Welcome & Introduction Mayor Santellana, the TPC chairperson, called the meeting to order at 8:30 a.m. and welcomed everyone in attendance. II. Public Comment on Agenda and Non -Agenda Items Mayor Santellana asked for any public comments on agenda and non -agenda items. There were no public comments. III. Review and Approve the Transportation Policy Committee's October 23, 2019 Meeting Minutes Mayor Santellana asked for any comments or corrections to the October 23, 2019 TPC meeting minutes. Receiving none, he asked for a motion to approve the minutes. Mr. Beaver made the motion to approve. Mr. Wilde seconded the motion, which passed unanimously. Review and Comment Regarding the Technical Advisory Committee's January 16, 2020 Meeting Minutes - No Action Required Mayor Santellana asked for any comments or questions regarding the January 16, 2020 Technical Advisory Committee meeting minutes. Mr. Barnett informed the committee that the majority of the TAC meeting was devoted to reviewing and commenting on the 2020-2045 Metropolitan Transportation Plan update. There were no other comments. The committee then moved on to the next agenda item. V. Review and Approve the 2019-2022 Transportation Improvement Program (TIP) Revision: TxDOT On -System Bridge Replacement Project on FM 171 at Bear Creek Mayor Santellana directed the committee's attention to page 13 of the meeting packet. Mr. Barnett stated the amendment to the 2019-2022 TIP submitted by the Wichita Falls TxDOT District Office programs Category 6 Bridge Replacement and Rehabilitation funds to replace the bridge at Bear Creek located on FM 171. Mr. Barnett stated the total project cost for this bridge replacement is $1,204,568. Mayor Santellana asked for any questions or comments regarding the amendment to the TIP. Receiving none, Mayor Santellana asked for a motion to approve the amendment to the 2019-2022 Transportation Improvement Program. Judge Gossom made the motion to approve. Mr. Schreiber seconded the motion, which passed unanimously. VI. Consultant Presentation of the 2020-2045 Metropolitan Transportation Plan update. Review and Adoption of the Plan Update by the Policy Board to Follow Discussion Mr. Barnett stated that each Policy Board member should have received all eight chapters of the 2020-2045 Metropolitan Transportation Plan update within their meeting packet. He stated this was the final draft of the MTP update. WFMPO staff posted all chapters on their website for 30-day public comment period. On January 16th, the TAC committee reviewed and made final comments and changes to the update, which were then forwarded to WFMPO's consultant, Alliance Transportation Group (ATG). Mr. J.D. Allen, Project Lead for ATG, gave a presentation of the MTP update to the Policy Board, discussing what each chapter entails. Mayor Santellana asked for any comments or questions regarding the 2020-2045 MTP plan update. Receiving none, he asked for a motion to adopt the 2020-2045 Metropolitan Transportation Plan update. Mr. Beaver made the motion to adopt. Judge Gossom seconded the motion, which passed unanimously. The committee moved on to the next agenda item. VII. Other Business: a. Discussion & Overview of Progress on Local Transportation Projects - City and TxDOT staff (Quarterly Review) it . Mr. Schreiber reported on the Taft Blvd. widening stating it was at 85% design and would begin this summer. Hike and Bike Trail from Lake Wichita Park to Larry's Marina was at 50% design and would bid in July. 2020 Asphalt Street Rehab was at 95% design and would be awarded in March. Current construction projects include Kemp -Monroe Drainage at 95% complete, 2019 Asphalt Street Rehab at 95% complete, Armstrong Drive rehabilitation began construction in December 2019. Maplewood extension construction will begin this month. Hike and Bike Trail from Wichita Falls MPO TPC Meeting January 29, 2020 Page 12 Loop 11 to Lucy Park began construction in January. Hike and Bike Trail from Barnett Road to Seymour Highway began construction in January. TxDOT: Mr. Rohmer reported two roadway projects that will begin Monday. Kramer Road centerline rumble strips and Rathgeber Road widen pavement have both been let. He reported that US 287 bridge approaches will begin early summer. FM 369 seal coats will also begin in the summer. Hike and Bike trail from Seymour Highway to Barnett road is ongoing. b. MPO Quarterly Financial Report (4th Quarter FY 2019 - July, August, September) Mr. Barnett reported on the 4th quarter expenses for the MPO. He stated that the MPO had spent approximately 52.65% of its total allocation for FY 2019. Mr. Barnett asked for any comments or questions on the fourth quarter financial report. He received none. c. Grouped TxDOT CSJ Projects Report Ms. Lee reported on the 4th quarter grouped CSJ projects report. Ms. Lee discussed minor changes to the projects over the quarter. d.
