. Are you in favor of the City of Wichita Falls constructing
a conduit from the water plant, settling basin, and puri-
fication works to Lake Wichita to be used in conveying
water from Lake Wichita to said waterworks and for the
construction of a by-pass to supply Lake Kemp water for
irrigation purposes east of Wichita Falls, thereb con-
seraing Lake Wichita water supply, and borrowing 222,000.00
from the Emergency Administration of Public Works of the
Federal Government and issuing obligations against the
waterworks system and the revenues thereof for that purpose;
such obligations to be paid from the revenues of said plant
and in no event to be paid from the proceeds of taxation?

that area of city lying north and east of Wichita River to City
Limits on the north and east", shall vote at House No. 600 North
Broadway Box.
SECTION 3. The election shall be held in accordance with
the General Election Laws of the State of Texas and all qualified
property tax paying voters in said city shall be allowed to vote.
SECTION 4. That the form of the ballots to be used in
said election shall be as follows:

SECTION 5. That all voters desiring to vote in favor of said
propositions shall permit to remain on their ballot the work "Yes" and
those opposed shall permit to remain on their ballot the word "No."
SECTION 6. That notice of said election shall be given for
at least thirty (30) days by the Mayor by publication in the Wichita
Falls Record News, a newspaper of general circulation in Wichita County,
Texas, and published in the City of Wichita Falls; and such notice shall
be made by publishing a copy of this Ordinance with the words "Notice of
Election", prefix thereto once a week for three (3) consecutive weeks in
said newspaper; the first publication to be made at least thirty (30)
days preceding such election.
SECTION 7. The fact that an application has already been made
to the Emergency Administration of Public Works and that same must be
passed upon before the 1st day of January, 1934, and,that it is necessar
that the qualified voters express their opinion upon this question at an
early date in order that such funds may be procured, creates an emergene
and the rule requiring ordinances to be read on three several days is
hereby suspended; and this Ordinance is hereby declared to be an emer-
gency ordinance and shall take effect immediately upon its passage and
approval.
