Resolution approving the programs and expenditures of the Wichita
Falls 4B Sales Tax Corporation Board of Directors and amending the
budget to include funding up to $100,000 to Arts Council, Wichita Falls
Area, Inc. to renovate the existing entertainment venue at 2120
Speedway Avenue otherwise known as "The Forum".
WHEREAS, Texas Local Gov't. Code § 501.073(a) provides "The corporation's
authorizing unit will approve all programs and expenditures of a corporation and annually
review any financial statements of the corporation;" and,
WHEREAS, on March 10, 2020, the Wichita Falls 4B Sales Tax Corporation
(413STC) approved the project listed below and as stated in its agenda.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
1. The Wichita Falls 4B Sales Tax Corporation's approval and funding of the
following programs and expenditures, in a total amount not to exceed $100,000 as
described below and in said corporation's agenda, is approved:
An amount up to $100,000 to Arts Council, Wichita Falls Area, Inc. to
renovate the existing entertainment venue at 2120 Speedway Avenue
otherwise known as "The Forum".
2. The current fiscal year budget of the 4B Sales Tax Corporation is amended to
provide for the aforementioned expenditures and changes thereto.

drapes to the auditorium area will complete the project.
Wichita Falls has become a hub of activity for the region. Currently we have a
partnership with Region IX and Wichita Falls I.S.D: through our virtual tours and
distance learning lab classes. This program has been in existence for five years,
beginning the sixth in 2019-2020. With the improvements to the Forum, we hope to
serve as a venue of choice for the regional schools to host UIL drama activities, stage
their concerts or plays, and for students to attend performances.
For the past twenty-five years the Arts Council has connected with art organizations of all
genres to bring the community together with its venues serving as performance locations.
Now, with this history of success for preservation and finding successful adaptive reuse
of two historical buildings, it is time to expand our vision to have a setting that can
accommodate all types of performances. The Arts Council Board feels it is our
responsibility to create a safe and elegant performance center for the benefit of all
generations so that many may come to Wichita Falls to appreciate the amenities that are
offered by living in North Texas.

Several years ago we reviewed the possibility of replacing the floor mounted folding partitions for the
Forum. We retained the services of Mr. Frank Fischer, P.E. for a brief structural analysis of the existing
steel framing and truss girders. The existing partition system is supported mainlyfrom a roller bearing
wheel system guided on a track imbedded flush with the Terrazzo flooring. Modern folding partitions
are supported from above and glide right over the top of the floor system. Mr. Fischer concluded the
existing steel framing could support the weight of a new overhead braced system with minor
modifications.

Dick,
I have spoken with Jana and also with Jason Mayfield, who runs the sound for their shows. They were
very helpful in describing the problems and concerns -
The biggest problem is that they are bringing in loud, energetic acts that fill up a small room like this
with a lot of energy. Even the "acoustic" performers are mic'ed and amplified, but they are less of a
problem than a rock band. The audience is still, by and large, an older crowd, not as receptive perhaps
to the loud music.
The room will be improved by doing some or all of the things listed in our earlier report, by adding low -
frequency sound absorption, and by helping diffuse the energy so that it does not create "hot" spots. It
will still be too small a room for some of the louder acts, however. I believe that Jason is doing
everything he can to control the amplified sound — he knows and understands the quirks of the room,
and he thought that the described treatments would help.
Here are my current recommendations and approximate prices
Remove and replace the existing acoustical panels in the upper rear wall corners. This will be
faster and easier than trying to reuse them, and probably won't cost any more.
Approximate cost — 12 panels each 4'x5' x4" thick; remove existing panels: $6,000.00
Add operable drapes on the upper rear wall. These would be hand -drawn from the main floor
level (adding a motor would be complicated and add at least $5,000.00 plus electrical, controls,
etc.).
Approximate cost — 2 drapery panels at 100%fullness, heavy velour (22 oz/sq.yd.) on curtain rod
— each panel area about 10' x 15'. Pulleys and pull cords mounted at floor
level. $6,000.00
AS AN ALTERNATIVE, USE FIXED PANELS INSTEAD OF THE DRAPES —THE WINDOWS WOULD
STILL REFLECT SOUNDS.
Add upper wall panels on either side of and below windows: 4 panels [ 3'x4'x4" on either side
of the Windows; 3 panels at 3'x4'x2" under the windows.
Approximate cost -

Fixed acoustical panels on the upper side walls. These would both absorb and diffuse low
frequency energy by using a wedge shape (3-3/16"' thick to 5-3/16" thick).

Since the drapes are often closed on the lower windows, we do not see the need to add the
dead hung drapes there (item u5 in our earlier report) —these would be a handling, storage and
mamtena ice problem Future consideration might be g'ven to adding fixed panels at the rear
corners just past the windows/doors on the side walls.
SUMMARY
The so utions using draperies would total approximately 516,000.00 if all done at the same
t me.
The solutions using fixed panels on the upper rear wall around the windows woul�- totat
approximately $13.600.00 if all done at the same time.
�n order of preference of treatments, I recommend the following.
Add the fixed acoustical panels on the upper side wal s (Item R4 above) Cost $4,000,00
Add ether the drapes (item #2 above) or the fixed panels (Item 93 above) to the upper rear
wall. Cost $6,000 00 or $3,600 00, Note that the drapes would offer more flexobility in
adjusting the sound, and would cover the windows when needed.
Remove and replace the existing panels (Item #1 above). Cost $6,000 Oo

This letter is in support of the Arts Council application for a grant from the Texas Commission
on the Arts for projects that use an to promote innovations in K-12 education. The Region 9
Education Service Center has worked in partnership with the Arts Council on many occasions for
events such as Texas Living History Day but another extremely beneficial collaboration has been
the Distance Learning Labs and Virtual Tours which has celebrated 5 years.
The Distance Learning Labs and Virtual Tours have provided opportunities to have artistic tours
in K-12 schools and enrich the lives of the students in the region without leaving the classroom.
Often there is not an art teacher or the experience is uniquely provided by another trained
professional who brings their expertise and passion to the students via the distance platform in
which students are still able to participate interactively. The students have the opportunity to
listen to experts on many different topics and are given the chance to ask questions in real time.
Indeed, the partnership has atTorded students in Region 9 school districts exposure to experiences
they would not have had otherwise and greatly impacted regional education.
Ours records indicate that in the last school year, 1,117 students from 23 campuses, including all
grade levels Kindergarten-12", participated in the Distance Learning Nabs!
Region 9 is extremely pleased to he able to continue this unique partnership we have had with
the Wichita Falls Arts Council and look forward to many more opportunities for connections.

