Min 02/18/2020W/C1 �64r ra (S T E X A S Item 1 - Call to Order City of Wichita Falls City Council Meeting Minutes February 18, 2020 The City Council of the City of Wichita Falls, Texas met in regular session on the above date in the Council Chambers of the Memorial Auditorium Building at 8:30 o'clock a.m., with the following members present. Stephen L. Santellana - Mayor DeAndra Chenault - Mayor Pro Tem/Councilor District 2 Tim Brewer - Councilor District 4 Michael Smith - Councilor District 1 Bobby Whiteley - Councilor At -Large Darron Leiker Kinley Hegglund Marie Balthrop Absent: Jeff Browning Steve Jackson - City Manager - City Attorney - City Clerk - Councilor District 3 - Councilor District 5 Mayor Santellana called the meeting to order at 8:30 a.m. Item 2a — Invocation Pastor Reggie Coe, Grace Church, gave the invocation. Item 2b — Pledge of Allegiance Mayor Santellana led the Pledge of Allegiance. Mayor Santellana recognized Mayor for the day Tucker Hrncirk from Fowler Elementary. Item 3-5 — Consent Agenda 8:34 a.m. City Manager Darron Leiker gave a briefing on the items listed under the Consent Agenda. Moved by Councilor Brewer to approve items on the consent agenda. Motion seconded by Councilor Chenault and carried by the following vote: Ayes: Mayor Santellana, Councilors Brewer, Chenault, Smith and Whiteley. Nays: None Item 3 — Approval of minutes of the February 4, 2020 Regular Meeting of the Mayor and City Council Item 4a — Resolution 19-2020 Resolution authorizing the purchase of one (1) Aluminum Solid Waste Transfer Trailer from Travis Body and Trailer, Inc., in the amount of $76,277.63. Item 4b — Ordinance 07-2020 Ordinance 07-2020 appropriating $20,000 to the Special Revenue Fund from the State Farm Good Neighborhood Citizenship Company Grant and authorizing the City Manager to accept said funds. Item 5 — Receive Minutes (a) Metropolitan Planning Organization Technical Advisory Committee, October 10, 2019 (b) Metropolitan Planning Organization Transportation Policy Committee, October 23, 2019 Item 6 — Ordinance 08-2020 8:35 a.m. Ordinance making an appropriation to the Special Revenue Fund for the Community and Clinical Health Bridge Project (CCHB) in the amount of $17,500 received from the Department of State Health Services. Moved by Councilor Chenault to approve Ordinance 08-2020. Nays: None Item 7a — Resolution 20-2020 8:37 a.m. Resolution authorizing the submittal of a grant application and designation of Authorized Official to the State Homeland Security Grant Program via the Office of the Governor for $33,453.00 (Grant/Application #: 4023301) Moved by Councilor Brewer to approve Resolution 20-2020. Motion seconded by Councilor Chenault and carried by the following vote: Ayes: Mayor Santellana, Councilors Brewer, Chenault, Smith, and Whiteley. Nays: None Item 7b — Resolution 21-2020 8:39 a.m. Resolution authorizing the City Manager to apply for and accept a Section 5339(b) Grants for Bus and Bus Facilities funding opportunity from the Federal Transit Administration to purchase four (4) 35-Foot, Low -Floor Transit Buses in an amount of $1,800,000. Moved by Councilor Chenault to approve Resolution 21-2020. Motion seconded by Councilor Smith and carried by the following vote: Ayes: Mayor Santellana, Councilors Brewer, Chenault, Smith, and Whiteley Nays: None Item 7c — Resolution 22-2020 8:42 a.m. CITY COUNCIL MINUTES February 18, 2020 Page 3 Resolution authorizing the City Manager to apply for and accept a 2020 Coordinated Call for Projects grant in an amount up to $500,000 from the Texas Department of Transportation. Moved by Councilor Brewer to approve Resolution 22-2020. Motion seconded by Councilor Chenault and carried with the following vote: Ayes: Mayor Santellana, Councilors Brewer, Chenault, Smith, and Whiteley Nays: None Item 8 — Items of Concern to Members of the City Council 8:44 a.m. Councilor Whiteley welcomed the Mayor for the day. It was nice to meet you and your Mother and we appreciate you being here. Want to remind everyone that early voting starts today so exercise your rights. Councilor Chenault thanked everyone for coming out today. Councilor Brewer stated that he believes Wichita Falls is growing and there are so many job opportunities including firefighter positions. Mayor Santellana noted that there are two councilors missing today due to emergencies. Thank you to John Burrus and Councilor Smith for donations to the Hirschi letter jacket drive. At Hirschi's sports banquet they recognized the council for their support. Looking forward to budget planning starting March 2nd, and am excited for that process and comparing the year to our strategic plan. Item 9 — Comments from the Public to Members of the City Council Concerning Items that are not on the City Council Agenda 8:47 a.m. There were no comments from the public. Item 10 — Executive Session CITY COUNCIL MINUTES February 18, 2020 Page 4 City Council went into Executive Session at 8.47 a.m. in accordance with Texas Government Codes §551.087 and §551.074. City Council reconvened at 9.46 a.m. Mayor Santellana announced that no votes or polls were taken.
