regular session on the above date with the following members present;

The Minutes of the previous meeting were read and approved.
Moved by Alderman Spoonts that Gillaspy and Gee be granted
a permit to operate a portable skating rink on the Mistletoe Creamery
Company property on Holiday Street adjoining the Wichita Falls and
Southern Railway. a - `-- ;4 --
Motion seconded by Alderman PcCutchen and carried.
Moved by Alderman Spoonts that Mrs. G. W. Green be permitted
to operate public dances on the D. E. Jarvis property on the Ft Worth
Highway near Holiday Creep Bridge; provided, however, that the permit
be cancelled if perfect order is not maintained.
Motion seconded by Alderman McCutchen and carried.
ORDINANCE NO 1119
AN ORDINANCE ADDING PARAGRAPH 7 TO SECTION 2B AND AMENDING
SECTION 2B-1 OF ORDINANCE NO. 238, PASSED AND APPROVED ON THE 28TH
DAY OF DECEMBER, A. D. 1916, ENTITLED "AN ORDINANCE REQUIRING PHYSI-
CIANS AND OTHER PERSONS TO REPORT THE EXISTENCE OF CERTAIN C013MICABLE
DISEASES, PROVIDING FOR QUARANTINE, ISOLATION, DISINFECTION, REGULATING
THE CONDUCT OF PERSONS SUFFERING FROM SUCH DISEASES AND OF CONTACTS
AND FIXING PENALTIES," SO AS TO ONLY REQUIRE PERSONS SUFFERING FROM
DIPS TO BE EXCLUDED FROM SCHOOL AND PUBLIC GATHERINGS BUT REQUIRING
THAT ALL CASES BE REPORTED TO THE HEALTH OFFICER FOR STATISTICAL
PURPOSES.
Moved by Alderman Spoonts that Ordinance No. 1119 be passed
on its second reading.
Motion seconded by Alderman Prothro and carried by the
following vote:

Moved by Alderman McCutchen that the Treasurer be instructed
to transfer the following funds from various funds to the Street Fund
to cover supplies furnished other departments during the months of
September 1932 to January 1933, inclusive:

RESOLUTION
BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF W
FALLS, TEXAS::
SECTION 1. That an election is hereby called to be held on
the 4th day of April, A. D. 1933, for the purpose of electing three
Aldermen for the City of Wichita Falls, Texas.
SECTION 2. The places for which Aldermen shall be elected
are hereby designated as Nos. 1, 2, and 3. Said Aldermen shall serve
the City of Wichita Falls for the ensuing two years and until their
successors are elected and qualified.
SECTION 3. Said election shall be held in accordance with the
laws of the State of Texas and ordinances and Charter of the City of
Wichita Falls, made and provided in such cases. The places for holding
said election shall be at the Central Police Station, Wichita County
Court House, Reagan Junior High School, House No. 2214 Holliday Street,
Alamo School, Avenue H and Giddings Street Fire Station, Sam Houston
School, Buchanan Street Fire Station, Evans Pharmacy, House No. 600
North Broadway, and shall be conducted by the following named persons:

All voters living in Wichita County Voting Precincts No. 14,
15, and 18, which are included within the following boundary: "Being
that area bounded on the east by Brook Avenue from Wichita River to
Elizabeth Street; bounded on the south by center line of Elizabeth
Street and Avenue C; bounded on the west by center line of Monroe Street
from Avenue C to Tenth Street, along center line of Tenth Street from
Monroe to Taylor Streets, along center line of Taylor Street from Tenth

Elizabeth to City Limits; bounded on the south by City Limits; bounded
on the west by center line of Kemp Blvd. from City Limits to Wichita

SECTION 4. Thirty days notice of the time and place of
holding said election shall be given by the Mayor by posting copies
of the election resolution at three public places in the City of
,Wichita Falls, to -wit: One at the Wichita County Court House, one'
jat the Alamo School, and one at the Central Police & Fire Station,
in said City and by publishing a copy of this resolution in the
Wichita Falls Record News, a newspaper of general circulation in the
City of Wichita Falls published for, at least, one year prior to the

date of this notice and being the official organ of said city.

RESOLUTION
WHEREAS, THERE HAS BEEN INTRODUCED IN TcE LEGISLATURE OF THE
STATE OF TEXAS HOUSE JOINT RESOLUTIONS NUMBERS 7918- 25 AND 27, IN
WHICH IT IS PROPOSED TO AMEND THE CONSTITUTION OF THE STATE OF TEXAS
AND IN CERTAIN MANNERS EXEMPT ALL HOMESTEADS IN TEXAS FRCIV1 ALL TAXES
INCLUDING CITY AND SCHOOL TAXES; AND
WHEREAS, THERE HAS BEEN INTRODUCED IN THE LEGISLATURE HOUSE
BILL NO. 340, WHICH PROVIDES THAT CITIES AND SCHOOLS SHALL NOT ASSESS
TAXABLE PROPERTY AT VALUES HIGHER THAN VALUES FIXED FOR COUNTY AI D
STATE PURPOSES; AND
WHEREAS, THE MAYOR AND BOARD OF ALDERMEN OF THE CITY OF
WICHITA FALLS ARE OF THE OPINION THAT THE SUBMISSION AT THIS TIME OF
CONSTITUTIONAL AMENDMENTS TO THE PEOPLE, ATTIIVIPTING TO EXE[TT HOME-
STEADS FROM CITY AND SCHOOL TAXES WILL SERIOUSLY INTERFERE WITH THE
COLLECTION OF TAXES ON SUCH PROPERTIES AND IF SUCH AMENDMENTS TO THE
CONSTITUTION WERE ADOPTED, THAT IT WOULD BE ALMOST FATAL TO ALL CITIES
IN TEXAS AND TO OUR PUBLIC SCHOOL SYSTEM, AND THEY ARE FURTHER OF THE
OPINION THAT IF CITIES AND SCHOOLS ARE FORCED TO TAKE PROPERTY FOR
TAXES AS LOW AS COUNTIES AND THE STATE OF TEXAS NOW TAKE TAXES FOR SUCH
PROPERTIES THAT IT WILL BANKRUPT BOTH THE CITIES AND SCHOOL DISTRICTS
OF TEXAS.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF
THE CITY OF WICHITA FALLS, TEXAS:
SECTION 1. That we most earnestly protest against the passage
of said joint resolutions above mentioned and described and said house
bill above mentioned and we do hereby request. our State Senator, Hon.
Ben G. Oneal and our representatives in the Legislature, Hon. Bob Long,
Hon. Chas. H. Tennyson, and Hon. Albert G. Walker, to use their influence
to defeat the passage of such resolutions of such bill and to vote
against the passage of same when they are submitted to the Legislature
for vote.
SECTION 2. That a signed copy of this resolution be mailed to
each of said persons.
PASSED AND APPROVED this 27th day of February, A. D. 1933.
