The Board of Aldermen of the City'of Wichita Falls met
in regular session on the above date with the following members
present:

The r4inutes of the previous meeting were read and
approved.
The public hearing with reference to the application for
a permit to erect a gasoline service station at the corner of
Tenth and Broad Streets was called and after hearing no protests
the following motion was put in order:
Moved by Alderman Deaton that a permit be granted to
Mrs. Mattie Foweler for the erection and operation of a gasoline
service station at the corner of Tenth and Broad Streets.
Motion seconded by Alderman Bridwell and carried.
The following recommendation from the City Manager was
read by the Mayor:
Honorable Mayor & Board of Aldermen:
Agreeable to instructions from your Honorable Body I
have made a careful study of the report of a municipal light and
power system for the City of Wichita Falls submitted by Montgomery
& Ward, Consulting Engineers.
The report is comprehensive and contains all the
information required. The unit prices used to determine the
estimated cost of the project are those quoted by the manufacturers
for estimating purposes only, and I am reasonably sure that compet-
itive bids on all equipment, material, and supplies purchased
would reduce the estimated cost. of $2,309,409.00 at least 20%.
In spite of liberal allowances throughout the report, including
city and school taxes, replacement reserve, etc, it is clearly
shown that the plant would permit material reduction in rates to
which the consumers are entitled, pay itself out in twenty years,
and allow an annual chntingent fund of $$60,000,00. Of the 8904
consumers inside the city limits 80d/ would receive from 20% to 28%
reduction.

In view of the fact that negotiations with the officials of
the Texas Electric Service Company have failed to result in a satis-
factory reduction in rates, the Council, through its special committee,
having been recently informed that the Texas Electric Service Company
had no proposal to offer„ I rem ectfully recommend that the City pro-
ceed immediately to install an electric light ani power plant and
system, the initial installation not to cost: more than $500,000.00.
To carry out this recommendation I request that the Board of
Aldermen immediately call an election to be held within forty five (45)
days to determine whether ornot the voters of this city favor the erect
of such a plant, the cost of which is to be paid with revenue from the
plant and never to be paid by taxes direct or indirect.
That I be authorized to begin immediately to solicit custom
for such municipal plant, if installed.
I am firmly convinced that immediate action should be taken
and that if the people of the City of Wichita Falls are to have any
relief whatever from excessive charges for electric light and power,
that we must take the steps recommended above without further delay."
After discussing the proposition submitted by the City
Manager officials of the Texas Electric Service Company who were
present requested that further rate negotiations be resumed.
Moved by Alderman Myers that the report of Montgomery &
Ward, Engineers, with reference to the erection of a municipal light
and power plant be withheld from the officials of the Texas Electric
Service Company at this time.
Motion seconded by Alderman Bridwell and carried.
Moved by Alderman Deaton that the meeting be adjourned until
Friday at 9:00 A. M. for the purpose of meeting with the officials of
the Texas Electric Service Company with reference to a demand by the
City for lower light and power rates.
Motion seconded by Alderman Fox and carried.
The Board of Aldermen then adjourned.
