Ordinance authorizing acquisition by purchase and/or condemnation
of 2 Permanent Drainage Easements and 13 Temporary Construction
Easements (TCE) for the Taft Boulevard Road Widening Project from
FM 2380 (Old Lake Road) to near FM 369 (Southwest Parkway);
proposed and approved by the 2018 Bond Election as described in the
commentary and ordinance language
WHEREAS, the City of Wichita Falls finds it is in the public's best interest to acquire
Exhibit 1 A. Drainage Easement having an area of 7,572 square feet out of the remainder
of TRACT 1, BLK 7, Sayles Irrigation Subdivision (Shoop)
Exhibit 2 A. Drainage Easement having an area of 1,334 square feet within a called 1.67-
acre tract being in the J.A. Scott Survey 7, Abstract No. 295 (Schmehl)
Exhibit 3 A. Temporary Construction Easement having an area of 11,512 square feet out
of a Tract of Land being in Blocks 7 & 8, Sayles Irrigation Subdivision of the J. A. Scott

to widen Taft Boulevard and improve traffic safety, and
WHEREAS, the City Council finds that property interests as presented must be
acquired to complete this project, and in accordance with state law, the City must offer
the fair market value to the owners for the acquisitions.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
The City Council has determined that the property interests described and depicted
in the following attached Exhibits 1A - 15A (including the field notes and legal
descriptions) are necessary for the 2020 Taft Boulevard Widening Project and the City
Manager is hereby authorized to direct the Property Administrator to bargain in good faith
for the purchase of the property interests with just compensation to be offered to the
property owners for an amount that has been determined to be the fair market value.
