Welcome & Introduction
Mr. Barnett, TAC chairperson, called the meeting to order at 2:46 p.m, and welcomed
everyone in attendance.
II. Public Comment on Agenda and Non -Agenda Items
Mr. Barnett asked for any public comments on agenda and non -agenda items. There were
no public comments on agenda and non -agenda items.
III. Review and Approval of the October 10, 2019 Technical Advisory Committee's
(TAC) Meeting Minutes
Mr. Barnett asked for any comments or corrections to the October 10, 2019 TAC meeting
minutes. Receiving none, he asked for a motion to approve the minutes. Mr. Rohmer made
the motion to approve. Mr. Reaves seconded the motion, which passed unanimously.

IV. Review and Comment Regarding the October 23, 2019 Transportation Policy
Committee's (TPC's) Meeting Minutes - No Action Required
Mr. Barnett asked for comments on the October 23, 2019 TPC meeting minutes. Receiving
none, the committee moved on to the next agenda item.
V. Review and Recommendation to the Policy Board to Approve 2019-2022
Transportation Improvement Program (TIP) Revision: TxDOT On -System Project
Mr. Barnett directed the committee's attention to the Transportation Improvement
Program (TIP) handout provided at the meeting. He stated there was one TIP revision
needing review and recommendation to forward to the Policy Board for approval. Mr.
Barnett discussed the bridge replacement project located on FM 171 at Bear Creek, which
applied to FY 2020-2021 within the TIP. The total authorized amount for the bridge
project was $1,049,824, which brings the total for the 2019-2022 TIP to $7,840,486. Mr.
Barnett asked for a motion to forward the revision to the Policy Board for review and
approval. Mr. Reaves made the motion to forward the document. Mr. Wilkinson seconded
the motion, which passed unanimously.
VI. Presentation of the Final Draft 2020-2045 Metropolitan Transportation Plan
Update for Review and Comment. Recommendation to the Policy Board for
Approval Will Follow Discussion
Mr. Barnett directed the committee's attention to the enclosed chapters of the 2020-2045
Metropolitan Transportation Plan update. Mr. Barnett stated this was the final draft of
the 2020-2045 plan update, which includes the current WFMPO Prioritized Project list.
Mr. Barnett stated that MPO staff posted the document for public review and comment,
which ran from December 18, 2019 to January 18, 2020.
Mr. Barnett gave a brief overview of the chapters and outlined some pertinent
information and areas needing correcting. Mr. Barnett asked for any other comments or
corrections to the 2020-2045 update. Receiving none, he asked for a motion to forward
the document with corrections by the consultant, Alliance Transportation Group, to the
Policy Board for approval. Mr. Allbritton made the motion to forward the document. Mr.
Boswell seconded the motion, which passed unanimously.
VII. Other Business:
a. Discussion & Overview of Progress on Local Transportation Projects - City and
TxDOT staff (Quarterly Review)
City: Mr. Boswell reported Taft Blvd. widening was at 85% design and would begin
this summer. Hike and Bike Trail from Lake Wichita Park to Larry's Marina was at
50% design and would bid in July. 2020 Asphalt Street Rehab was at 95% design and
would be awarded in March. Current construction projects include Kemp -Monroe
Drainage at 95% complete, 2019 Asphalt Street Rehab at 95% complete, Armstrong
Drive rehabilitation began construction in December 2019. Maplewood extension
construction will begin this month. Hike and Bike Trail from Loop 11 to Lucy Park
began construction in January. Hike and Bike Trail from Barnett Road to Seymour
Highway began construction in January.

T D T: Mr. Rohmer reported two roadway projects that will begin Monday. Kramer
Road centerline rumble strips and Rathgeber Road widen pavement have both been
let. He reported that US 287 bridge approaches will begin early summer. FM 369 seal
coats will also begin in the summer. Hike and Bike trail from Seymour Highway to
Barnett road is ongoing.
b. MPO Quarterly Financial Report (4th Quarter FY 2019 - July, August,
September)
Mr. Barnett reported on the 4th quarter expenses for the MPO. He stated that the MPO
had spent approximately 52.65% of its total allocation for FY 2019. Mr. Barnett asked
for any comments or questions on the fourth quarter financial report. He received
none
c. Grouped TxDOT CSJ Projects Report
Ms. Lee reported on the 4th quarter grouped CSJ projects report. Ms. Lee discussed
minor changes to the projects over the quarter.
d. Other Items