It is my pleasure to write you on behalf of The Kemp Center for the Arts. This wonderful organization is
a terrific supporter and facilitator for art education in Wichita Falls and the surrounding areas through
several innovative K-12 programs. As Fine Arts Director for Wichita Falls ISD, I've been witness to these
programs inaction over the past four years, and very much look forward to continuing this partnership
for the continued well-rounded education of our student learners.
One such program offered by The Kemp Center for the Arts is elementary art Distance Learning Labs. In
this program, any art teacher at one of sixteen elementary schools in WFISD is able to sign up to have a
professional artist and/or trained teaching artist, teach an art lesson via computer -based distance
learning software. The teaching artist is presented in real-time, allowing him/her to pace the lesson
according to students' needs, and interact with the students. Lessons are varied throughout history,
world regions, and mediums. one of the biggest perks for our schools is that the materials for the
lesson are provided to the teacher through the distance learning program. Not only does this program
aid teachers with limited budgets in providing additional learning opportunities with mediums we may
not typically be able to provide our students, but it is also provides professional development for our art
teachers as they observe another teaching artist in action, These live lessons are also recorded and may
be played for other classes, or reviewed by a teacher in preparation for him/her to teach the same
lesson independently to other classes.
Another program provided to our students and teachers is the Virtual Tour program. This program
coordinates many community resources such as our local regional education service center, local
television studios, teaching artists, and schools to bring the outside community to our classrooms in
grades kindergarten through grade 12. These tours have included things like the science of music
featuring a professional symphony musician, recording studio technology, tours of art galleries,
introduction to art therapy, the art of literary writing, cowboy art, etc and relate to all subject areas
found in a school. The Kemp Center for the Arts' staff is very creative and collaborative, showing
students that 'art' really has a broad definition and is woven into every fiber of our being.
I consider our school district extremely fortunate to be We to partner with The Kemp Center for the
Arts, as the value they provide in enriching our students' lives Is immeasurable. It is my hope that our
students will continue to benefit from these innovative and supportive programs for years to come.

I am so looking forward to the 5th season of the Distance Learning Labs and Virtual Tours
presented by the Kemp Center for the Arts, Region 9 and KFDX-TV.
I have been serving as host for many of the episodes and have been delighted by the programs
developed by the Kemp Center. Personally I have learned a great deal on each episode. The
guests have always proven to be experts in their topic areas which makes hosting the programs
easy and actually fun. The Kemp Center staff brings extra effort to make sure I, and the
television station staff, are well prepared. The topics they have selected have been very
interesting.
The "virtual' tour aspect of the programs effectively compresses the time and distance hurdles
associated with visiting some of our subject matter. It has also created a great partnership
between students and the television station. Our team worked with Region 9 to set up the
system and many of the episodes have included pre -production executed by our staff, which
they have enjoyed. I regularly see staff members watching the tours in our studio out of the
corner of my eye.
The benefit for students is obvious as they get to see and learn about highlights in our region
they might not otherwise see due to time and travel difficulties. Dinosaur bones, blacksmithing
and local art installations are just a few. The Kemp Center has always reminded me to look for
the "art" in our topics. Who have thought to look for art in geologic formations, but we did!

I would like to take a minute to thank the Kemp Center for the Arts for providing my art students
with amazing teaching artists, wonderful supplies, and the ability to create on a b!-weekiy basis
through the distance learning program. t teach elementary art at Fain Elementary in Wichita
Falls, TX to approximately 450 students ages kindergarten through 5th grade. For the past four
years, I have had the privilege of exposing my students to amazing artists with different
viewpoints through the distance learning program provided by The Kemp Center for the Arts.
White my 3rd grade students are allowed the opportunity to participate via Skype, my entire
school is allowed to learn through this program! Videos are made available for the entire
school, and I am constantly learning and able to relay that learning to the rest of my students.
Growth mindset and the arts go hand in hand!
As the only art teacher at my school, it is refreshing and exciting to learn from the artists that
teach my students via Sli I feel as if I am a student also. My students are able to hear
about the experiences these artists have had in different countries and be exposed to different
artwork. I feel that this type of exposure is what creates a growth miridset, and allows my
students to see the world from a broader view. It teaches them to celebrate multiple
perspectives, and that there are many ways to see and interpret the world. My students are
able to see that small difference in art can have a large effect. It leaches them to embrace
diversity, preserve, have an opinion, appreciate beauty, break away from stereotypes, see other
viewpoints, and find multiple ways to solve a problem, The arts teach students how to see life!
My students were allowed the opportunity to work with terracotta clay this year, and learn about
pots from ancient Greece. They were also allowed to create monsters by collaging beautiful
paper, and create cards with their own artistic design for people they admire! These are only a
few on the projects and experiences they were able to take part in because of the distance
learning program. I must take the time to thank the distance learning program for providing new
and different materials. As student artists, the ability to experience new and different supplies is
an amazing experience in itself)
