Res 037-2020 4B Funds to Anchored DT LLC 620 Ohio 4/7/2020Resolution No. 37-2020 Resolution approving the programs and expenditures of the Wichita Falls 4B Sales Tax Corporation Board of Directors and amending the budget to include funding up to $26,000 to Anchored DT LLC, to renovate the existing building at 620 Ohio into a mixed use establishment. WHEREAS, Texas Local Gov't. Code § 501.073(a) provides "The corporation's authorizing unit will approve all programs and expenditures of a corporation and annually review any financial statements of the corporation;" and, WHEREAS, on March 10, 2020, the Wichita Falls 4B Sales Tax Corporation (413STC) approved the project listed below and as stated in its agenda. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS, THAT: 1. The Wichita Falls 4B Sales Tax Corporation's approval and funding of the following programs and expenditures, in a total amount not to exceed $26,000 as described below and in said corporation's agenda, is approved: An amount up to $26,000 to Anchored DT LLC, to renovate the existing building at 620 Ohio into a mixed use establishment. 2. In February 2020, the Owner purchased the property located at 620 Ohio Ave. Originally known as the McIntosh Building, the property was built in 1914, and it is a contributing building in the Depot Square Historic District. It was subdivided by a frame partition in its early decades, and was listed as 620 and 622 Ohio Ave. It is the Owner's intent to preserve the historical integrity of the building and restore it back to its subdivided use as established in the early 20`h Century. Anchored DT, LLC is comprised of Daniel Ahern, John Dickinson, and John Barad. These individuals have accomplished multiple projects primarily due to strong public -private partnerships with the City including 614 Indiana Ave (Hook and Ladder), 615 8th St (Iron Horse Pub), 711 Indiana Ave (Southemly Inspired), and 800 Ohio Ave (Zales Building) (John Dickson, General Contractor). Due to the current state of the building and the requirements that come with restoring a historic building, the building will require an extraordinary amount of work. The project includes but is not limited to the following: 1.) upgraded electrical; 2.) flooring; 3.) new HVAC units; 4.) new relocated bathrooms; 5.) paint; and 6.) exterior and interior improvements. The building will be subdivided into two spaces and leased to two tenants resulting in a positive impact on the economic status, stability and revitalization of downtown Wichita Falls. Additionally, all architects, general contractors, and subcontractors are local small businesses which will improve the local economy by increasing the spending ability of local businesses and consumers. The estimated acquisition and construction costs (including historic preservation requirements) is $424,115.04 (attached Exhibit "A"). The enclosed mechanical, electrical, and plumbing bids total $76,335,04. The Owner is asking for ten percent (10%) of the total project cost which is less than the total estimate for mechanical, electrical, and plumbing. It is our hope that the 4B Board will approve our request for $42,411.50 towards the mechanical, electrical, and plumbing components of our project.
