Res 038-2020 4B Funds to Half Pint III LLC 809 Ohio 4/7/2020Resolution No. 38-2020 Resolution approving the programs and expenditures of the Wichita Falls 4B Sales Tax Corporation Board of Directors and amending the budget to include funding up to $50,975 to Denton Keltner, dba Half Pint III LLC, to renovate the existing building at 809 Ohio into a mixed use retail and entertainment establishment WHEREAS, Texas Local Gov't. Code § 501.073(a) provides "The corporation's authorizing unit will approve all programs and expenditures of a corporation and annually review any financial statements of the corporation;" and, WHEREAS, on March 10, 2020, the Wichita Falls 4B Sales Tax Corporation (413STC) approved the project listed below and as stated in its agenda. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS, THAT: 1. The Wichita Falls 4B Sales Tax Corporation's approval and funding of the following programs and expenditures, in a total amount not to exceed $50,975 as described below and in said corporation's agenda, is approved: An amount up to $50,975 to Denton Keltner, dba Half Pint III LLC, to renovate the existing building at 809 Ohio into a mixed use retail and entertainment establishment. 2. The current fiscal year budget of the 4B Sales Tax Corporation is amended to provide for the aforementioned expenditures and changes thereto. PASSED AND APPROVED this the 7t" day of April, 2020. ATTEST: City Clerk February 19, 2020 City of Wichita Falls 4B Sales Tax Corporation Board c/o Paul Menzies Re: 4B Board Request for 809 Ohio Ave. from Half Pint III LLC Dear Mr. Menzies, I am requesting to be heard at the next 413 Board meeting to ask for assistance with fire suppression at 809 Ohio Ave. in downtown Wichita Falls. Half Pint III LLC purchased the property in November of 2018. The property was in serious disrepair and our goal is to rehab the property and put it back in service. After cleaning out the property that was full of items left from the previous owner, it was determined the roof needed to come off as it was not salvageable. The roof was removed July 2019 and we created a plan to rebuild. The property is not located in the historic district. The project was approved for funding by Texoma Community Credit Union. The project will include a new foundation, new storefront, roof structure, roof covering, interior finish out, fire suppression, mechanical, electrical, and plumbing. It will be rebuilt as a two -tenant space divided in half front to back. We have a signed lease from Abilene Axe Company to occupy Suite 200 and Half Pint will occupy Suite 100 with a new entertainment venture under a new company. Syd Litteken is serving as the architect and general contractor. Estimated construction cost is $588,000 less $35,000 for real estate acquisition equals $553,000. Half Pint has also spent $28,000 on clean out and demolition of the roof and interior. Fire suppression bid attached is $50,975 which is less than 10% of the project. The total does not include approximately $100,000 in new business personal property that will be added for the new business venture. Our nsk is for $50,975 for fire suppression. We are aware the funds are in the form of a forgivable 5-year loan at 20a/a per year and only payable upon the acquisition of a certificate of occupancy from the City of Wichita Falls. As a side note, 4B invested approximately $44,200 in Half Pint at 817 Ohio Ave. in December 2017. Since that time in the last 25 months, Half Pint has returned over $48,000 directly to the city from the 2% sales tax. This doesn't include an increase in property taxes from the remodel. Half Pint and this project would not have been possible without the support of the City of Wichita Falls and 4B Sales Tax Corporation Board.
