Min 10/09/19331268 Wichita Falls, Texas Memorial Auditorium Building October 9, 1933 The Board of Aldermen of the City of Wichita Falls met in regular session on the above date with the following members present: Walter Nelson, Jr., Mayor J. S. Bridwell, X J. N. Prothro, Z George-D. Fox, X Aldermen Raymond M. Myers, Leon L. Deaton, X V. R. Smitham, City Manager W. E. McBro om, City C ler k Thelbert Martin, City Attorney The Minutes of the previous meeting were read and approved. After examination and discussion of the proposed ordinance amending the Wichita Falls Traction Company's franchise by allowing substitution of busses for street cars, the following motion was put in order: Moved by Alderman Deaton that the City Manager be instructed to examine the proposed ordinance carefully and set up his objections in writing and that the City Attorney be consulted with reference to the legal phases of the proposed franchise amendment; further hearing to be had at the next regular meeting. Motion seconded by Alderman Bridwell and carried. correction resolution authorizing the Mayor to make application to the Federal Emergency Administration of Public Works for waterworks improvement was presented and discussed. Several of the Aldermen expressed themselves as being un- willingto take any action that would increase the funded debt of the City. Alderman Bridwell was especially opposed to increasing the debt obligations of the City at this time. The City Manager, when called on for a recommendation, requested that the improvements be not made at this time due to the financial condition of the City and the fact that a large group of its citizens could not pay their taxes making it impossible for the City to now meet its debt obligations. The Board then decided to pass the resolution with the distinct understanding and agreement that if the loan is approved by the Federal authorities the obligation willnot necessarily be accepted by the City, and in no event shall the obligation be incurred until the question shall have been submitted and approved by a majority of the legally qualified taxpaying voters of the City. Whereupon the following motion was put in order: Moved by Alderman Deaton that the following resolution be adopted. Motion seconded by Alderman Bridwell and carried by the following vote: Yeas: Aldermen Deaton, Bridwell, Fox, Prothro, and Myers. Nays: None. 1269 RESOLUTION A RESOLUTION AUTHORIZING THE MAYOR OF THE CITY CF WICHITA FAILS TO MAIT APPLIC TION TO THE FEDERAL EMERGENCY AIMINISTRATION CP PUBLIC WORKS UNDER THE NATIONAL INDUSTRIAL RECOVERY ACT FOR LOANS TO FINANCE IMPROVEMENTS IN THE WATERWORKS OWNED BY THE CITY OF WICHITA FALLS AND AUTHORIZING THE SAID MAYOR TO ACCUMULATE INFORMATION AND EXECUTE ALL APPLICATIONS AND OTHER INSTRUMENTS NECESSARY AND PROPER IN APPLYIN7- FOR SAID LOANS. BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY CF WICHITA FALLS, TEXAS: SECTION 1. That Walter Nelson, Jr., Mayor, be and he is here- by authorized to make applications to the Federal Emergency Administra- tion of Public Works under the National Industrial Recovery Act for loans from the United States government as follows, to -wit: 1. One Hundred Thirty One Thousand Four Hundred ($131,400.00) Dollars to construct a ditch around Lake Wichita for the purpose of pro- tecting the water supply in said lake from contaminated water flowing into said lake from districts closely settled up and to prevent irriga- tion water from Lake Kemp from flowing into said lake. 2. Sixty Two Thousand One Hundred ($62,100.00) Dollars for constructing a ditch connecting the irrigation system and canal at Call Field with the irrigation canal east of Holliday Street in the City of Wichita Falls for the purpose of protecting and conserving the water in Lake Wichita for domestic use. 3. Three Hundred Three Thousand ($303,000.00) Dollars for the purpose of constructing a conduit from the water plant, settling basins, and purification woks located and situtated in the City of Wichita Falls to Lake Wichita to be used in conveying water from Lake Wichita to said waterworks and for the purpose of preserving and protecting said water as it flows through thickly settled parts between said Lake Wichita and the water plant. SECTION 2. That the said Mayor be and he is hereby authorized to execute in the name of the City of Wichita Falls said applications and any and all instruments proper and necessary in applying for said loans from the United States Government. PASSED AND APPROVED this 9th day of October, A. D. 1933. Moved by Alderman Deaton that the meeting be adjourned. Motion seconded by Alderman Bridwell and carried.
