Min 03/27/19331184 Wichita Falls, Texas Memorial Auditorium Building March 27, 1933 The Board of Aldermen of the City of Wichita Falls met in regular session on the above date with the following members present: Walter Nelson, Jr., Mayor J. N. Pro thro , Z C. E. McCutchen, Z J. M. Spoonts, Z Aldermen R. 0. Harvey, X V. R. Smitham, City Manager W. E. McBroom, City Clerk Thelbert Martin, City Attorney The Minutes of the previous meeting were read and approved. Moved by Alderman McCutchen that the following resolution be adopted. Motion seconded by Alderman Spoonts and carried by the following vote: Yeas: Aldermen McCutchen, Spoonts, Prothro, and Harvey. Nays: None. RESOLUTION WHEREAS, it has been presented to the attention of the City Council of lVichita Falls, Wichita County, -eras, that an application has been filed by Cal -Tex Trucking Corporation, a foreign corporation, before the Railroad Commission of the State of Texas for a permit to transport general merchandise over State Highway No. 5 which includes a portion of the public streets of Wichita Falls; and WHEREAS, the City Council believes that the present common carrier service rendered the citizens of this City and surrounding territory by existing rail and motor carriers is adequate and sufficient to care for the needs of this territory; and WHEREAS, numerous accidents and deaths have occurred recently in this state as a result of such truck operation on congested highways and streets, and more especially large trucks carrying merchandise;and WHEREAS, additional use of the highways which are al- ready overcrowded will greatly damage, if not destroy, the high- ways in this city, which have already been seriously damaged by such excessive truck traffic; and 'WHEREAS, the streets of this City are, in a large part , built and maintained at public expense, derived both directly and indirectly from the taxpayers of this City, and it is our view that such streets should not be further burdened with, or destroyed by such unnecessary and unneeded truck operations; 11S5 THEREFOPE, BE IT RESOLVED that the Honorable Railroad Com- mission of Texas be, and it is hereby, requested to deny any or other additional permits to operate motor trucks over the highways and streets of this city and especia lly to those trucks operating as a common carrier of merchandise; and BE IT FURTHER RESOLVED that a copy of this resolution be filed with the Railroad Commission of Texas as evidencing the opposition of this Council and the citizens of this City to the granting of any additional permit for motor trucks for which applications have been made with this Honorable Body. PASSED AND APPROVED this 27th day of March, 1933. Moved by Alderman Prothro that the local post of the American Legion be granted permission to use the Auditorium August 26, 27, 28, and 29, 1933, for a state convention without charge. Motion seconded by Alderman Snoonts and carried. It was necessary that Mayor Walter Nelson, Jr., leave the meeting and upon motion duly made by Alderman McCutchen and seconded by Alderman Prothro, Alderman R. 0. Harvey was appointed Mayor Protem to act during the absence of the Mayor. Mayor Protem Harvey then took charge of the meeting. Renresentatives of the Southwestern Bell $ lephone Company appeared before the Council to explain in detail their position with reference to their investment in Wichita Falls- as it pertains to their present rates for service. Moved by Alderman Spoonts that the City Manager be in- structed to invite competent engineers to submit proposals for engineering service in connection with the construction of a muni- cipal light and power plant. Said proposals to be received at 7:30 P. M. April 10, 1933, in the Council Chamber in the Memorial Audi- torium. Motion seconded by Alderman Harvey and carried. Moved by Alderman tTeCutchen thA the meeting be adjourned subject to call of the Mayor. Motion seconded by Alderman Spoonts and carried.
